LEARNING OBJECTIVES
► Describe the concept of counterintelligence to monitor/verify
the level of measure in the police organization

► Discover the importance of the subject with regards to

POLICE COUNTER INTELLIGENCE

- Focused towards defending the police organizations


against sabotage, penetration and activities inimical to best
interest and general harmony of the agency and country.

- Probably the most important time to develop a security


consciousness among police officers is during days of recruit
academy indoctrination and training.
POLICE COUNTER INTELLIGENCE

- Many police recruit training institution do not include


development of security consciousness among personnel. On
the contrary if ever it is included, students attitude to this
subject is presumed thus easily forgotten.

- It is difficult to separate counter intelligence activities


from internal affairs areas of interest.
MILITARY CONCEPT OF COUNTER INTELLIGENCE

- Counter intelligence is that phase of intelligence covering all


activity devoted to destroying the effectiveness of hostile foreign
intelligence activities and to the protection of information against
espionage.

- Passive measures which conceal information are defensive


and include secrecy and discipline, security of classified
documents and materials, signal security, movement control,
censorship, camouflage, use of concealment and electronic
counter measures.
MILITARY CONCEPT OF COUNTER INTELLIGENCE

-Active measures which are offensive; Counter


reconnaissance, counter espionage, counter sabotage, counter
subversion, deception programs, camouflage and use of smoke to
deny enemy observation.
SECURITY MANAGEMENT IN COUNTER
INTELLIGENCE OPERATION

1. Passive Operation
Denial from espionage and sabotage, more on secrecy
discipline, security of classified information, movement control
and camouflage.

- Operational security for personnel: “need to know” “what


to know” “time on target” “compartmentalization” “code names”
- Physical security: perimeter fence, access control, ID
system
- Document security: Classified records, Top secret. Secret,
Confidential. Restricted

2. Active Operation
Protection and detection against enemy/criminal elements
deep penetration agents, neutralization and security operation
against sabotage, investigative activities to prevent personnel
subversion.
COUNTER INTELLIGENCE MEASURES AS PART OF
PHYSICAL SECURITY

1. Denial Measures are applied to prevent the enemy from


obtaining classified information about the government. It
includes but not limited to:
a. Secrecy Discipline – “what you see what you hear leave
it here”
b. Document Security – maps, photograph, classified
documents
c. Camouflage or Concealment – decoy
d. Communication Security – measures taken to prevent
disclosure of information without “need to know basis”
e. Censorship
f. Counter Reconnaissance Effort – includes warning
system to warn infiltrators.

2. Detection Measures designed to employ or expose and


neutralize enemy intelligence effort. It includes the following:

a. Arial and Ground Reconnaissance – prophylactic patrol

b. Investigation of personnel

c. Decals and Pass System – identifying civilian authorized in


the area

d. Password and Challenge System

2. Deception Measures designed to deceive the enemy as to our


true plans and intention.

a. Ruse – simulated activity instigated to let the enemy into


believing an action is going to tae place when there is no actual
intention of action taking place in the area.

b. Dummy Position – utilized to deceive the enemy into


believing forces are located in position where they are actually
not.

c. Fabricated Information – is a pre-plan to advance


information and must be disseminated in logical and timely basis
to be effective.
The Counter Intelligence Unit of the PNP contains
the PNP’s CI specialist

This is also observed in the AFP. Although there are


specialized Units for the extensive conduct of CI all PNP Units are
regarded as CI agencies as well since they implement appropriate
CI measures to deny the enemy information of their activities and
installation to prevent espionage and sabotage. Other government
agencies such as NICA perform certain functions that
compliments the PNP’s effort.
REQUIREMENTS PRIOR TO CONDUCT OF CI
OPERATIONS

b. Basic Criminal Law
c. Rules on Evidence
d. Basic Criminal Procedure

2. Proficiency in the technique obtaining evidence

3. Expertise in taking of admissible statement

4. Preparation of investigative plan

5. Knowledge of investigative report writing


BASIC INVESTIGATIVE TECHNIQUE

1. Knowledge in records examination


2. Proficiency in interview and interrogation
3. Mastery in elicitation and provocation
4. Apply surveillance technique
5. Capable of conducting raids and searches
6. Skill in collection and handling evidence
7. Ability to testify in court
8. Use of technical investigative and device
9. Knowledge in investigative photography
Security in the intelligence point of view is the protection of
classified information, material and equipment for disclosure to
unauthorized person against sabotage, espionage and subversion
