(Reflection Paper)

Ronnel Del Rio


I’ve lived an ordinary life in this world, it’s
challenging enough to be born as a normal person
but being born without senses is much more difficult.
PWD is a person with disability and has a physical or
mental illness that severely restricts one or more
important daily activities.When one is completely
capable of carrying out daily tasks, it is difficult to
comprehend the problems of persons with
impairments. These people's backgrounds might be
detrimental. Their successful and complete engagement in society on an equal footing
with the others has caused them to be mistreated and even ignored by the general
population.

Mr. Ronnel Del Rio is one of the examples of PWD, he makes sure that he lives
his life not to be hindered by his disability but to use it and his voice to the unheard
PWDs in the Philippines that’s pleading for help. He is a radio journalist who rose to
prominence in 1996 with his radio program "Good Morning Southern Luzon." He is blind
as well. He tackled national problems affecting PWDs in the Philippines. Mr. Del Rio had
hurdles as a student in elementary, high school, and college before achieving that
position.He had to massage at least two patients every day in order to graduate and
support himself. Despite receiving a scholarship, he had to work and study at the same
time in order to cover the costs of attending school. He is a courageous person who
faced hardships in his life and is now an example to the PWD community. Mr. Del Rio
was also the first blind person in the Philippines to receive a Master's degree, having
studied Management Technology at De La Salle University in 2003.

Mr. Del Rio is the president of the Philippine Chamber of Massage Industry for
the Visually Impaired, a board member of the Philippine Mental Health Association, the
president of the Federation of Disabled Persons in Lipa, and the chief executive officer
of Punlaka, a PWD advocacy group based in Region IV. He also works for the Batangas
government as a Housing and Homesite Regulatory Affairs Officer. He created the Viable
Socialized Resettlement Program, which identified vacant lands in the Province of
Batangas with the goal of transforming them into a home project for the
underprivileged.

Del Rio made his radio debut with a public service show named "Tipanan sa
DZRB" (Rendezvous in DZRB). In October 1994, it made its debut on Radio Balisong DZRB
531. Then, in 2005, he bucked expectations by venturing into print media. Del Rio
continues to write as a regular writer for Sun Star People's Courier Batangas with the
assistance of his personal assistant, Maricel Manalo. Del Rio, who celebrated his 22nd
year in the media this year, didn't just talk about social concerns on his radio show and
in his column. He also utilized the media as a forum to express the concerns of the
voiceless and to publicize issues concerning society's nameless.He persuaded former
Batangas Congressman, now Senator, Ralph Recto to grant government funds for the
renovation of the provincial school for Special Education (SpEd) pupils at one point,
notably in 1995.

Mr. Ronnel is now considering pursuing a doctorate after being recognized as the
first blind Filipino to acquire a graduate degree. He has four children, the eldest of
whom graduated with honors from the University of the Philippines. Del Rio believes in
God. "But most of all, God inspires me," he remarked. If God had not intervened in my
life, I would have been completely destroyed by now. I won't be able to do anything or
get anywhere without His help. We make plans, but the Lord makes the final decision."
