Dear President Biden:


We thank you for your rapid action to assist our Afghan allies and at-risk Afghan populations as
they resettle in the United States through the Afghan Placement and Assistance Program (APA).
As part of this effort, we ask that you create an Afghan Refugee Resettlement Advisory Council
to ensure that Afghans and the experts and stakeholders who are working on the ground to assist
them have a seat at the decision-making table as the process unfolds.
As federal agencies, states, nonprofits, and local communities turn to the task of ensuring Afghan
allies and their families can safely and successfully begin new lives in the United States, we must
ensure that the people most affected by this process have a seat at the table; namely, Afghans
themselves and the groups on the ground assisting them. An Afghan Refugee Resettlement
Advisory Council would advise the interagency resettlement effort, act as a hub for stakeholders
to generate effective solutions, and pivot to solve problems in real time as they arise. An effective
council should include representation from all government agencies involved in the resettlement
effort, members of the Afghan diaspora, refugee assistance and resettlement groups with expertise
and experience in providing transition assistance and support, and veterans’ groups that have been
instrumental in Afghan evacuation and assistance thus far.
Bringing Afghan refugees to America for safe harbor is only the first step towards ensuring
America keeps its promise to our friends and allies. This welcome must be accompanied by a long-
term commitment to meeting the needs of this new population and ensuring that Afghans and their
families, as well as the communities that welcome them, have the resources they need to succeed.
Meeting that challenge will require open communication and efficient, compassionate, and user-
informed decision-making, which can and should be facilitated by the creation of an Afghan
Refugee Resettlement Advisory Council for both the short- and long-term resettlement process.
We have a responsibility to assist the Afghans arriving in the United States, and we strongly
believe the best way to do that is with the input of Afghans themselves and the experienced refugee
and veteran groups that have already mobilized to assist them. We stand ready to assist you as you
continue to work to establish safe, prosperous new lives for Afghan refugees and their families.
