7 – A- SIDE FOOTBALL TOURNAMENT

TOURNAMENT RULES
1. The tournament matches will be played under the international rules, except for
some rules mentioned herein.
2. All the teams are strongly advised to be on the field on time for the matches.
3. Each team must carry at least one football. Each team has to contribute one
member for helping as linesmen or referee a match if need be.
4. There will be no off-side. Also, there will be no throw-in; instead, free kick will
be awarded.
5. Any numbers of changes are allowed, i.e. if a player goes out any number of
times, he may return with match officials’ permission only.
6. The team will consist of 7 players on the field, and 3 extras will be allowed.
Substitutions will be Roll-in type with a maximum of 7 players on the field at any
given time.
7. Only half the football field will be used for the game.
8. Only Indian nationals are allowed to be included in a team. If necessary the

Committee reserves the right to ask for players Residence Card (LC) for
verification or photocopy of the passport with valid visa. In case the team cannot
produce LC or copy of passport, then the decision will be in favor of the team
requesting verification, (also refer to item 9).
9. If any objection is to be raised whatsoever by the opposing team, it should be

brought to the Committee’s notice only by the Manager or Captain before the
match begins or during the match in progress AND NOT WHEN THE MATCH
IS ENDED.
10. If an objection is raised by the opposing team (only in writing with non-
refundable fee of Rials Omani Ten), and proved that the team has violated the
Rule No.7, then the match in progress will be concluded immediately with 3
points and 2 goals in favor of the team that raised the objection, whatever the
result of the match may have been. However, at the time of conclusion, if the
score of the team that has not violated the rule is more than 2 goals, then that
score will be considered. If this incident takes place during the league matches,
then the team that has violated the rule(s) can play the next league match, BUT if
such incident takes place during the knock- out phase, then the team that has
violated the rule will be automatically disqualified from the tournament.
11. Players who abuse and instigate quarrel on the field could be banned with one or
more matches. The decision will be at the discretion of the Committee.

12. Tournament Format:

i. The first phase of the tournament will be a League system where the winner
will be awarded 3 points. In case of a draw, each team will be awarded 1
point.
ii. The second phase will be Knock-Out stage.
The duration of the matches is as follows:

League Matches : 8 minutes each half
Semifinal : 8-12 minutes each half (To be decided as per time available)
Final : 8-12 minutes each half (To be decided as per time available)
Half- time break is 3 minutes.
For League round of games, teams will be grouped into four teams.
Two teams from each group will qualify for quarter finals phase.
12a : In case any two teams in the same group tie with equal points, then the
winner will be decided on goal difference, goal average, goals scored and
finally goals received. If for any reason both teams again tie in all
respects, then the winner will be decided by 3 penalty-kicks followed by
sudden death if need be. In the Finals, if the score is equal, then 5 penalty-
kicks will be awarded to each team followed by sudden death if need be.
13. Please note that the Committee will not be responsible for any injuries to the
players during or after the tournament.
14. Alcoholic drinks and misbehavior are prohibited on the ground. Therefore, the
Committee will not assume any responsibility whatsoever. Please maintain good
discipline at all the time.
Matches will begin at 8.00 a.m.
LUNCH BREAK WILL BE ANNOUNCED BY THE COMMITTEE.
