The Department of Education (DepEd), through DepEd Order (DO) No. 12, s. 2020
(Adoption of the Basic Learning Continuity Plan for School Year 2020-2021 in Light of the
COVID-19 Public Health Emergency), developed a Basic Education Learning Continuity Plan
(BE-LCP) that respond to basic education challenges brought about by COVID-19. It ensures
learning continuity through K-12 curriculum adjustments, alignment of learning materials,
deployment of multiple learning delivery modalities, provision of corresponding training for
teachers and school leaders, and proper orientation of parents or guardians of learners.
As a response to this, City Schools Division of Cabuyao is conducting ALS Banlic
Radyo-Aralan Program. This learning modality will be of great help to ALS Learners to
continuously receive learning amidst our current situation.

V. PROJECT/ TRAINING DESCRIPTION
A. RATIONALE: The Radio-Based Instruction (RBI) is an alternative delivery mode
utilizing ALS Accreditation and Equivalency (A&E) System through
broadcast.
The Community Learning Center (CLC) of Banlic proposed
partnership with the Barangay Chairman of Banlic, Hon. Phillip Maurice
L. Austria on piloting the implementation of Radio-Based Instruction
(RBI) as alternative delivery mode utilizing ALS A&E through radio.
Hence, Barangay Banlic has large number of enrollees and there is
well-equipped building for the said RBI. The program provided more
opportunities for the OSY and adults to gain more knowledge, attitudes,
values and skills needed to improve their quality of life and increase the
level of their participation in barangay activities.
Our country has been hit by COVID-19 particularly Education with
the country-wide school closures, impacting all enrolled learners.
While CLC closures seem to present a logical solution to enforcing
social distancing within the barangay, prolonged closures tend to have
a disproportionately negative impact of the most vulnerable students.
Learners are more vulnerable and unprotected.
So continuing education through alternative learning delivery, as
soon as possible, must be a top priority right now, to ensure the
interruption to education is as limited as possible.
Although online or digital mode of learning delivery is the most
popular right now, this is not possible in communities with limited or no
internet connectivity. Alternative Learning System (ALS) learners in the
far-flung area find hard to internet connectivity and difficulty for module
distribution. Also, majority of the learners do not have gadgets (like
tablets or smartphone) and computers in their home.
To address these issues, ALS BANLIC RADYO-ARALAN
PROGRAM is hereby proposed.

Community Learning Center Radyo-Aralan Program is a radio-


based mode of instruction. The lesson will be aired in a radio program.
But, due to the high cost of airtime rental in local radio stations, the CLC
will setup a mini-radio station instead.
The CLC’s radio station will be using a 15-watt FM Transmitter. It
has 5 to 10-km range that can reach all learners enrolled in the ALS
Banlic.
In order for the program to be succescful, the Alternative Learning
System will conduct a capacity building for the ALS Learning
Implementers and parents. The ALS Learning Implementers will be
trained on Basic Radio Script Writing and Broadcasting. Parents will be
capacitated on how they will guide their children at home while listening
to their lessons.
When learners are at home or even at work, they are required to
listen to the radio episodes specific to them. Schedule of radio program
will be provided to parents for them to make sure their
children/spouse/siblings will be listening and doing his worksheets. The
worksheets and supplementary materials for the lesson to be aired will
be provided by ALS Learning Implementers ahead of time.
All accomplished worksheets of the learners must collected and
checked on Friday. This will ensure the availability of the data that will
be used during the progress monitoring activity.
Monthly formative test will be administered to assess learner’s
mastery of the competencies taught during the month.
In some instances, learners will be allowed to talk over the radio if
possible. This will be in the form of storytelling, poem, or radio drama.
This will develop the learner’s confidence, self-esteem, and speaking
skills.
B. OBJECTIVES:
Long Term: Community and schools’ medium for information
dissemination and community on-air education; and learners’ outlet to
