Minutes of 11th Consultation Meeting for Evolving Transmission Schemes in Northern Region held on 30.09.

2022
The 11th Consultation Meeting for Evolving Transmission Schemes in Northern Region (CMETS-NR) was held through VC on
30/09/2022. List of participants is enclosed at Annexure-X.

1. Confirmation on the minutes of the 10th CMETS-NR meeting


It was deliberated that the minutes of the 10th CMETS-NR meeting held on 30/08/2022 were issued vide letter dated 16/09/2022.
However, it was informed that in the minutes circulated, for transmission system required for Connectivity (under Applicant Scope)
may be recorded as “2 Nos. of 400 kV line bays at generation switchyard for LILO of one circuit of Jhangi PS - Wangtoo (HPPTCL)
400 kV D/c (Quad) line” instead of “2 Nos. of 400 kV line bays at generation switchyard for termination of Wangtoo (HPPTCL)-
Shongtong Karcham HEP 400 kV Quad D/c.” Intimation for grant of Connectivity shall be issued accordingly.
Other than above, no comments were received, accordingly, minutes were confirmed as circulated.

A. Application related matters in Northern Region

2. Proposal for grant of Connectivity to the applications received in Aug’22 from Renewable Energy Sources
It was deliberated that following 05 Nos. of Stage-I Connectivity applications were received in the month of Aug’22 and were agreed
to be granted as per the details below:

** In view of deliberations during Special CMETS-NR meeting held on 16/09/2022, wherein, St-II Connectivity (1060) at Bikaner-III PS was reallocated to Bikaner-II PS & balance
margin of 740 MW was decided to be allocated to other RE developers based on application priority. The same is proposed to be discussed in this meeting, for allocation to M/s
Soltown (625 MW) & Sourya Manthan (100 MW), based on their St-II Connectivity applications in Aug’22. Accordingly, as application for 300 MW cannot be accommodated at
Bikaner-II PS, due to margin constraints, St-I connectivity to TP Saurya was proposed at Bikaner-III PS.

 It was mentioned that the grant of Stage-I Connectivity shall not create any right in favour of the grantee on ISTS infrastructure
including bays. Stage-I Connectivity grantee shall be required to update the development of their generation project and associated
transmission infrastructure as per format RCON-I-M (available on CTU website>>Stage-I / Stage-II Status Monitoring Portal) by 30th
day of June and 31st December of each year.
 Further Stage-I Connectivity grantee is required to secure the Stage-II Connectivity for physical connectivity with the ISTS grid within
24 months. The Stage-I Connectivity grantees who fail to apply for Stage-II Connectivity within 24 months from grant of Stage-I
Connectivity shall cease to be Stage-I Grantee and their Application fees shall be forfeited.

issues related to sharing of D/c or M/c tower has to be coordinated among developers themselves.

#Interim start date of LTA shall be 31/05/24 as per the deliberations below:
It was informed that Stage-II Connectivity (1200003626, 100 MW) was granted to M/s Onevolt Energy Private Limited at Bikaner-II
PS through 220 kV S/c line on D/c tower with lead generator arrangement of M/s Grian for total 300 MW St-II Connectivity quantum.
1 No. 220 kV bay at Bikaner-II PS is being implemented by the applicant. Applicant confirmed the same. Now, M/s Onevolt has
applied for LTA of 62 MW on target basis to NR: 40 MW & WR: 22 MW.
Further, it was deliberated that based on the system studies, Rajasthan SEZ Phase-I & II Transmission schemes is already agreed
in 2nd and 5th NRSCT meetings held on 13/11/2018 & 13/09/2019 respectively. The required power transfer of 62 MW from Bikaner-
II PS was envisaged under the said system. In addition to this, the transmission system for present LTA, consists of Part-G of Ph-II
Tr. System with tentative commissioning schedule of Nov’23. Details of transmission system for present LTA is mentioned at
Annexure-I.
In addition, North-West Inter-regional system strengthening scheme shall also be required for LTA:
Phase-I (For Short term) [Tentative commissioning schedule: May’24.]
1. Bypassing of 400 kV Kankroli - Bhinmal-Zerda line at Bhinmal to form 400 kV Kankroli – Zerda (direct) line #
2. Reconductoring of 400 kV Jodhpur (Surpura)(RVPN) – Kankroli S/c (twin moose) line with twin HTLS conductor*-188 km
# with necessary arrangement for bypassing Kankroli- Zerda line at Bhinmal with suitable switching equipment inside the Bhinmal substation.
* with minimum capacity of 1940 MVA/ckt at nominal voltage; Upgradation of existing 400kV bay equipments each at Jodhpur (Surpura)(RVPN)
and Kankroli S/s (3150 A)
M/s Onevolt enquired that whether, their LTA could be started with Part Transmission system. On this, CTU informed that for Start of
LTA, North-West Inter-regional system strengthening scheme, as mentioned above shall also be required. The scheme has been
recently approved in NCT with tentative timelines as Nov’23 for Bypassing arrangement & May’24 for Reconductoring part. Bypassing

arrangement as mentioned above, shall also facilitate some margin in NR-WR constraints and CTU shall reassess the
operationalization of LTAs at that time, based on the request of respective LTA Grantees. M/s Onevolt noted the same.
Accordingly, it was decided to grant LTA to M/s Onevolt Energy Private Limited for 62 MW from Bikaner-II PS to Target NR (40 MW)
and WR (22 MW) from 31/05/2024 (Interim) to 30/06/2048.

