IV. Background/Rationale
Brigada Eskwela ‘2021 aims to augment the functional literacy of every
learners thru its one of highlights activity in BRIGADA EskwelaPAGBASA.
The need to enhance the delivery of education services in public elementary
schools has always been recognized as a shared concern and responsibility of
the school and the community, specifically parents of school children, in their
pursuit of quality and excellence in education. The principle of shared
governance and responsibility has actually made a difference in the
sustainability of programs and projects that have been initiated by some schools
as their best practices. Strong school and community partnership really manifest
the attainment of the school goal. Every child is a reader. Every reader is a
learner. Every learner is a leader.
Based on the observation to date, parents can be partners and of great
help to their own children in enhancing their reading abilities. But to do this
more effectively, they need training to master the needed skills on how to go
about and facilitate the reading activity. The basic skills and knowledge of how
to teach learners to read is in the hand of a person in authority and technically

equipped with theories that can be applied to pupils. Persons who attended
seminars and workshops on how to make reading enjoyable and interesting for
children. A person who follows the process of developing a learner’s
development, especially in reading.
The proponent found out that there are learners who needed
assistance and guidance to make teaching and learning more achievable. In the K
to 12 curricula, teachers should be equipped with knowledge and skills in
dealing with learners. Teachers should be globally competitive, research-
oriented, and innovative for 21st century learners.
On this date, the proponent found learners who are deficient in the
basic tools of learning. With the knowledge and skills acquired from seminars
and training, teachers often find difficulties in making learners all readers. There
are those who are practically non-readers and slow readers. One of the reasons
behind the problem is that some parents or guardians of the learners are not
knowledgeable to teach their children to read efficiently. They tend to teach
their own children how to read by just letting their children repeat the words or
phrases from a story book they read. They lack knowledge and basic skills.
The observations and interviews challenged the teacher to discover
new approaches to making learning enjoyable and interesting for school
learners, as well as how to guide teachers to produce good readers with the help
and support of their pupils' parents or guardians, and to establish a stronger
partnership in achieving the school's ultimate goal of making every child a
reader.
Through Project SAGIP, the efforts of all school personnel, parents and
other stakeholders concerned with the improvement of learners’ reading
abilities will be a great manifestation of a sustained strong teacher-parents
relationship.

V. Objectives
Project SAGIP aims to:

1. Mobilize parents as a teacher’s support system in developing a learner’s


reading abilities.
2. Develop parents as partner reading teachers for their own children.
3. Develop instructional reading materials and devices that serve as reading
tools for learner’s use.
4. Promote and build strong relationships with the parents as well as with other
stakeholders in achieving the school goal.

5. Encourage parents to be the teacher’s partner in making reading enjoyable
and interesting for school children.
6. Instill good study habits to learners.

VI. Project Description and Components


Project SAGIP is based on the principle of shared responsibility and
governance of schools to produce remarkable results and quality outputs in
education through the appropriate and maximum use of parents’ support in the
teaching learning process.
Project SAGIP is a new approach to how to make reading enjoyable and
interesting for learners that will guide teachers to produce good and outstanding
readers with the help, guidance, and maximum involvement of parents.
Some features of the project SAGIP:
o Develops learner’s reading ability.
o Organize a teacher-parents tandem to achieve the school goal.
o Conducts seminars and workshops for parents on how to be a good reading
tutor for their children.
o Monitors on the level of reading ability of learners concerned.
o Train parents on how to make and use simple instructional materials that
will help reading enjoyable and interesting for their children.
o A thirty to one hour reading schedule of parents teaching their children to
read before sleeping using reading materials that will be provided to parents.
o Develops every child reading study habits always a priority.
o Makes reading enjoyable and interesting for parents and learners.
o Develops love for reading for all school children as well as for parents
concerned.
o Inculcates positive values through reading.
o Make reading a part of parent-child bonding time.
o Benchmarks best practices in the world of Reading
o Makes reading a key to unlock the door to the world of enlightenment and
enjoyment.
o Makes reading as a tool subject.
o Improves learners’ performance through the instructional materials in the
teaching-learning process used by parents.
o Establishes a strong parent-teacher partnership in developing learner’s
reading abilities.

o Establishes linkages with support groups, particularly people in the
community.

The project shall be monitored monthly from May to July 2021 for documentation of
best practices and benchmarking.

VII. Funding Requirements/Scheme


Self-help of parents
School stakeholders shall be tapped for financial support on the implementation
of the project.
VIII. Implementation Period/ ACTIVITIES ( See attach annexes documented photo and
approved training design and matrix and other documents in a folder to proof of our claims.)

First Phase Planning


 Dialogue with the school head on the implementation of the project
 limited face to face meeting/ Consultations with parents regarding the
components of Project SAGIP following the HealthProtocol
- Conduct TWO- CAPACITIES BUILDING OF CLIENTS ORIENTATIONS DAY
 Submission of the project proposal to the Division office for review and
approval (August-September 2021)
Second Phase
 Launching of the Project SAGIP via Consultative Meeting (Invite
School Head, parents, PTA officials, and other concerned)
September 2021.
 - Conduct TWO- CAPACITIES BUILDING OF CLIENTS
ORIENTATIONS ON NEW NORMAL EDUCATIONS’2021
Third Phase
 Limited Face to face of Intermediate Teacher workshop/ seminar
 of in the development of simple instructional materials for reading which
will be utilized by parents in teaching their children to read (September-
October,2021)
 Conducted Three-Day Seminar on Implementing Effective Strategies for
students at risk in distance learning focusing on Crafting Strategies
Interventions Materials(SIM)
 Fourth Phase
 Implementation Proper (September to October 2021)
Last Phase
 Reading Recital (November 2021)

X. FINDINGS; The results were based on the pre- oral reading test conducted to learner in
all intermediate grader from grade four to six respectively. Data were consolidated and
prepared by the English/ Phil- Iri Coordinator, Mrs. Larios. which submitted to the office
for further interventions., please see photo below for further details

IX. Monitoring and Evaluation


Results of the success of the project will be based on the actual
accomplishment of objectives. The results of the study shall also serve as the
basis for reviewing, planning, and implementing the project. Learners will be
evaluated based on the impact of Project SAGIP as enligned to the BRIGADA
Eskwela Pagbasa on their reading abilities and their level of performance.
Instructional devices which are the outputs of all parent-participants
will be utilized as a tool in the implementation of the project and it will serve as
one of the parameters for the success of the project.
The extent of the success of the project shall be measured in terms of a)
parents' participation in the project attach in the attendance for the distribution
of materials; b) level of performance of learners in reading based on the report
Phil.-IRI submitted; c) evidence of learners' improved performance through the
instructional materials in the teaching-learning process used by parents.
