1.0 INTRODUCTION
1.1 This Technical Specification concerns dismantling of pipes and ducts located at different locations of TSJ
works where these have become part of redundant plant and structure and are no longer in use. Defunct
ducts of DFDS system at Lime Plant need dismantling. Similarly fire hydrant system of LD1 has already
undergone capacity augmentation (7 km) and hence the old lines need to be dismantled. Emergency water
line of CRM is to go similarly. Coke oven gas mains at Coke Plant will be dismantled at certain locations.
LD gas main from the gas holder will also be dismantled for certain lengths. Wherever other utility
pipes/cables have been supported from these pipes/mains, re-routing and/or alternative supporting of the
same has to be done prior to dismantling of the defunct pipes/mains.
2.1 This specification covers the technical and precautionary requirements of the safe dismantling of
existing pipes, ducts, valves, fittings & fixtures, electrical cable, cable tray and instruments including
their supporting structures.
2.2 All the measurements shall be as per IS:1200 (relevant part with latest revision) and precautions
should be taken as per guidelines mentioned in IS:4130 (latest).
3.0 TERMINOLOGY
Dismantling: The term ‘Dismantling’ implies carefully separating the parts without damage and
removing. This may consist of dismantling one or more parts of the existing civil works as specified or
shown in the detailed dismantling drawings.
The terms ‘Pipe’ & ‘Duct’ have been used interchangeably in this specification as the conduits conveying
fluids like water and gas here are all of circular cross section. However, circular dust extraction ducts
(pipes) have taken off from suction hoods at the point of dust extraction in Lime Plant. These hoods are
tapering rectangular duct sections, built up of welded plates, quantified in numbers and are to be
dismantled along with the DE ducts (pipe) they connect to.
4.1 As mentioned before, at many places the pipes to be dismantled are burdened with many live utility
pipes/cables that will have to be either re-routed/provided with alternate supporting arrangements before
removal of the pipes from which they are currently supported. The bidder will have to render complete
assistance in engineering of such enabling work for the prospective dismantling contract on award.
4.2 Permit from owner department in prescribed format is to be taken in all cases before attempting to access the defunct
pipework to ascertain their safe accessibility for measurement/assessment.
4.3 Compliance to gas safety norms will be mandatory for the successful bidder.
5.0 DELIVERABLES
5.1.1 The successful bidder has to generate a safe Dismantling Methodology and Procedure for the defunct
pipes and ducts under this contract.
5.1.2 The successful bidder also has to study and enunciate the necessary shut down requirements wherever
needed well in advance to plan accordingly for the dismantling to take place. The job has to be executed
only after receipt of permit to work and to be completed within the scheduled time.

5.1.3 The successful bidder shall have to come up with a Safety Management Plan relevant to the activities to
be performed at site. This SMP has to be vetted by consultant and finally accepted by TSL.
5.1.4 A HSE plan too has to be prepared, vetted by the consultant and finally accepted by TSL.
5.1.5 The successful bidder shall be complying with the need of identifying and positively isolating energy
sources before taking up any dismantling.
5.2.1 Formulating enabling /dismantling plan in co-ordination with TSL/Consultant’s engineer, planning &
contractor personnel.
5.2.2 Resource management plan & seamless deployment of resources for work execution.
5.2.3 Conduct necessary site checks and audits during dismantling work ensuring safety.
5.2.4 Assist TSL area in-charges w.r.t providing accurate dismantling plan applicable for the area.
5.2.5 Preparing dismantling schemes as per site requirement.
5.2.6 Supervise site enabling/dismantling works along with TSL/Consultant engineers for smooth functioning
of site after ensuring necessary energy source isolation.
5.2.7 Obtaining & closure of work permits before commencement & after completion of site work.
5.2.8 Escalate issues related to site progress to the area in-charges for prompt resolution.
5.2.9 Reporting deviations to respective site in-charges.
5.2.10 Recording and maintaining site data/progress related to dismantling and should be able to produce the
document as and when desired.

i) In measuring thickness of plastered walls, the thickness of plaster shall be ignored.
ii) Ashlar face stones, dressed stonework, pre-cast concrete articles, etc. if required to be taken down
intact shall be so stated and measured separately in cubic meters.
iii) Cleaning bricks stacking for measurements including all extra handling and removal and
disposing off the rubbish as stated shall be enumerated in thousands of cleaned bricks.
iv) Honeycomb works or cavity walls of bricks, stone or concrete shall be measured as solid.

7.0 The Demolition Process for civil work
Demolition sequence shall be determined based on actual site condition, Restraints and structural
layout and its condition.
In general, the following sequence shall apply:
i) Prior approval shall be obtained from client’s representative or Engineer-in-charge before
starting any dismantling work. All necessary NOC from various departments shall also
be obtained.
ii) Utilities disconnection. Check the piping and wiring before the operation. Electricity,
cable rack etc.
iii) Before demolishing the existing slab, 03 no. of new concrete columns shall be casted as
an additional supporting member. These new columns shall be supported directly from
the existing base raft through drilling of chemical rebars.
iv) 03 New RC columns should have proper anchorage at the top, and if additional breaking of
the existing slab is required, new concreting must be done in conjunction with this
anchorage to provide a final rigid frame.
v) Demolition of the floor slabs shall begin at mid span and work towards of supporting
beams. The slab has been cut into five blocks. The total weight of each block should not
exceed 15 tones (See attached Fig-1).
vi) Floor beams shall be demolished in the order of cantilever beams, secondary beams and
then main beams.
vii) The existing column and wall should be cut and levelled in accordance with the plan.
NOTE:
a) Slab demolition / cutting shall be done only with Diamond cutting tools.
b) For lifting of cut part, OH crane will be provided by AM/NS. Lifting tools / tackles, Manpower
& vehicle for shifting will be arranged by Vendor.
c) Cutting will be done as per scheme provided in drawing and in line with details shown in Fig.-
1.
d) Water & Electricity will be provided by Company at Single point.

8.0 RATES
The rate shall include the cost of all labour involved and tools used in demolishing and
dismantling activities including scaffolding. The rate shall also include the charges for separate out
and stacking the serviceable material properly and disposing off unserviceable material within
a distance instructed by Engineer-in-Charge. It shall also include for temporary shoring for the
safety of portions not required to be pulled down, or of adjoining property, and providing
temporary enclosures or partitions, where considered necessary.