5. Conventional Connectivity Application from M/s Hindustan Zinc Limited for 200 MW as Bulk Consumer
It was deliberated that following 1 No. of Conventional Connectivity application from M/s Hindustan Zinc Limited was received in the
month of July’22 with details as under:

 It was informed that the above application from M/s HZL was deliberated in the 10th CMETS meeting held on 30/08/2022. It was
informed that M/s Hindustan Zinc Ltd. (HZL) had applied for connectivity to the ISTS for 200 MW as a bulk consumer located at
Rajasamand distt., Rajasthan with start date of Connectivity as 01/07/2024. As per the application, the bulk consumer entity is located
close to the existing 400/220 kV Kankroli (PG) substation.
 It was deliberated that as clause 1.4 of CERC Detailed Procedure “The applicant (Generator/bulk consumer) already connected to
grid (regional or state grid) or for which connectivity is already granted under the present arrangement, shall not be allowed to apply
for additional connectivity for the same capacity. In case of extension of capacity of generator or bulk consumer, however, it shall be
required to make application for connectivity as per the provisions of these procedures.” Further, it was noted that in the CERC
regulation, there is no provision of Dual Connectivity for same load as mentioned above, therefore, in case HZL is getting its demand
served from RVPN/Rajasthan Discoms, have HZL approached/informed the utility for disconnection of connected load.
 On this HZL informed that they have total load of 193 MW for which they have 2x91 MW captive thermal generation as well as 95
MVA sanctioned load from RVPN/DISCOM. M/s HZL is planning to phase out their thermal generation and intend to supply their
entire load from RE resources towards net-zero endeavor for sustainability. M/s HZL/Sterlite is planning to source RE power from

their project in Maharashtra. However, they also intend to remain connected to RVPN as backup arrangement with minimum
sanctioned load possible (say 20-30 MVA). However, they have not yet applied/approached to RVPNL for disconnection from their
220 kV grid.
 RVPNL informed that they have established downstream network from Kankroli 400/220 kV substation and load of HZL is part of it.
Further, HZL shall have to pay charges for relinquishment of Connectivity from their network. In case, HZL intends to get disconnected
form STU network now, RVPN assets shall be unutilized and it will cause great loss to the utility. Therefore, RVPN asked HZL to
approach them or DISCOM on this matter.

 CTU informed that as per MOP order power generated from RE sources can be self-consumed or sold to any entity through bilateral
arrangement qualifies for waiver of ISTS charges.
 It was also deliberated that M/s HZL shall also have to approach CERC for decision on implementation modality of the dedicated
line in instant case. As part of the agenda, following transmission system was proposed for Connectivity to M/s HZL for 200 MW as
Bulk Consumer in Rajasamand distt., Rajasthan:
 HZL– Kankroli (PG) 220kV D/c line along with associated line bays at both end- Cost about 50 Cr
 CTU also stated that for 200 MW power transfer, there shall be constraints in 400/220kV Kankroli ICT loading under N-1 conditions,
therefore, an additional 400/220 kV ICT shall be required, for which space issues are already highlighted by POWERGRID.

 In view of above deliberations, CTU stated in above meeting that as there is no provision of Dual Connectivity for same load as
mentioned above, therefore, as RVPNL has sanctioned load of 95 MW to HZL, following was proposed:
 HZL can apply for remaining quantum of 105 MW for Connectivity in ISTS. As current application of 200 MW quantum shall have
change of more than 40% qualifying as material change in quantum of power to be interchanged necessitating a fresh application
for 105 MW as per CERC connectivity regulation.
 For disconnection of this 95 MW from STU/DISCOM network, HZL may take up the matter with RVPNL and present connectivity
application can be discussed in the subsequent CMETS-NR meeting after final deliberations between RVPNL & HZL. HZL will
inform on such development at the earliest so that further necessary action regarding application can be taken.
 Accordingly, based on above, it was decided that HZL shall revert on their current application of 200 MW as bulk consumer in
ISTS.

 Subsequently, HZL vide letter dated 27/09/2022 mentioned that they are consumer of Ajmer Vidyut Vitran Nigam Limited (AVVNL)
and have signed an agreement for sanctioned load with AVVNL. They also informed that as per the agreement, HZL has the liberty
to terminate the agreement or get its contract demand reduced by giving one month’s notice in writing. Further, they can also get
permanently disconnected or get its contract demand reduced on the same day, if it is ready to pay minimum billing amount equivalent
to one month. Further, the relevant clause also allows HZL to disconnect from the State grid without any consent from the utility.
 RVPNL informed that HZL the agreement is very old (year:2009), which is only for 30 MVA of contract demand. Now, HZL has
increased their demand to 95 MW, however, that agreement is not being shared with them, which may have different terms &
conditions. However, to resolve the issue, RVPNL has already referred the matter to Discom and they will convene a meeting amongst
RVPNL, Discom & HZL.
 Further, it was deliberated that HZL may also pursue with Rajasthan Discoms & RVPNL for an early meeting in this regard and
resolution of the issue. HZL informed that they have already approached CMD, RVPNL for such meeting, which is awaited.

