CHAPTER 1
BACKGROUND
The Municipality of Tumauini, Province of Isabela is vulnerable to all types of disaster both manmade and natural due to
its geographical and physical location. The high probability of an average of five to six typhoons beset the area and flooding occurs
in just four to five days of continuous moderate to heavy rains and/or torrential rains which usually occur within the month of
July to December or at least two in a year. The municipality lies along flood path of Cagayan River which makes it highly vulnerable
to severe flooding incident that threatens the high risk barangays and low lying areas. Release of Magat Dam water, Pinacanauan
de Tumauini and other tributaries also aggravate the flooding in the locality. As of this writing, the worst case scenario experienced
by the locality was in year 2020 due to typhoon Ulysses, where 33 out of 46 barangays were affected.
In this worst case scenario, the LDRRMC Tumauini resolved that a need to update the Contingency Plan for Flood especially
anticipating dam breakage and how to respond to COVID-19 and Emerging and Re-emerging Infectious diseases during this
incident must also be integrated.
NDRRMC MC No. 57 s. 2020 was issued enjoining all LGUs to update its Contingency Plan due to ongoing public health
emergency.
On March 15 to 19, 2021, the Office of Civil Defense had also conducted training for Contingency Planning where the technical
working group adopted the guidelines and used as reference in the updating of this Contingency Plan for Flood.

The school has established clear and well-rehearsed evacuation procedures in case of
flooding. This includes identifying evacuation routes, assembly points, and designated
safe areas. Regular drills and training sessions help ensure that students, teachers, and
staff are familiar with evacuation protocols and can respond effectively during an
emergency.

1. Emergency supplies: The assessment revealed a shortage of essential emergency supplies within the school.
Items such as Go bags, food, water, first aid kits, need to be updated and the team recognized the need to ensure
that each classroom had a fully stocked emergency supply cache to sustain students and staff during flood crisis.
2. Communication systems: the existing communication systems were found to be inadequate for efficient
coordination during emergencies. The team identified a need for improved communication tools, such as two-way
radio to enable swift and effective communication between staff members, emergency responders and parents.
3. Security Measures: the school lacked adequate security measures, including life jackets, emergency lights,
protective gears and the like to mitigate potential threats.
4. Financial Support. The SDRRM team faced a resource gap in terms of financial support required to acquire
necessary emergency supplies, and others. The team recognized the need to seek financial assistance from LGU,
local businesses and community organization to bridge this gap effectively.
