Case study 1: An Island Firestorm

It is not shocking information that a Chemist could find a number of coliforms on the
said island because the fact that the Island has been discovered in the year 1970's,
and expect that the people start to establish their lives on that year and the test was
done on the year 1976.

If you were the official concern, what would you do after knowing the findings of the
chemist? How would you show commitment to public interest in this case? I am the
official concern; it is my obligation to promote the welfare of the community.

I should show my commitment to public interest through educating the people on the
island about proper disposal. There should be an orientation on the awareness on the
segregation of waste in order to be safe at all time. Other than that, I will promote a
propaganda on showing how to will help restore the islands beauty and will be safe
again for the people.

By using tarpaulin, streamers, and brochures, images of the old island's beauty will
be shown to the public and the present facts of what is the current situation of the
island. Also, a space on giving the tips on how to save the island.

Moreover, give the people, residents or tourists, a warning and afterwards a


disciplinary action for those who will not follow the rule of law which is the anti-
pollution act. Hence discipline is one of the keys in educating people and I believe this
will help the propaganda's, seminars or orientation will be effective and will be put
into action.

For an almost 6 years, the people who lived and stayed on the island started to
dispose their solid or liquid waste products/materials anywhere because of lack of
education regarding proper waste disposal and waste segregation. I will start my
commitment to public interest through educating the people (natives, businessman,
land owners, etc.) on that island about proper waste disposal
and waste segregation and on how to apply it to their daily lives.
There should also be an implementation on the proper waste disposal system and
there should be proper learning’s on the segregation matters.

Case study 2: Wanted:Dad Heroes

The cutting down of trees in the forest has been prohibited several years ago this is
due to the fact that most of the mountains are already denuded which led to the
occurrence of natural calamities like flashfloods and landslides. These natural
calamities destroyed many lives and properties of many people.

If these happen, it also gives problem to the government since the government has to
help the victims of those calamities. It is the responsibility of the government to help
and rescue the people. If I were Rick, I will not allow Alonzo to pass through because
it is really illegal and aside from that, he has no permit. It is very clear that the trees
were illegally cutdown I will explain to him that what he did is prohibited by the law.
He is a government official.

I believe he is aware of these things, I will just explain to him that like him am just
performing my job. I'm pretty sure he will understand me and come to think of it,
their reason is not valid enough to let them pass through. It should have thought of
other ways for them to have their funds to bury their dead comrades in a legal way.
After that, I will report the incident to the authorities. The authorities will know what
the best thing to do on this matter.

What's important is I was able to prevent them from bringing the narra flitches
outside despite of their reasons. If you were in Rick's shoes, who will you respond to
the situation? Will you allow Alonzo to pass through or not? Why and why not? If I
were Rick, I will not allow an alleged Army Colonel Alonzo to pass through because of
violation of the law.

Yes, we are outnumbered but I will immediately call on the nearest police station for
assistance. I will inform Alonzo if his constitutional rights. That he is committing an
act in violation of an anti-illegal logging act. As official with a rank of colonel, he
already knew what is right or wrong and he will be criminally or administratively liable
for violation of the law.

The Philippine Army is not only a protector of the Filipino people but also a partner in
nation building.

Case study 3: What Else Can I Do?

Is whistle blowing to the media acceptable as whistle blowing to an elected around


official? Yes, I agree with Glenda. Because being a government employee,1should
uphold the internet of the public over and above my personal interest.

As public official, you should always adhere to the proper rules and regulations for the
welfare of the Filipino people Glenda's decision to report to the Chairman of the
Committee on Environment and Natural Resources is tenable because she has no
other choice but to report it to the higher authorities.

If she will grant the request of her division chief, what will happen. The proposed
project will be hazardous to the environment and to the community. If ever, Senator
Enriquez will not take any action regarding complaint, she can go and report it to the
press or media. Whistle-blowing is an act of informing higher authorities about illegal
or unethical practices observed. Whistle-blowing is never an easy decision for any
employee.