 CTU opined that considering the GNA transition, all pending matter needs to be closed at the earliest. Accordingly, it was decided
that M/s HZL may revert formally on discussion with RVPN/Rajasthan Discom (AVVNL) along with the minutes by 15/10/2022. In
case, the matter is not resolved with Rajasthan Discom/RVPN, the HZL Connectivity application shall be closed. Further, M/s HZL
may reapply for Connectivity based on the resolution of the issue with Rajasthan Discom in GNA regime.

It was noted that the above LTA involves power transfer from WR to NR and no constraints are envisaged in above transfer of power
and application was agreed for grant. The detailed discussion was also held in the 11th CMETS-WR meeting on 30/09/2022 and the
application was agreed for grant. In addition, UPPCL was requested to update about the status of NoC for drawl of 56.25 MW in UP.

7. MTOA applications with injection in WR and drawl in NR

It was stated thar M/s RKM Powergen Pvt Ltd has applied for transfer of power from Raigarh (Kotra) PS (Bansiya), Distt. Raigarh in
Chattisgarh (WR) to HPPC, Haryana (NR) through Medium Term Open Access from 01/02/2023 to 31/07/2025. The applicant i.e.
M/s RKM Powergen Pvt Ltd is connected with ISTS network at Raigarh (Kotra) 765/400kV substation through 400 kV D/c link. HPPC
is connected with STU network in Haryana and STU network is connected with ISTS network at many locations in Haryana. No
Objection Certificate (NOC) submitted by the applicant from Haryana SLDC is for the period of 01/08/2022 to 31/07/2025.

No constraint has been envisaged in present Available Transfer Capability (ATC) between WR-NR & ER-NR Corridor. Further, 416
MW LTA of M/s RKM Powergen is under operation. The ATC margin shall be available for transfer of 350 MW power from M/s RKM
Powergen Pvt Ltd. in WR to NR, utilizing both WR-NR & ER-NR corridors.

From the System Studies it is observed that the loading on the lines for the transfer of 350MW power from M/s RKM Powergen Pvt
Ltd from Chhattisgarh (Western Region) to HPPC, Haryana (Northern Region) is generally in order. On the query of HPPC, M/s
RKM reconfirmed that they shall make generation available as per the above MTOA timeline to HPPC. Keeping above in view,
MTOA of 350 MW to M/s RKM Powergen Pvt Ltd was agreed for grant for a period from 01/02/2023 to 31/07/2025 from its (4x360
MW) generation project connected at 765/400kV Kotra S/s in Chhattisgarh (WR) to HPPC, Haryana (NR).

B. ISTS Expansion in Northern Region

1. Enhancement of ATC/TTC for Punjab due to unprecedented load growth of summer/paddy season

It was deliberated that in 57th NRPC meeting held on 31.08.2022, PSTCL informed that the demand of the state during the current
paddy season has been recorded as 14,208 MW by the SLDC which has been met successfully with ATC/TTC limits of 8500/9000
and full generation at 400kV/220 kV/132kV generating nodes. In order to meet the state demand for paddy 2023, ATC limit is required
to be increased to at least 10,000 MW. PSTCL also informed that the peak demand for next summer/paddy season is projected as
15,500 to 16,000 MW, which is likely to reach up to 18,000 MW by the year 2025. Hence, to meet the increasing power demand,
immediate enhancement of ATC/TTC limits up to 10,000/10,500 MW and subsequently to 12,000 MW in the next 3 years is required.
In the NRPC meeting, PSTCL informed that the for the upcoming paddy season 2023, they have carried out load flow studies and
proposed various transmission works at PGCIL sub-stations for enhancing ATC/TTC limits to 10,000/10,500MW (considering 1000
– 1500 MW annual load growth for FY 2022-23). In the meeting it was stated that PSTCL may also submit their consolidated proposal
for ISTS works so that it can be taken up in ensuing CMETS-NR meeting for approval.

Subsequently, PSTCL vide letter dated 06.09.2022 to CTU, requested for transformer augmentation and 220kV line bay
implementation works in ISTS substations on priority. Details of ISTS works proposed by PSTCL are as under:

A. Augmentation of 1x500 MVA (3rd) ICT at 400/220 kV Patran substation
It was deliberated that as per information provided by PSTCL, existing 2 Nos. 500 MVA ICTs at 400/220 kV Patran S/s are ‘N-1’ non-
compliant. Considering the load growth of paddy/summer season in Punjab, 3rd 500 MVA ICT at 400/220 kV Patran S/s is required
with the timeline of May 2024. POSOCO in its operational feedback report on transmission constraint (Apr-Jun’22) also highlighted
that 400/220kV Patran ICT is on the verge of ‘N-1’ non-compliance.

