Aims of this method statement

1.1 The purpose of this technical instruction is to detail those actions necessary to ensure that
Street Lighting columns are joined in compliance with the applicable design standards.

1.2 For successful implementation and establishment of the proposed landscaping this document
aims to cover the following key areas:

2.0 Megger Test

2.1 The Megger insulation tester is a small, portable instrument that gives you a direct reading
of insulation resistance in ohms or megaohms. For good insulation, the resistance usually
reads in the megaohm range.
2.2 The meter uses both current and voltage coils, enabling true ohms to be read directly,
independent of the actual voltage applied. This method is non-destructive; that is, it does
not cause deterioration of the insulation.

3.0 Cable Finding

3.1 For the safety of you, and those around you, it's important to know what's under the ground
before you start any digging or excavation work.
3.2 The cable locator has generally consisted of two parts--a transmitter and a receiver. The
transmitter puts an electrical signal onto the cable or pipe being traced, while the receiver
picks up that signal, allowing the locator operator to trace the signal`s path and follow the
cable being located.
3.3 The electromagnetic field created by the transmitter can usually be set to a specific
frequency, depending on the type of conductor in the cable. Frequency choices can range
from less than 1 kilohertz to about 480 kHz.
4.0 Feeder Pillar installation

4.1 Ensure that the location where the Feeder Pillars to be installed conforms to the approved
drawings. In case of any field changes on the locations to suit the field requirements, it shall
be reflected on the drawings and informed the engineering department for As - Built
drawing.
4.2 Ensure that the material’s type, rating, size and area classification etc. conform to the
project specifications and drawings.
4.3 Obtain the work permit as required.
4.4 Ensure that area/ surfaces (i.e. walls, structures, flooring etc.) where it will be mounted are
finished/ painted and handed over for work execution. During installation the necessary

protection to be provided on floors, walls and other structures if any to avoid any damage.
Where applicable, all openings near the point of installation (which are not in normal use)
shall be covered to prevent from dust ingress.
4.5 Feeder Pillar shall be transported to their location / area by using HI-UP. Feeder pillars to be
placed/ mounted directly on outdoor civil foundation by using HI-UP, but first ensure that
foundation is well finished and handed over to Electrical group.
4.6 Ensure that the approved drawings of feeder pillar are available. Drill and insert anchors.
Ensure that the proper types, size of anchors bolts/washers (Tentative size of anchor bolt
will be 10mm die & 100mm long) are used. Check the alignment, level and elevation.
4.7 Check that all accessories are complete and no damage on the unit.
4.8 Following erection, all compartment doors shall be checked to ensure that they operate
properly and without obstruction and that all compartments are clear of tools and erection
debris. Check the load schedule / identifications if they are corresponding to the approved
drawings.
4.9 Clearances for maintenance purposes on door opening shall be observed/ maintained.
4.10 Clean the external/ internals of Feeder Pillars and the surrounding of the area.
4.11 After installation, the necessary protection must be provided to the equipment when
required (i.e. cover with tarpaulin plastic, wood etc.) to prevent from any deterioration/
damage.
4.12 Ensure that all related works are done and completed (i.e. necessary accessories
installed, cablings, earthing, etc.) as specified on the approved drawings and specifications
4.13 Inspection shall be carried out by the consultant by notifying them through Inspection
Request Form.

5.0 Fixing Lantern
5.1 Installation works shall be carried out only with respect to approved shop drawings of latest
revision.
5.2 Site Engineer (Electrical) must ensure that all the lighting fixtures are received at a site of
latest revision, approved material submittal and as per approval.
5.3 Sky lift to be used to reach the lantern positions
5.4 Before fixing lantern, all lighting fixtures are to be cleaned. Gloves shall be used in works.
5.5 Correct lanterns are to be fixed in lighting fixtures
5.6 Before installation all wires should be tested, meggered and schedules should be submitted
to Engineers for approval and records shall be maintained.
5.7 Test results should be submitted to consultant for the records

6.0 Cable Installation


6.1 Work Procedure
6.1.1 The engineer should approve the materials to be used. The routes routing as
well as the sizes will follow the approved shop drawing.
6.1.2 Make sure there is the availability of the approved materials so that the work
can be carried out.
6.1.3 Materials will be physically inspected before leaving stores to ensure no damage
is present.
6.1.4 Site Supervisor / Foremen will evaluate drawings and Materials to ensure they
are relevant before work starts.
6.1.5 The Site Engineer will give appropriate instructions to Supervisor / Foremen.
The Site Engineer will also offer valid construction/shop Drawings.
6.1.6 Site Supervisor/Foremen will make sure that available equipment and tools are
compliant with required regulations.
6.1.7 The Site Supervisor also informs the tradesmen about the required safety
precautions.
6.1.8 The certificate for area handover will be signed for clearance before the cable
pulling activity begins.