This will bring him both advantages and disadvantages. This will cause him to be
terminated from work or his life will be put in danger. In doing this, the employee has
to be firm and should have all the necessary evidences before he has to do it. I don't
agree with Glenda because she should go first to the proper authorities.

Maybe she should go to the DENR because this is the proper agency to inform and
consult about the matter, because if she will go either to the press or to the politician,
the issue will just create noise and will put her life in danger. There is a possibility
that the media or the politician will just use the issue or her for their personal
interest.

So instead of going to the media or to a politician, she should rather go to the office
of the DENR who has the main right about this issue. The DENR has the knowledge on
what is the best thing to do regarding the matter.

Case Study 4: Pick Me Up


What happened to Ronnie is a normal happening in most if not all of the government
offices. There are some people give/gave money to the public or government
employees as a form of gratitude. But if I was in Ronnie's shoes, I will return the
money to Ms. Santos.
This is because I know from the very beginning that accepting money is a prohibited
act. It is very unethical for a government employee to receive any amount from the
people it's because as a public servant, it is my duty and obligation to serve the
people to the best of his ability.
As a public servant I have to perform my responsibility to the people with all my heart
without expecting any amount in return. Upon returning the money, I will just explain
to Ms. Santos the reason why I cannot accept the money.
I will tell her that l know that she is just happy and satisfied of my performance but
despite that it is improper to give money to me. In addition, I will tell her also that it is
my responsibility to serve him since I am a public servant. On the other hand, I will
thank her for the offer, I will appreciate her kind act of thanking me.
By doing so, I can make her realize that what she did is a prohibited act and that it
should not be done to the government employees and so that she will not do it again
to other employees. Ronnie is now in a quandary.
Now, if you are in Ronnie's shoes, what will you do. Gift-giving is a part of our culture.
Being a government employee, you can accept only gift that are nominal and
insignificant. In this case, Ronnie de Guzman did his job promptly and effectively,
hence, the title was awarded to Ms. Santos immediately.
Ronnie performs his duties and responsibilities but he did not demand any money or
gift from Ms. Santos. What was given by Ms. Santos is a taken of application and
cannot be considered as bribe since it is give after the service without any hint of
bribery.
If I were in Ronnie's shoes, I will follow Ms. Santos and return the envelope. But if I
can't find her anymore, I will keep it and give it to the church or to charity offices.

Case study 5: Bring Home Office Goodies

Using government properties in any form for personal is not proper. Whether it's just
a simple office supply it is still wrong. A government property should be utilized
properly. The government purchased those supplies not for the employee's used but
official business only.
In the situation given, I would take Cynthia's side. It is simply because what Emy did
was a form of stealing it's because those supplies do not belong to her. Bringing
home office supplies of the office to be used for personal interest is obviously
unethical.
This act may provide wrong perceptions of all the employees in the government
officials or employees. People who will know of an employee doing such thing will
make wrong conclusions or generalizations on government employees.
As mentioned in R.A6713 that public officials and employees shall out most devotion
and dedication to the duty. And lastly, as a government employee, one has the
responsibility to take care of every government property and utilize them properly.
Those things should be used for public interest and not for personal interest. Which
side would you take? Cynthia's side or Mely's? Why? I would take Cynthia's side.
Being a government employee even if you are a clerk you have no rights to bring
home office supplies to be used for personal interest because it is obviously unethical
and unbecoming.
A government property should be utilized properly whether it just a simple office
supply. Using government properties in any form personal is not proper. Purchased
those supplies, came from public fund sourced from the tax payer, not for the
employee's used but official business only.
RA 6713 that public officials and employee shall utmost devotion and dedication to
the duty. Finally, a government employee has the responsibility to take care of every
government property and utilize them properly for public interest and not for
personal one.

