LESSON 4.2

Women in Politics

1. Looking back at the status of women in international organization leadership,


give 2 to 3 sentences why you think women as leaders excel.

2. Give the following: (describe each)


a) 5 characteristic features of Philippine politics that cause few women participation
in political arena
a.1. Patriarchal Philippine leadership- As far as social roles are concerned,
male strength abounds. Women are portrayed as being supportive of the "leading
husband," with their primary responsibilities being to entertain constituents
(socialization and diplomacy) and give charity (social welfare or even dole-outs).
a.2. Disunity in the women party list- This did not persuade the general public
of Filipino women's distinct interests in the electoral arena.
a.3. Costly election- Women's inability to raise adequate funds for expensive
political campaigns tends to deter them from standing for elected government
positions.
a.4. “Old boys” nature of political relations and transactions- Women's roles
are pushed to the margins, this limits their access to resources and
decision-making, lowering their political clout.
a.5. Gender stereotyping- Wives are expected to look after the next
generation of the political family and shoulder the weight of the domestic
responsibilities while their husbands engage in political, economic, and social
activities, which prevents women from running for government.
b) 5 Legal frameworks that supports women participation in leadership.
b.1. The 1987 Constitution- Women and men have fundamental equality under
the law, and women play a critical role in nation-building.
b.2. The Magna Carta of Women - (MCW, Republic Act 9710) Section 11
directs the government and private entities to take "temporary special measures"
to increase women's participation and equitable representation in all spheres of
society, particularly in decision-making and policy-making processes in
government and private entities, so that they can fully realize their role as agents
and beneficiaries of development."
b.3. Women in Nation Building Law. Republic Act 7192 (1991) - is an act
promoting the integration of women as full and equal partners of men in
development and
nation building.
b.4. Labor Code (1989)- Covers problems such as the prohibition of night labor,
the requirement that employers offer specific facilities for women, the prohibition
of discrimination against women in terms and circumstances of employment, and
the prohibition of discrimination based on a woman worker's marriage.
b.5 Party List Law- Allows for the formation of women-oriented or
women-based political parties to compete on a party-list basis. Women are one
of the nine sectors recognized by the law.

c) 3 Local laws that increase women participation in the Philippine politics.


c.1 Local Government Code of 1991 -In local legislative councils, it is possible
to elect sectoral representation, including women.