As per data received from POSOCO/NRLDC, loading pattern of Patran ICTs (Nov’21 onwards) is as shown below:

From the loading pattern, it emerged that the loading of ICTs at Patran S/s is consistently in the range of 500-600 MW in paddy
season (Jun-Aug) with peak loading of 646 MW against 1000MVA (about 65% loading). Considering the load growth as indicated by
PSTCL,outage of one 500 MVA ICT at Patran S/s, other ICT may become ‘N-1’ non-compliant in future. In the 198th OCC meeting
held on 17.08.2022, NRLDC had also confirmed that the loading of 400/220kV ICT Patran S/s was close to N-1
limits.POSOCO/NRLDC also stated that augmentation of transformation capacity is required at Patran S/s

It was stated that Patran Transmission Company Limited (PTCL) (a part of Indigrid Investment Trust) vide mail dated 14.09.22
confirmed the availability of space for installation of 3rd 400/220kV ICT at Patran S/s. PTCL vide mail 29.09.22 also confirmed the
GIS duct requirement at both 400kV (1 Ph, about 82 meter) and 220kV side (3 Ph, about 35 meter) along with new Diameter and
additional gantry tower side requirement for the interconnection facilities of 220kV side GIS duct with proposed ICT-3. Considering
the unprecedented load growth in Punjab & request of PSTCL, following ISTS scheme was agreed for implementation

 Augmentation of 1x500 MVA (3rd) ICT at 400/220 kV Patran (GIS) S/s along with GIS duct (at 400kV and 220kV) in new diameter

Implementation timeframe: May’24*

B. 2 Nos. of 220 kV bays at 400/220 kV Panchkula (Barwala) S/s for interconnection with 220 kV Dera Bassi substation

It was deliberated that PSTCL in its letter informed that the in order to meet with the unprecedented load growth in Zirakpur—Lalru—
Dera Bassi belt and also to reduce the loading of Nalagarh—Mohali circuits, a D/c link between 220 kV Dera Bassi and 400/220 kV
Panchkula (Barwala) is proposed with the timeline of May 2024.

At present, eight (8) nos. of 220 kV line bays are commissioned and two (2) bays are under implementation at 400/220 kV
Panchkula(PG) S/s. Out of ten nos. of bays, eight bays are utilized/to be utilized by HVPNL. Balance, 2 no. of 220 kV line bays would
be utilised by the lines being constructed by POWERGRID for Chandigarh D/c line. POWERGRID vide mail dated 14.09.22 also
confirmed the availability of space for additional 2 no. of 220 kV line bays at 400/220 kV Panchkula S/s.

HVPN vide letter 27.09.22 as well as in the meeting enquired about space requirement for installation of additional 400/220kV ICT
at Panchkula S/s and space for additional 2 nos. of 220kV line bays beyond 12 nos. of bays, if required to meet the future load
growth of Haryana. CTU replied that at present Panchkula S/s have 2x315+1x1500 MVA ICTs and space is available for additional
(4th) ICT. Requirement of additional ICT will be assessed in future based on future load growth and operational experience. CTU
enquired POWERGRID regarding space for additional 2 nos. of 220kV line bays beyond 12 nos. of bays. POWERGRID vide mail
dated 13.10.2022 communicated that space is available for additional 2 nos. of 220kV line bays beyond 12 nos. of line bays, however
220 kV line bays will be GIS Type with line side termination through 220kV cable only.

CTU stated that PSTCL hall ensure OPGW requirement on 220kV Punchkula (PG) – Dera Bassi line in line with MoP order dated
16.09.15 for reliable communication of SCADA data connectivity of nodes on OPGW network.

Accordingly, based on PSTCL request, it was agreed to implement 2 nos. of 220 kV line bays at 400/220kV Panchkula S/s under
ISTS with implementation timeline of May 2024 (matching with the timeline of 220 kV Dera Bassi - Panchkula(PG) D/c line by

PSTCL). PSTCL was also requested to match transmission line i.e. 220 kV Dera Bassi - Panchkula(PG) D/c as per above
schedule.The agreed ISTS scheme is under

C. Additional 500 MVA ICT to be installed at 400/220 kV PGCIL Patiala

It was deliberated that PSTCL requested for additional 500 MVA ICT to be installed at 400/220 kV PGCIL Patiala S/S. Augmentation
of 500 MVA (4th) ICT at Patiala was approved in the 4th NRPC(TP) meeting held on 5th & 12th Oct’21 and the same is under
implementation by POWERGRID. In this regard, a clarification was asked to PSTCL vide mail dated 07.09.22 to confirm whether the
ICT referred in PSTCL letter is same as the 4th ICT which is already under implementation or an additional 5th ICT is required at
Patiala S/s. PSTCL vide mail dated 09.09.22 clarified that the ICT at Patiala referred in the letter dated 06.09.22 is same as the 4th
ICT which is under implementation. Therefore, no further action is required in this regard.