Case Study 6: More Than Just Casinos

If something is legal it doesn't mean that it is automatically moral. There are things
that are legal but are immoral. That is because there is a big difference between legal
and moral. When we talk of morality, it is based on an internal and possibly external
sense of what is right or good. Legality simply refers to acts that conform to the law.
Aside from that morality is based on an individual's beliefs and not the law.
On the given example, PAGCOR, like the Lotto and sweepstakes symbolize gambling.
It is legal because it is allowed by the government. The revenues it remitted to the
government help a lot in building schools as well as in other projects of the
government. It has helped lot of sick people in their medication and hospitalization.
It also extends help to victims of calamities. Those are some of the reasons that make
it legal and that the government allowed it to operate. But we cannot deny the fact
that it symbolizes gambling. And gambling has destroyed many lives and has broken
many families.
It is a game of chance that people bet even the last money in their wallet because
they believe that if they will win, they will get their money in many folds. Indeed, it is
asocial ill. Yes, lotto and sweepstakes is legal, but since the symbolize gambling. it is
immoral. This is a best example that tells us that if something is legal, it does not
automatically mean it's moral.
Is something legal also automatically moral? What do you think? If something is legal
it doesn't mean that it is automatically moral. There are also things that are legal but
immoral. There is a big difference but mean legal and moral. Legality refers to act
that conform to the law. Morality is based on an individual belief and not the law.

Case Study 7: I Can Afford Anyway


The law states that public officials and employees and their families shall lead modest
lives appropriate to their positions and income. They shall not indulge in an
extravagant display of wealth in any form.
Guided by this rule, I don't agree with the employee's opinion regarding the dress
code of CSC. Since she is a government employee, it is her obligation to abide with
the law. Though it is true that she can afford to buy expensive jewelries but still it is
not proper to wear them in reporting to work.
This might create wrong perceptions on the people that surround her. People around
are very observant of those who are working in government offices. They are aware
of how much the government employees are receiving every month.
Sometimes they do make judgments on the employees based on what they see This
might lead to public service degradation. So to maintain a good image as a public
servant or as a government employee, it is proper to follow the dress code as
mandated by the CSC.
The jewelries and other expensive materials can be used in some other occasions
anyway. If you were this employee, would you agree with her opinion regarding the
CSC's dress code? The law states that public official and employees and their families.

Case study 8: Gifts Galore


Giving of gifts is a sign of gratitude. And refusing a gift offered or given is an insult to
the giver. There are reasons why we receive and we give gifts. Giving gifts is a kind
act and as a result it gives happiness to the receiver regardless of the amount of the
gift given.
This is an act that is appreciated so much by anybody. Since gift giving is a kind act,
there is nothing wrong with this, but if the gift is given in exchange for a favor that is
asked or for a task that was accomplished especially if it is given to a government
employee is no longer good.
It is unethical. Josie is right. Though the gift given to Adela were just nominal but if
she has to combine all the gifts she received it's a large amount already. Through this
act, the people will think that the gifts were given as payment for what she did for
them. And next time, if these people will ask favor from her again, she cannot refuse
because of the gifts that were given to her.
The best reason why accepting gifts is improper it's because the law states that
public officials and employees shall not solicit or accept directly or indirectly any gifts,
gratuity, favor, entertainment, loan or anything of monetary value.
Public employees should do their duties and that is to serve the people for free
because they are well-paid by the government for that. Who do you think between
Adora and Josie is right? Why? Gift giving is an act that gives happiness to the

Case study 9: For Official Use Also


If I happen to chance upon a government service vehicle parked in a place where l
least expect a government official may transact business with, the first thing that I
will do is to think that maybe the government official using the government vehicle just
drop by from an official business transaction near that place.
But if I happen to see it twice or more, then I will try to know the reasons why the
vehicle is parked there. Since l am aware that government vehicle should be used for
official business transactions only and not for personal business of course l will have
to inform the proper authorities of it so that this wrong act of government officials will
be stopped.
Aside from that, this may serve as warning also to the other government officials who
are using the government vehicles for personal interest. Government vehicles are
government property which is issued to government officials to make and perform
their task and to serve the people in a fast manner and not to be used in their
personal matters.
These should be used for public interest and not for personal interest. If you happen
to chance upon a government service vehicle parked in places where you least
expect a government official may transact business with, what will you do? Will you
take time to report the incident to the Ombudsman? If not, what will you do? Why?
If I happen to chance upon a government service vehicle parked in place where I
least expect a government official may transact business with, the first thing I will do
is to think of the reason why the government official using the government vehicle
just drop by from an official business transaction near the place.
But if I happen to see it more than twice, then Ill try to know the reasons why the
vehicle is parked there. Since l am aware that government vehicles should only be
used for official business only them I have to inform the proper authorities so that
their act will be stopped and aside form that this will serve as warning also to the
other government officials who are using government vehicles for personal interest.
Government vehicles property which is issued to government officials to perform their
task and serve the people and not for personal interest.

