Preparation for the Opening of National Child Development Centers (NCDCs),


Child Development Centers (CDCs)/Day Care Centers (DCCs) and
Private Learning Centers (PLCs) Offering Programs for 0 to 4 Years Old Children
-----------------------------------------------------------------------------------------------------------------------------------------------------
I. The outbreak of COVID 19, which resulted in various forms of community quarantine has affected the delivery
of early childhood education programs in the community. Amidst the difficulties and challenges posed by the
pandemic, the ECCD Council is committed to ensure the provision of continued early learning programs to
children aged 0 - 4. This will contribute to bringing about normalcy in the center’s activities while facilitating
the learners’ development. It is important during this time that young children are provided with positive
learning environment. However, it is strongly encouraged that the health and safety protocols of the learners,
teachers and community workers are safeguarded at all times.
II. For School Year 2020 - 2021, the ECCD Council recommends that the opening of NCDCs and CDCs/DCCs
will be on September 14, 2020.
III. The following tasks to be undertaken during the period from June 1, 2020 to September 11, 2020 shall in the
case of NCDCs and CDCs/DCCs be done with guidance of the C/MSWD Officer:
1. Conduct the usual community mapping to assess the situation in the community prior to the opening of
the centers;
2. Profiling of the young learners aged 0 – 4;
3. Assessment of learners using ECCD Checklist and/or Portage Guide to Early Education which may be
done through home visit while strictly observing health protocols;
4. Conduct consultation and survey on parents’ expectations and perceptions on post COVID delivery of
ECCD programs;
5. Ensure that the centers are sanitized and have undergone disinfection procedures and hand washing
facilities are available, with water and soap;
6. Encourage the implementation of the Bayanihang Bulilit by scheduling the parents to assist, adhering
strictly to physical distancing and observing health protocols;
7. Inventory of instructional materials;
8. Preparation of learning and instructional materials/worksheets/modules for all levels based on the
National Early Learning Curriculum.
IV. Guidelines for the alternative mode of learning delivery, other than the usual face-to-face sessions are being
developed and will be issued subsequently. Meantime, comments and suggestions on how best to conduct
the delivery of programs in NCDCs and CDCs/DCCs as appropriate in your area in the light of the present
pandemic are most welcome.
V. Private Learning Centers (PLCs) may opt to open any time before September 14, 2020 as appropriate in their
situation and may plan their own preparatory activities before school opening strictly observing the health and
safety protocols. In which case, we request that a written notice be submitted to the ECCD Council within June
2020 for our information.

VI. Private Learning Centers (PLCs) who have been given Permits to Operate for Year 2020 by their respective
Local Government Units (LGUs) are invited to signify their interests with the ECCD Council for inclusion in the
Roster of Private Learning Centers (PLCs) that shall offer early learning programs for the 0 to 4 years old in
School Year 2020-2021. The ECCD Council is currently updating its database on PLCs. We may be reached

Ensuring that all children aged 0 – 4 years most especially those belonging to
the more vulnerable sectors are provided access to Quality Early Childhood
Care and Development (Q-ECCD) Program in the time of COVID-19
----------------------------------------------------------------------------------------------------------------
The ECCD Council hereby recommends for every Local Government Unit (LGU) with
consideration of their unique conditions to act in accordance with the following general
guidelines for the Alternative Mode of Learning Delivery (AMLD) of Quality Early
Childhood Care and Development (Q-ECCD) programs in the community. During the
time of COVID-19, all children aged 0-4 years shall be provided the full range of health,
nutrition, early education and social services in their homes or at alternative venues
and shall not be allowed to be physically present for face-to-face sessions in
designated centers.

A. Center-based Programs conducted in an Alternative Venue (CBPAV)

1. Weekly sessions shall be conducted at the NCDCs/CDCs/DCCs for groups


of parents/guardians/caregivers as may be determined by the Teacher, the
Child Development Teacher (CDT), or the Child Development Worker (CDW).
During these sessions, the teacher explains and/or demonstrates the week’s
activities for their children that shall be held at an alternative venue.

2. The Q-ECCD programs shall be conducted by a self-selected group of no


more than five (5) parents in an agreed alternative venue which may be a
home or a community area located in the sitio with notice to barangay officials
as may be necessary. The Teacher/CDT/CDW shall serve as a facilitator
during these sessions.

3. Weekly visitations at the designated alternative venues shall be regularly


conducted by the Teacher/CDT/CDW especially for families who live far-away
from other families or those who have differently abled children and/or with
special needs.

B. Engaging Parent-Mentors in CBPAV

1. Observing physical distancing, the weekly sessions shall be attended by


smaller groups of parents/guardians/caregivers of Infant-Toddler Early
Development Program (ITED), Pre-K1 and Pre-K2 children once a week.
Groupings may be done per session based on the preference of the parents
and the enrollment data.

2. Parent/guardian/caregiver or the Parent-Mentor shall serve as the primary


teacher of the children at the alternative venue and shall be oriented on how
to properly implement the Learning Plan (LP) and utilize the corresponding
Instructional Materials (IM).