D. Replacement of 1x315 MVA (3rd) 400/220kV ICT to 500 MVA at 400/220 kV Ludhiana (PG) S/s:

It was stated that in the 4th NRPC(TP) meeting held on 05.10.21 and 12.10.21, replacement of one no. of 315 MVA ICT(ICT-2) at
400/220kV Ludhiana S/s with a 500 MVA ICT was agreed. The same was awarded by CTU to POWERGRID for its implementation.
However, considering requirement of Punjab, shifting of spare ICT from Malerkotla to Ludhiana was implemented commissioned in
May’22

With this augmentation, total transformation capacity at 400/220kV Ludhiana S/s is 1630 MVA (2x315 + 2x500 MVA). Now PSTCL
vide their letter requested for replacement of one more 400/220kV, 315 MVA ICT at Ludhiana S/s. POSOCO in its operational
feedback report on transmission constraint (Apr-Jun’22) also highlighted that 400/220kV Ludhiana ICTs is on the verge of ‘N-1’ non-
compliance. As per data received from POSOCO/NRLDC, loading pattern of Ludhiana ICTs from May’22 onwards (after replacement
of one 315 MVA ICT with a 500 MVA ICT) is as shown below:

From the loading pattern, it emerged that the loading of ICTs at Ludhiana is consistently in the range of 1000-1200 MW in paddy
season (Jun-Aug) with peak loading of 1257 MW against 1630MVA transformation capacity (~77% loading). Considering the load
growth as indicated by PSTCL, outage of one 500 MVA ICT at Ludhiana, balance ICTs may become ’ N-1’ non-compliant in future.
In the 198th OCC meeting held on 17.08.2022, NRLDC had also highlighted that the loading of 400/220kV ICTs at Ludhiana was
close to N-1 limits.

POWERGRID vide mail 14.09.22 confirmed the feasibility to replace the existing 315 MVA ICT (1st or 3rd) at Ludhiana with a 500
MVA ICT. However, POWERGRID informed that currently ICT-1 tertiary is being used for auxiliary supply of SVC whereas ICT-3
tertiary is being used for station load at Ludhiana. During replacement any of the option of replacement of ICT-1 or ICT-3 needs to
be explored. In case of replacement of ICT-1, any outage of SVC on account of auxiliary supply failure may be considered deemed
available or 66kV cable may be considered for loading of tertiary of ICT-2 (500MVA) or ICT-3 (315MVA) for SVC auxiliary supply.
POSOCO stated that deemed availability cases can be discussed in separate forum i.e. OCC/NRPC meetings. However in case
66kV cable is deployed, thereon be any issue in SVC auxiliary supply.

CTU enquired about the year of make for ICT-1 & 3. POWERGRID replied that ICT-1 is year 2008 make whereas ICT-3 is year 2010
make. CTU stated that as there is only 2 years difference in ICT make year, any one of the ICTs (1 or 3), which is more techno
economically feasible may be selected for replacement with 500MVA ICT. POWERGRID stated that they will confirm the techno
economically feasibility of both the ICTs. POWERGRID vide mail 10.10.22 informed that for Auxiliary supply arrangement for SVC
during replacement of 315MVA ICT-1, it is proposed that 66kV Cable of approx. 250 Meter length may be considered from adjacent
ICT-2 till ICT-1. CGM POWERGRID indicated that PSTCL desired schedule i.e. May’23 gives them only 7 months for ICT
replacement, which is not sufficient and implementation timeframe should be at least 15 months. In the meeting, PSTCL was also
requested to indicate their requirement well in advance so that TSP get adequate time for implementation.

Considering the unprecedented growth of load in Punjab and request of PSTCL, following ISTS scheme was agreed

 Replacement of 1x315 MVA (3rd) 400/220kV ICT (ICT-1) to 500 MVA at 400/220 kV Ludhiana (PG) S/s*
*along with 66kV cable for shifting auxiliary supply to SVC from ICT-1 to ICT-2
It was decided that implementation timeframe shall be kept 15 months (from allocation of project), however POWERGRID may make
best efforts for May’23 schedule and 315MVA ICT will be used as regional spare.

E. Replacement of 1x250 MVA, 400/220 kV ICT to 500 MVA at 765/400/220 kV Moga S/s

It was deliberated that at present the total transformation capacity of 765/400/220kV Moga S/s is 1565 MVA (1x250+1x315+2x500).
PSTCL requested to replace the 250 MVA ICT at Moga S/s with 500 MVA ICT. As per data received from POSOCO/NRLDC, loading
pattern of Moga ICTs (Nov’21 onwards) is as shown below:

From the loading pattern it emerged that the loading of ICTs at Moga is consistently in the range of 1000-1150 MW in paddy season
(May’22 onwards) with peak loading of about 1200 MW against 1565MVA (~75% loading). Considering the load growth as indicated
by PSTCL outage of one 500 MVA ICT at Moga, other ICTs may become ’ N-1’ non-compliant in future. In the 198th OCC meeting
of NRPC held on 17.08.2022, NRLDC had also highlighted that the loading of 400/220kV ICT at Moga was close to N-1 limits.

