Here are the steps:
a. Draw segment AB.
b. From an external point C, draw a CQ AB .
c. On CQ , locate point D so that CD ≅ AB .
d. Form the quadrilateral ABDC.
What quadrilateral have you formed given condition no. 5?
By construction, a parallelogram is formed.
In the figure formed, ABCQ , locating point D on CQ
so that CD ≅ AB . One pair of opposite sides are both
congruent and parallel therefore quadrilateral ABDC is a
parallelogram.
Remember:
A quadrilateral is a parallelogram if one pair of opposite sides are both parallel and congruent.

Reason: Two pairs of opposite sides are congruent because AD and BC are 7 and AB and DC are 4.
