a document that comprehensively defines the rationale of a proposed
RDE project, with a conceptual framework; specifies its objectives and
target outputs; determines scope and limitations based on an extensive
review of literature; and lays out methodology within a specific time
frame and resources required to attain the objectives. It is also
attached with its corresponding logical framework and budgetary
requirements.

6.1. For funding under ERDB Regular Appropriation
6.1.1. The ERDB Executive Committee may deem it necessary to
subject the project proposal to another deliberation. However, a
project proposal can only be subjected to two (2) Execom
deliberations

6.1.2. Within three (3) working days after deliberation, a


memorandum to be signed by the Director shall be prepared by
PICTD to officially inform the proponent of the proposal's approval
for implementation.

6.1. For funding under ERDB Regular Appropriation
6.1.3. The ERDB Execom has the authority to prioritize the projects in
consideration of the urgent and emerging priorities of the Bureau
and the DENR. Approved projects which are not considered for
implementation due to budget constraints will be placed in the
pipeline and can be implemented in succeeding year/s. The
proposals may also be endorsed to other funding institutions.

6.1. For funding under ERDB Regular Appropriation
6.1.4. In the last quarter of the current year, the proposals approved
for implementation shall be included in the budget proposal
preparation for the year after the ensuing fiscal year and shall be
prioritized based on the criteria set by the ERDB ExeCom.

6.2.1. The Director shall endorse the proposal to the funding agency.

6.2.2. The project leader shall defend the project proposal with the
funding institution.

and/or Co-implementer
6.2.3. A Memorandum of Agreement (MOA) shall be executed
between ERDB and the funding institution stipulating the
responsibilities of the parties, commitment in terms of resources,
and sharing of generated information including among others the
assignment of property rights.

6.2.4. Should the counterpart funding be required by the external
funding institution, the Bureau can provide in the forms, unless
otherwise indicated in the project budget:
- office space with fixtures, communication, transportation
- laboratory facilities, ICT equipment
- manpower counterpart (regular staff)

6.2. RDE Proposals for External Funding as Lead Proponent
and/or Co-implementer
6.2.5. Once the project has been approved by the external funding
agency and upon execution of the MOA, the Project Leader shall
provide AFMD and PICTD a copy of the MOA, approved line item
budget (LIM) and approved Work and Financial Plan (WFP).

Section 7. Allowable number of
Projects for Implementation

The RDEC is allowed to implement a maximum of


10 projects in a year including the ongoing and
newly approved projects within the fiscal year with
either regular and/or external funding. A minimum
of four (4) projects should be under regular
funding.

Section 8. Repealing Clause

Memorandum Circulars 2020-09 and 2021-03 and


all other issuances, orders, rules, and regulations
or parts thereof which are inconsistent with the
provisions of this Memorandum Circular are
hereby repealed, amended, and modified
accordingly.

This Memorandum Circulars shall take effect


immediately and shall remain in force unless
revoked by undersigned or higher authority.