POWERGRID vide mail 14.09.22 also confirmed the feasibility to replace the existing 250 MVA ICT at Moga with 500 MVA ICT.
However, POWERGRID informed that 220kV CTs in 220kV ICT bay needs to be replaced due to low rating. Considering the
unprecedented growth of load in Punjab & request of PSTCL, it was agreed to replace the 250 MVA ICT at 765/400/220kV Moga
with a 500 MVA ICT. CGM, POWERGRID also proposed that given the age of 250MVA ICT (year 1994), same may be decapitalized.

PSTCL desired schedule i.e. May’23 for above replacement also. However as stated by POWERGRID during above deliberations.

be 15 months (from allocation of project), however POWERGRID may make best efforts to May’23 schedule. Considering above,

2. Proposal for the change in 420kV Bus Reactor rating from 125 MVAr to 80 MVAr at Chamera Pooling Station due to
transportation constraint

It was deliberated that Transmission scheme for Reactive Power Compensation Requirement in Northern Region was agreed in 39th
Meeting of SCPSPNR held on 29th & 30th May 2017. As part of above scheme, 1x125MVAr (420kV) bus reactor at Chamera PS was
also agreed. POWERGRID vide letter dated 13.04.22 informed that 1x125MVAr (420kV) bus reactor at Chamera PS could not be
commissioned due to load restriction of Shitla bridge near Chamera PS on account of which the reactor could not be transported at
site. As per load testing of referred bridge, permissible load limit is 140 MT whilst transport weight of subject Reactor including puller
is approx. 161 MT. GIS Bay for this Reactor is in advance stage of completion. Therefore, considering transportation constraint in
higher MVAr ratings of Reactor and looking into reactive power compensation requirements at Chamera PS during winter season,
POWERGRID suggested to install 420 KV 63 MVAr in place of 125 MVAr Bus Reactor. CTU vide mail 27.04.22 requested
POWERGRID to confirm space availability for placement of 2x63 MVAR B/R in single bay at Chamera PS in view of high voltage
issues faced in that area as one 63 MVAR B/R may not address the voltage issues.

CTUIL requested CEA to share observations on the proposal of POWERGRID for the change in 420 kV Bus Reactor rating from 125
MVAr to 63 MVAr at Chamera Pooling Station due to transportation constraint. CEA vide letter dated 29.04.22 submitted that in NR
especially in Hydro pockets, the voltages remain very high. HPPTCL has already indicated the space constraints in installation of bus
reactor at Lahal Pooling station, thus, no reactor will be there at Lahal Pooling point. Therefore, it was suggested that instead of 3
phase 125 MVAr reactor, three single phase units of 41.66 MVAr each may be considered or 2x63 MVAr bus reactors may be
installed.

POWERGRID vide mail 30.04.22 confirmed that space is not available for second unit of 63 MVAr Bus Reactor at Chamba PS.
POWERGRID vide mail 10.05.22 also informed that based on site condition, space is not available for 3 x 41.66MVAr at Chamera
Pooling Station. It was further examined that transportation of 80 MVAr of certain make to Chamera PS may pose constraint

considering permissible load limit of Shitla Bridge is 140 MT. Based on data available with POWERGRID, the possibility of installing
80MVAr Reactor may be explored considering it’s transport mass in the range of 95 + 5MT plus weight of trailer/puller in the range
of 35-40MT.

It was stated that a Joint meeting was held on 20/05/2022 with POWERGRID, CTU, CEA and other stakeholders in NR in which it
was opined that the difference in change in bus voltage at Chamera PS from 125 MVAr to 80 MVAr is about 2 kV which is not
significant. Therefore, it was decided that POWERGRID may explore possibility of installing 80MVAr Reactor.

Subsequently, POWERGRID vide mail dated 16.09.2022 informed that inline with discussion held in joint meeting, a request was
made to HP PWD to issue NOC for transporting 80MVAR Bus Reactor weight approx. 126 MT. HP PWD on 07.06.2022 informed
that out of total 07 bridges, 02 no's bridges are not fit to carry that much load & requested POWERGRID to carry out the load testing
of 02 no bridges. POWERGRID authorized HP PWD (NH Divn) to carry out the load testing of the 2 bridges and deposited the
required amount for testing. The load testing was conducted by HP PWD and after receiving the load test results, a NOC was issued
by HP PWD on 12.09.22 for transporting weight of 126 MT (approx.) with given terms and conditions.

POSOCO also stated that in view of marginal voltage improvement with 125MVAr bus reactor w.r.t 80MVAr bus reactor as well as
transportation constraints for installation of 125MVAr bus reactor at Chamera PS, 80 MVAr bus reactor in place of earlier agreed
125MVAr bus reactor at Chamera PS may be agreed. However, POWERGRID should make efforts to commission it by Dec’22 in
view of envisaged high voltage issues in upcoming winter season in hydro complex of HP/J&K. POWERGRID informed that 400kV
bay is ready at Chamera PS. CTU enquired about the modality of utilization of above 125MVAr bus reactor as well as availability of
lighter weight 80MVAr bus reactor. POWERGRID stated that 125MVAr bus reactor may be used as regional spare. POWERGRID
also confirmed that one 80MVAr reactor of lighter weight (2013 make) commensurate to transport mass for Shitla bridge capacity is
available at Lucknow S/s, which they are planning to divert to Chamera PS. CTU informed that 125MVAr bus reactor is part of NRSS-
XL scheme for implementation by POWERGRID under RTM.