Case study 10: He Does, I Do


What do you think? Who is right, Roy or his boss? A government employee or official should always possess the
spirit of professionalism by reporting to work on time. It is not good to see employees reporting late many
times, that people who needs his service are already waiting for him. Very embarrassing and repulsive. In the
situation given, Roy is right when he said that his boss should not be expected for the policy.

As an employee, it is his responsibility to report to office on time (the boss). He should be the model to his
subordinates. Even if his house is far from the office but still he should find a way to be in the office on time. It
is not proper that a boss say that Ray should wait until he becomes a boss.

To avoid complain he should come to office on time, this is because the law excuses no one. The law was made
for everyone. In government office, there is no law that says that a boss is exempted from going to office late.
A government official or employee should always possess the spirit of professionalism in anyway. One way of
showing it is by reporting to work on time.

A government employee should be very conscious of the time; they should utilize the time well. It is not good
to see employees reporting to office for work late, and then once he arrives in the office the people who need
his service are already waiting for him. It is embarrassing.

In the situation given, Roy is right when he said that his boss should not be exempted from the policy
implanted for the late comers since like him his boss always come to work late also. But he is wrong when he
made the distance of his house from his office.

As an employee, it is his responsibility to report to office on time. He has to use his initiative on how he can
report on time despite the location of his residence. It is not his boss' fault if his house is far from the office. On
the other hand, his boss is not right when he said that Roy should wait until he becomes a boss.

A boss/employer should act as a model to his subordinates. To avoid complaints like Roy's complaints, he also
should come to office on time; this is because the law excuses no one. The law was made for everyone. In
government offices, there is no law that says that a boss is exempted from going to office late.

OVER-ALL REFELECTION PAPER


This whole DLP experience is emergent. Each page opens to a new dimension of
awakening of how a Public servant should behave, of how he/she perform his/her
duties, of how he/she lives, of how he/she responses to situations. I took up this
course because l am a new entrant to the public service The DLP isa journey to
learning and self-discovery designed for all employees in the government to
familiarize them with the eight provide them with ethical reasoning tools, give them
an opportunity to clarify their own operative values under the Code of Conduct and
Ethical Standards for Public Officials and Employees and learn more the other
provisions of the Code.
The DLP Training Course compresses three parts of lessons, which will be completed
in six weeks, which include Lesson 1 involving the Norms of Conduct, Lesson 2
consisting of the other pertinent provisions of R.A 6713, and Lesson 3, which pertain
to mini cases to be solved to reinforce the learning of the Code and equip further the
learners with ethical tools on the ethical issues or dilemmas. The Norms of Conduct
enables us government employees to identify and internalize the eight norms of
conduct of government officials and employees and provides them opportunity to
clarify our own operative values in relation to the Code or RA 6713 and how they can
apply these in our respective workplaces.
The other pertinent provisions of the code include the systems of incentives and
rewards, prohibited acts and transactions, duties of public officials and employees,
statements and disclosures and divestment and penalties. As I was taking each
lesson, I was enlightened as to the importance of being a public servant. A public
servant does not only do the work for compliance, but with dedication aiming to help
for the improvement of society certain and the government as a whole. Every action
an employee does, no matter how small it is a huge impact.
While completing this Distance Learning Program, I come to appreciate the beauty
that lies behind the government offices, if these rules of conduct and ethical behavior
in the civil service is instilled in our minds through our actions, there is no room for
corruptions and anomalies. It is always putting the interest of the public over and
above our personal gains. There is greatness in public service. It is that sense
commitment that we are bound not just intellectually but also emotionally to do our
work in order to deliver our utmost service to the Filipino people.