3. Teacher/CDT/CDW and the Parent-Mentor shall work as a team to develop
the weekly plans and prepare instructional materials for the children using the
National Early Learning Curriculum-Learning Resources Packages (NELC-
LRP). Teachers/CDT/CDW and Parent-Mentors may also supplement the
Learning Plan (LP) with television, radio and online resources guided by age-
appropriate screen time.

C. Assessing for Outcomes of AMLD

1. During the weekly orientation sessions, parents/guardians/caregivers shall be


allotted time to share their local experiences in the implementation of the
Learning Plan.

2. The Teacher/CDT/CDW shall keep a record of the conduct of the CBPAV


including the parents/guardians/caregivers sharing of experiences and their
visitations to the Alternative Venues.

3. The Teacher/CDT/CDW shall guide the parents/guardians/caregivers on how


best to assess learning outcomes with measures to be provided by the
Teacher/CDT/CDW.

4. The Teacher/CDT/CDW shall inform the LSWDO on a regular basis regarding


the conduct of the CBPAV activities.

D. Health Protocols and Sanitation Guidelines for NCDCs/CDCs/DCCs/


Learning Centers & Alternative Venues

1. The premises, equipment, learning materials including toys shall be kept


clean and sanitized in accordance with the standards set by the Department
of Health (DOH).

2. Strict hygiene practices shall be observed before entering the premises and
all health and safety protocols that include personnel health check, non-
contact temperature check and disinfection (e.g. hand washing, footbath)
shall be followed.

3. Appropriate health kits and facilities (e.g. hand washing facility, non-contact
thermal scanners) for NCDCs/CDCs/DCCs and alternative venues including
the provision of face mask & face shield and when necessary PPE for use of
Teacher/CDT/CDW and Parent-Mentors shall be requested from the Local
Government Units (LGUs); whereas private learning centers shall provide
from their own resources.

4. The City/Municipal/Barangay Health Officer or the concerned departments


shall be responsible for providing sanitation services for the
NCDCs/CDCs/DCCs including the Alternative Venues; whereas private
learning centers shall provide from their own resources.

E. Delivery of ECCD Health and Nutrition Services

The Interim Guidelines for the Delivery of Nutrition Services in the Context of
COVID-19 Pandemic issued by the Department of Health (DOH) in Memorandum
No. 2020-0237 are hereby reiterated.

F. Supplemental Feeding Program

To ensure the continued delivery of the Supplemental Feeding Program (SFP)


during the conduct of the Alternative Mode of Learning Delivery (AMLD) of Quality
Early Childhood Care and Development (Q-ECCD) programs in the community,
the Department of Social Welfare & Development (DSWD) issued DSWD
Memorandum Circular No. 12, Series of 2020 on the schemes of SFP Distribution
and Implementation.

G. Child Protection

The Department of Interior and Local Government (DILG) issued several


department memoranda to ensure functionality of LGU’s system in implementing
child protection in the context of the COVID-19 pandemic. The series of
memoranda provide focus on the activation of the Barangay Council for the
Protection of Children (BCPC); reiteration of protocols on reaching out to
children, including those in street situations, in need of special protection,
children at risk, and children in conflict with the law during the Enhanced
Community Quarantine among others.

H. Face-to-Face Sessions on pre-arranged schedules

The ECCD Council shall issue in a separate Advisory the necessary guidelines
for the conduct of Q-ECCD programs at NCDCs/CDCs/DCCs and Learning
Centers including Alternative Venues as soon as the mode of delivery for face-
to-face sessions on pre-arranged schedules shall have been allowed by the LGU
with authority from the DOH/IATF.

The ECCD Council envisions that in our new normal, all NCDCs/CDCs/DCCs and
Learning Centers including Alternative Venues shall not only be “child-friendly” but
also “child-safe” where all young learners aged 0 to 4 years, Teachers/CDTs/CDWs,
Parent-Mentors and all other members of the community shall be secured and
protected from COVID-19 and all other dangers.

Unauthorized Development and Distribution of


Learning Materials and Modules in the Local Level
----------------------------------------------------------------------------------------------------------------

It has come to the attention of the ECCD Council that some learning materials and modules
were allegedly developed and distributed in the local level and that these learning materials
and modules are being promoted as having been approved by the ECCD Council including
the use of its official logo.

The ECCD Council, being a national government agency established by R.A. 10410 in Year
2013 is mandated to implement the Early Childhood Care and Development System that
includes, among others, the promulgation of the ECCD Curriculum. Hence, we are
responsible for assuring “…developmentally-appropriate educational objectives, practices,
programs of activities, organized learning experiences and recommended learning materials
…that are implemented by service providers through center- and home-based programs.” All
our learning materials are distributed without charge to child development teachers, workers,
managers, focal persons, local government executives, stakeholders and other partners.

We are very concerned about such reports of deliberate misrepresentation as to the


authenticity of the learning materials with claims of ECCD Council approval for their use,
including the unauthorized use of the Council’s official logo. Regardless if such are offered for
free or for a fee is a concern that we wish to bring to the attention of our service providers to
be cautioned about.