Accordingly, it was agreed to consider amendment in 420kV Bus Reactor rating from 125 MVAr to 80 MVAr at Chamera Pooling
Station under NRSS-XL scheme for installation in next 2-3 months or earlier.

3. Amendment in rating of Line reactors for High voltage issues in the Northern Region Grid-Phase- I scheme

It was deliberated that in 3rd & 4th NRPC (TP) meeting, proposal for line reactive compensation on 400kV transmission lines (ISTS)
was discussed. In the meeting, It was stated that 400kV D/c (Twin moose) line of 200-240km line length typically has a line rise
(Ferranti rise) of 10-14kV (without reactors) at open end during line charging. In addition, source rise will be added in total rise. In
above scenario, during line charging of transmission lines of 200-240km length, voltage may breach permissible steady stage voltage
limit of 420kV due to consistently higher bus voltage (>410kV). Further, due to such high voltage during charging events, issues are
also observed in line equipment healthiness. In above meeting, it was deliberated that based on information on availability of space
in substation for placement of line reactive compensation, analysis has been carried out for following lines:
 400kV Mainpuri- Ballabgarh D/c line (236 km)
 400kV Kanpur- Allahabad S/c line (225 km)
 400kV Agra- Bhiwadi ckt -2 (209 km)

Subsequently, issue of high voltages was deliberated in 8th Consultative Meeting for Evolving Transmission Systems in Northern
Region (CMETS-NR) held on 30.06.22. In the meeting it was decided and agreed that proposed scheme (bus+line reactors) may be
segregated in two phases. In Phase-I, being an urgent requirement, line reactor proposal was agreed to be taken up for
implementation. Details of the line reactors agreed is as under

I. Installation of 50 MVAR switchable line reactor at Mainpuri end and fixed 50MVAR line reactor at Ballabgarh end on 400
kV Mainpuri- Ballabgarh D/c line - 236 km
II. Installation of 50 MVAR switchable line reactor at Allahabad end on 400 kV Kanpur- Allahabad S/c line - 225 km
III. Installation of 50 MVAR line reactor at Bhiwadi end for uncompensated circuit of 400 kV Agra- Bhiwadi D/c line - 209 km
Further, the scheme was taken up for discussion in CCTP (CTU committee of Transmission Planning) on 19.09.22 to decide the
implementation modality. CCTP opined that in view of the prevailing high voltage in NR, it is recommended to consider 80 MVAr line
reactors instead of 50 MVAR in the Allahabad end of Kanpur-Allahabad S/c line as well as at Bhiwadi end of Agra-Bhiwadi D/c line
(Uncompensated ckt).

POSOCO also agreed on above proposal, in view of high voltage scenario in NR, however suggested that in view of change in %
line reactive compensation for above lines (sl no. ii & iii) , it may be checked that line are not over compensated. CTU replied that %
line reactive compensation is below 65% in both the lines (S.No II & III) after above proposed change.

Accordingly, based on recommendation of CCTP as well as discussions in present meeting, following reactive compensation is
agreed :
I. Installation of 50 MVAR switchable line reactor at Mainpuri end and fixed 50 MVAR line reactor at Ballabgarh end on 400 kV
Mainpuri- Ballabgarh D/c line - 236 km
II. Installation of 80 MVAR switchable line reactor at Allahabad end on 400 kV Kanpur- Allahabad S/c line - 225 km
III. Installation of 80 MVAR fixed line reactor at Bhiwadi end for uncompensated circuit of 400 kV Agra- Bhiwadi D/c line - 209 km

4. Reactive compensation on 400 kV Jalandhar – Kurukshetra line and 400 kV Nakodar – Kurukshetra line after proposed LILO
at 400kV Dhanansu S/s (PSTCL)

In 3rd NRSCT meeting and subsequent Joint study meetings, LILO of 400 kV Jalandhar – Kurukshetra line and LILO of 400 kV
Nakodar – Kurukshetra line at 400kV Dhanansu S/s (PSTCL) was agreed for implementation by PSTCL. The status of above scheme
was also informed by PSTCL in 57th NRPC meeting held on 31.08.22. Subsequently, in this CMETS meeting, POWERGRID
requested to deliberate on above matter. POWERGRID informed to assess % line reactive compensation after above LILO and in
case of overcompensation, line reactors may be made switchable. PSTCL/POWERGRID were requested to confirm line length of
each section after above LILO so that requirement may be assessed and be deliberated in subsequent CMETS meeting.

