REORGANIZING THE BARANGAY DISASTER RISK REDUCTION MANAGEMENT
COMMITTEE (BDRRMC) AS SUB-COMMITTEE OF THE BARANGAY DEVELOPMENT
COUNCIL (BDC), ITS SECRETARIAT TO INCLUDE KEY PROVISIONS OF THE RULES
AND REGULATIONS IMPLEMENTING R.A. NO.10121
WHEREAS, Republic Act 10121, otherwise known as the “Philippine Disaster Risk Reduction
and Management Act of 2010”, has provided for a new organizational structure of existing Local
Disaster Coordinating Councils (LDCCs) from provincial to barangay level as Local Disaster Risk
Reduction and Management Councils (DRRMCs) as well as changes in the duties and functions;
WHEREAS, there is a need to create or constitute the BDRRMC of this barangay which is now
a sub-committee under the Barangay Development Council performing frontline tasks in every barangay
aimed at providing policy response and operational efforts to any types of disaster or emergency in
accordance with the vision and mandate of Republic Act No. 10121;
WHEREAS, R.A. No. 10121 and its implementing rules and regulations also provides for
critical functions of the BDRRMC as the counterpart of Local Disaster Risk Reduction and Management
Office at the barangay level responsible for direction, development, implementation, and coordination of
disaster risk management programs within the barangay;
NOW, THEREFORE, I, ESTELA T. CASTRO, Punong Barangay of Barangay Palho,
Municipality of Pio V. Corpus, by virtue of the power vested in me by law, do hereby reorganized the
Barangay Disaster Risk Reduction and Management Committee under the Barangay Development
Council;
Section 1. Composition. There is hereby created a Barangay Disaster Risk Reduction and
Management Committee (BDRRMC) of this barangay as follows:

Section 2. Functions of BDRRMCs. The LDRRMCs shall perform the functions, duties, and
responsibilities as provided for under Section 12 of Republic Act No. 10121.
Section 3. Emergency Response Teams/Task Teams. The BDRRMC may create such emergency
response teams/task teams necessary in the performance of its duties and responsibilities, and select
from among themselves the team leader and members of the team;