6.1.9 Inspection of the entire route will take place to ensure the completeness of the
routing, the appropriateness of the used bends and the lack of sharp edges.
6.1.10 Make sure that only last revision drawings are used.
6.1.11 Identify where the panels/equipment are located.
6.1.12 While preparing cable termination, arrangements will be made so that proper
spare length is left available at the termination point inside the panels or
equipment. Maximum spare length will equal the sum of the panel’s depth,
width, and height.
6.1.13 Before laying the cable on the pipe rack, scaffolding and platforms will be
provided wherever required along the route of the cable tray.
6.1.14 Ladders shall be used to provide access for roller placement.
6.1.15 Personnel working on cable pulling will be equipped always with safety
harnesses fixed steadily to the overhead support.
6.1.16 Before Cable pulling commences, the actual length of the route will be
measured and checked to ensure adequacy of provided cable length.
6.1.17 Ensure the cable pulling winch is placed at a suitable position according to the
length of the cable and the condition of the site.
6.1.18 Cable shall be tested both before removal from cable drums

6.2 Method of Installation / Laying of Low Voltage Cable


6.2.1 Cables placement will take place mainly above ground in perforated, ladder-
type cable trays.
6.2.2 Placement of cable rollers every 6-12 meters or as required will ensure that the
cable will not be in contact with the tray.
6.2.3 If a cable winch is used, it will be installed properly for cable pulling.
6.2.4 The drum schedule will be used to identify the cable drum that will be used for
cable pulling.
6.2.5 Unpack the cable drum.
6.2.6 A gripper or a cable shock will be used to fix the cable to the winch.
6.2.7 Cable laying will begin from one end of the route or any other suitable point if
needed

6.2.8 The cables’ bending radius will conform to cable manufacturer’s
recommendation.
6.2.9 Prior to cable cutting, inspection of both ends shall take place to make sure
there is sufficient length for proper dressing and end termination.
6.2.10 Right after every cable is finished, all cables shall be tested for insulation
resistance
6.2.11 Installation of cable tags.
6.2.12 Update the cable and drum schedules with cable pulling information.
6.2.13 Following completion of all same route cables, cable dressing and clamping will
take place.
6.2.14 Trefoil (three-foil formation) laying shall be used with single core cables.
6.2.15 Punch list and installation shall be inspected.
6.2.16 When cable laying is completed, insulation test will take place according to
attached format.
6.3 Method of Installation / Laying of Wires
6.3.1 Raceways’ inspection will make sure that wires are compliant with the
installation
6.3.2 When more than one wires are installed in the same raceway, they should be
pulled in the raceway at the same time.
6.3.3 Use guide wires and similar equipment when wire pulling, to support the
tension and avoid possible damage.
6.3.4 Wherever the Engineer approves, use lubricant or wire pulling compound if
necessary. Ensure that the pulling compound used is chemically compatible with
any insulations or conductors it
6.3.5 Conductor splices must be enclosed in junction boxes
6.3.6 Ensure proper wire installation in all boxes.
6.3.7 Following installation, the Wires Insulation Test should be conducted

7.0 Testing Procedure

The test method shall be conducted for minimum requirements for all facilities before energization
of the circuits applied as follows:

7.1 Testing of Lighting & Small Power Receptacle System

7.1.1 Measurement of insulation resistance of complete lighting & receptacle circuits


to ensure no leakage to earth (without lamps).

7.1.2 Measurement of the illumination levels using a Lumen meter & functional test
to be performed to lighting fixtures.

7.1.3 The test shall be conducted by Electrical Supervisor, witnessed and recorded by
the Electrical QC Inspector.

7.1.4 Check the maximum connected load in each circuit.

8.0 Machineries and Tools

The following equipment’s will be used:

• Sky lift

• Portable Hand tools

• Digital multimeter

• Drilling Machine (if required)

• Wheelbarrow

• PPE

9.0 Safety
9.1 The contractor will be responsible for all the necessary safety measures at all time. All works
related will be executed in accordance with the Client’s and Contractor Health and Safety
Plan.
9.2 The work will only proceed when a Permit to Work (PTW) has been obtained or when
required. The PTW will be kept on the site for consultation during the erection works.
