Introduction
Is Bhutan a Monarchy
or Democracy
Country?
Well! First of all, Bhutan is a small country that is located between India and China. Bhutan
is a landlocked country! We are friend with India the most. As our king, His Majesty Jigme
Dorji Wangchuk has started the first 5 years plan of Developmental activities in 1961to make
our Bhutan a Modern Country. Thus, His king is known as ‘‘The Father of Modern Bhutan’’

Bhutan has been a Constitutional Monarchy till 2006. From 2008 onwards, it have changed to
Parliamentary Democracy Monarchy. The form of our government is Democratic
Constitutional Monarchy. King is the head of our country and makes important decisions.
While Prime minister is the head of the government and they carry out developmental
activities for the country and people.

Political Parties

There are 5 political parties in Bhutan. They are Druk Nyamrup Tshogpa(DNT), Druk
Phuensum Tshogpa(DPT), People Democratic Party(PDP), Bhutan Tendrel Party(BTP) and
Druk Thuendrel Tshogpa(DTT). The latest parties are Bhutan Tendrel Party and Druk
Thuendrel Tshogpa. Older parties are DPT and PDP started in 2007. DNT is started in 2013.
In 2008, the first election was started. Two parties, Druk Phuensum Tshogpa and People
Democratic Party has been registered by the Election Commission of Bhutan to battle the
elections. Druk Phuensum Tshogpa is guided by Jigme Y Thinley. People Democratic Party
is guided by Sangay Ngedup. Among those two, Druk Phuensum Tshogpa won with more
than 160,000 votes and People Democratic with 80,000 votes. DPT won 45 seats in National
Assembly while PDP won 2 seats.
From 2013, PDP won with 130,000 votes winning 32 seats. DPT won 15 seats. In 2018,
DNT won with 170,000 votes winning 30 seats. DPT won 17 seats. In 2023, PDP won with
more than 130,000 votes winning 30 seats. BTP won 17 seats in National Assembly.

National Council

National Assembly is a group of people that is chosen by voters. Their real work is to make
rules and regulations for our country. They will try to improve our country by constructing
facilities like schools, BHU’s, etc. It is chaired by speaker. The speaker wears orange kabney
with patang or goentag. Other members wear blue kabney or rachu with patang or goentag

National Council is a group of people that helps to make essential decisions for our country.
They will suggest new ideas, help to plan and organize things and try to give advices for the
improvement needed by our country. It is chaired by chair person. The chairperson wears
orange kabney with patang or goentag. Other members wear blue kabney with patang or
goentag

Legislative, Executive
and Judiciary
Executive: Is the branch of the government that is responsible for day-to-day management. It
consists of Prime minister and ministers. They are known as Council of Ministers or Lhengye
Zhuntshog.
Prime Minister and Ministers wear orange kabney with patang or goentag. Secretaries wear
Bura Marp with patang or goentag and others wear white bura kabney without fringes with
patang or goentag

Legislative: Is the branch of government that makes laws. It consists of Druk Gyalpo,
National Assembly and National Council.

Judiciary: Is the branch of the government that protects laws. The dangrab in drungkhag
court wears white kabney with long green stripe in middle and small green stripe at both the
ends with fringes.
Drangpoens in Supreme court, High court and Dzongkhag Court wears green kabney with
patang or goentag. Chief Justice of Supreme Court wears orange kabney with patang or
goentag..
The present Chief Justice is: Chogyal Dago Rigzin.

Conclusion
Bhutan is a small landlocked country that is filled with happiness, peace and joy. It is
Parliamentary Democracy Monarchy. Government is for planning Developmental plans,
looking after the welfare of people, makes rules and regulations to provide equal
opportunities to everyone, etc…
In 2008, the first election was held. Two political parties were registered. DPT won with
more than 160,000 votes.
We have NA and NC. NA makes rules and regulations while NC provides ideas for the
development of our country.
We also have Executive, Legislative and Judiciary. Executive is responsible for the
management of the state, Legislative makes law and Judiciary protects law created by
Legislative.
Therefore, even if Bhutan isn’t developed like other countries, we still got the latest things.
Even if we don’t have train. We still got bus, cabs and we can also walk. Bhutan is a peaceful
country because we are an independent country!