Annexure-A
The following provisions shall be applied with respect to grant of connectivity to RE projects to the ISTS Grid:
i. The grant of Stage-I Connectivity shall not create any vested right in favor of the grantee on ISTS infrastructure including bays.
Stage-I Connectivity grantee shall be required to update the quarterly progress of development of their generation project and
associated transmission infrastructure/dedicated line as per format RCON-I-M by 30th day of June and 31st day of December of
each year. Further, Stage-I Connectivity grantees who fail to apply for Stage-II Connectivity within 24 months from grant of
Stage-I Connectivity shall cease to be Stage-I grantee and their Application fees shall be forfeited.
ii. If the capacity of the Stage-I Connectivity location is allocated to other Stage-II grantees, the balance Stage-I grantees shall be
allocated Stage-II Connectivity to an alternate location.
iii. For optimization of ROW, it is proposed that transmission towers of various dedicated lines, up to 2-3 km periphery from the
entry of the pooling station may be of Multi-circuit type. The generation developers/applicants associated with the various
pooling stations may coordinate amongst themselves for implementation of such span/stretches of the dedicated connectivity
lines with M/C towers.
iv. The grant of Stage-I / Stage-II Connectivity shall not entitle an applicant to interchange any power with the grid unless it obtains
LTA/MTOA/STOA for power transfer requirements. As grant of LTA may require transmission system strengthening, the
applicants are advised to apply for LTA immediately, to enable timely transfer of power to the beneficiaries. Also as per the
prevailing Transmission Planning Criteria of CEA, “N-1” contingency criteria may not be applied to the immediate connectivity
of wind/solar farms with the ISTS/Intra State grid.
v. Stage-II Connectivity Grantee shall sign the Transmission Agreement for Connectivity and submit the Connectivity Bank
Guarantee (Conn-BG1 and Conn-BG2) to CTU within 30 days of issue of intimation. No extension of time shall be granted and
in case of failure to sign the Agreement and / or to furnish the requisite bank guarantee, Stage-II Connectivity shall be cancelled
under intimation to the grantee without any prior notice.
vi. Two or more Applicants may apply for Stage-II Connectivity at a common bay along with an agreement duly signed between
such Applicants for sharing the Dedicated Transmission Line. The Stage-II Connectivity shall be granted to such Applicants
subject to availability of capacity in the Dedicated Transmission Line. In such cases, Conn-BG1 and Conn-BG2, as applicable
as per Clause 10.8 of the Revised RE Procedure, shall be submitted by each such Applicant.

vii. The Stage-II Connectivity grantee shall furnish progress of the monitoring parameters on quarterly basis in the format given at
FORMAT-RCON-II-M by the last day of each quarter. Failure to update progress of the monitoring parameters shall be
considered as adverse progress and in such case CTU shall approach the Commission for appropriate directions. Further, the
Stage-II Connectivity grantees shall be required to complete the dedicated transmission line(s) and pooling sub-station(s) as
defined under para 11.2(A) of the Revised Detailed Procedure for RE. If the grantee fails to complete the dedicated transmission
line within the stipulated period, the Conn-BG1 & Conn-BG2 of the grantee shall be encashed and Stage-II connectivity shall
be revoked.
viii. Applicants after grant of Stage-II Connectivity to the grid shall have to furnish additional details to CTU for signing of “Connection
Agreement” as per format given at FORMAT-CON-4. The finalized template of generation data for Solar and Wind based
generation projects has been appended as additional sections at Para F (Details of Connection – Solar PV Station) and Para G
(Details of Connection – Wind Generating Station) in the existing FORMAT-CON-4. The modified FORMAT CON-4 is available
on our website (www.powergridindia.com >> CTU Open Access). The Applicants are advised to furnish such details as early as
possible for enabling them have lead time for any type of access.
ix. The CTU will process the above information and will intimate the Connection details as per format given at FORMAT-CON-5.
Pursuant to such Connection details, the applicant shall have to sign “Connection Agreement” with CTU prior to the physical
inter-connection as per format given at FORMAT-CON-6. In case the connectivity is granted to the ISTS of an inter-State
transmission licensee other than the CTU, a tripartite agreement shall be signed between the applicant, the Central
Transmission Utility and such inter-State transmission licensee, in line with the provisions of the Regulations.
x. Applicants are required to submit the test reports supported vide undertaking as well as compliance certificate from manufacturer
for all applicable provisions under the CEA (Technical Standards for Connectivity to the Grid) Regulations, 2007 (as amended)
(including the provisions of LVRT/HVRT, active power injection control, dynamically varying reactive power support, limits for
Harmonic & DC current injection, Flicker limits etc.) from labs accredited by Govt./NABL/other recognized agencies. In case any
discrepancies / incompleteness are found in the documents / test reports submitted to CTU, the connection offer (CON-5) /
connection agreement (CON-6) shall not be processed further.

xi. CEA vide order dated 09.11.2020, has mandated all power generating stations of 0.5 MW or above capacity to register
themselves on CEA e-portal and get a Unique Registration Number (URN). The same is required as per Regulation 11 of
Technical Standards for Connectivity with the Grid Regulations, 2007 prior to physical inter-connection of the Generating station
with ISTS Grid.
