A. Proponents

This project and its guidelines were formulated


with the objective of helping the Local
Government Unit of Cauayan City and the
Philippine Animal Welfare Association in
addressing the problem of animal cruelty and
abandonment in the community. Comments and
suggestions are continually welcome for the
betterment of the stakeholders in the said
project.

B. Introduction

Mission:
To protect and promote the right of animals to proper, equitable and
adequate care facility in the community where:

Animals are taken care in properly, animal friendly, and safe environment.

Organizing Officers facilitate the protecting and nurturing every animal in


the community.

City Administration and Staff, as stewards of the institution, ensure an


enabling and supportive environment for effective supporting and protecting
for animals to happen.

Community and the stakeholders are actively engaged and share


responsibility for promoting the welfare and rights of the animals in their
place.

Vision:
We advocate for every animals that are living with us in this community

And whose rights and welfare must be protected and promoted

To enable them in living freely from abuse, cruelty, and exploitation

As an ideal city of the North, the Cauayan Animal Welfare Association

Continuously improves itself to aid to the need of animals throughout the


community,

We envision a nation that respects animals, practices responsible pet


ownership, and protects domestic animals.

C. Rationale
Nowadays, animal cruelty, abuse and exploitation have been predominantly present in
the everyday issues in the society. It is often seen as a normal for people to see animals
being exposed to cruelty and abuse like : dogs being run over by vehicles , cats being
thrown to rivers and dump canals, many stray animals being poisoned by many ,make
up products being tested to animals specifically rabbits, and a lot more. That is why we
want to take our stance in protecting and promoting animal rights.

According to Philippine National Welfare Association, one of the few organizations


dedicated to protect these innocent beings stated that every single day they receive
forty reports of animal abuse reports. Meanwhile, the organization itself cannot respond
to all of these cases as they have limited resources, several volunteers, and insufficient
animal pound for rescued animals to be sheltered. Not to mention their offices are
centered only in Quezon City, Manila where in this limits their capacity to provide
assistance to all this reports they receive on a daily basis.

Furthermore, the project we want to propose is the establishment of an “Animal Pound”


in Cauayan City. An animal pound as defined by Merriam Webster dictionary an animal
pound is a public enclosure where stray or unlicensed animals stray will stay and be
taken care of. Mainly, this facility that we want to build will cater the basic needs of this
animals specifically cats and dogs who are the number one victim of abuse, cruelty and
exploitation.

Moreover, an organizing committee shall also be establish as they will be the one
administering this certain project and will also be monitored by the Local Government of
Cauayan City and other governing bodies . It shall be named “Cauayan Animal Welfare
Association” or CAWS as it shall serve as an embodiment of an association to protect
and promote the fundamental right of animals in the local area. Reports regarding
animal abuse and exploitation shall be disclosed in this organization and it will be the
one to take the case directly to the Philippine National Police or Barangay for proper
sanctions and punishment be provided.

We live in a society that not only turns into a blind eye to animal cruelty but condones it-
through both moral indifference and legislation. Yes there are animals designed for us
to consume like chickens, hogs and others. But there must be a limitation, animals like
dogs and cats are being abused through dog fights by gambling people, some are being
eaten, some even kill these animals and are just confident to do this because there is
no one voicing out for this defenseless animals, laws are existing but are not followed
because some think they are just animals, we often hear the words when some abusers
are reported to authorities for the maltreatment these creatures as “Hayop lang yan”,
“Aso lang naman yan, ano ngayon” and this is very concerning.. The problem is that

there aren’t enough people fighting for animal rights. If everyone started to look at
animals — and not just dogs and cats — as fellow creatures who share our planet, we
would see far fewer cases of cruelty toward animals. This projects aims to spread
awareness, protect animal rights, and start contributing in making our community a
more animal friendly where animals’ fundamental rights are respected and validated.

Background of the problem


Can you imagine yourself tied up all day or put into cage without sufficient food and
water to take? What about being neglected by your previous owner and just thrown to
creeks or vacant lots? How about being run over by vehicles or being killed without any
means of defending yourself? All these things happen to innocent animals, specifically
domesticated animals. Domesticated animals are creatures like cats, dogs any other
specie which are petted and taken care at home wherein owners find more use of
animals aside from eating them.

Moreover, the animals like dogs and felines are domesticated prior before this
generation. Historically speaking, big dog breed before are considered good hunters as
their owners use them as an accompaniment when hunting for food. Additionally, cats
and dogs are scientifically proven to be caring and protective to their master, they
provide assistance and guard their owners 24/7 and even willing to risk their life just to
protect them. In 2011, according to a news report from Philippine Daily Inquirer, a dog in
Zamboanga City, Mindanao named Kabang saved the lives of two young girls by
jumping to the path the motorcycle driver was taking so he avoided to bump the two
girls, only the motorcycle driver getting slight bruises after the accident. This evidently
proves that even animals are willing to risk themselves just to save people whom they
received care.

But in contrast some people do harm to domesticated animals. As reported by the


Philippine Animal Welfare Society they have monitored about 100 cases of animal
cruelty in the country this year, many of which are ignored due to the lack of stiff
penalties against animal abuse. And this is due to the absence of authoritarian
measures in the Philippines where animal rights are not regarded too much. An
example of this is the case of Wacku, a dog who lost its upper snout to a drunken man’s
‘bolo’, was presented to the House committee on revision of rules as an example of
grave cases of humans’ cruelty to animals. Wacku stabbed in his upper snout.
Humans go confident when abusing animals because there are no consequences.
People are rarely punished because of the lack of implementation and law sanctions.

Furthermore, we really want to establish this project due to the fact that here in
Cauayan City or even in the province of Isabela as a whole, the only organization here
concerned with animals is the Provincial Veterinary Office but their main function if for
the agricultural animals, they only conduct few free vaccinations for dogs and cats in the

province. But it still lacks authority in aiding to the welfare of animals and their basic
rights.

Significance

To be specific why we are proposing this project to be established in the City of


Cauayan as it is very essential and will be beneficial to its citizens and domestic animals
in the city. The significance of this project will be highly provided first to the animals, as
they are the first stakeholders of this project where their fundamental rights will be
promoted. Secondly, to the citizens of Cauayan where they can report animal abuse to
the organization if they are shy to report directly to the Police station and stray animals
who cause animal bites in the streets will be prevented as there will be a facility for them
to stay and wait for adopters. Third, this project will be important to the society or
country as a whole, this project will be an eye opener to those that abuse animal rights
that what they are doing is wrong and is punishable by the law and slowly but surely,
through step by step other cities or provinces may also establish their animal pounds
and as authorities who protect this animal rights will grow in numbers slowly, we can
rise together and defend animal rights and welfare.

Given the fact that there is a lack of authority to promote the rights and welfare of this
domesticated animals, building this project and this animal pound will ensure that every
domestic animal whose rights are violated will be protected and its violator to be
punished with sanctions provided by the law . Therefore, as an ideal city of the north
and as responsible Filipinos the project of an animal pound to rescue abused animals is
very practical. It is our responsibility to uphold the fundamental rights of domesticated
animals. We may not be able to change the world for the animals, but for that animal
their world may change because of us.

D. Project description, goals and objectives

The concept project for an Animal Pound in Cauayan City seeks to attain its general
objective of protecting and promoting domestic animals’ right to gain an animal friendly
community by focusing on the following objectives:

1. To provide a shelter for abused and neglected animals to be taken care of by


authorities and volunteers.
2. To be a guarding body of animal rights and report animal abusers to be
penalized by the law.
3. To inform the public of the fundamental rights of animals which must be practiced
in ordain to attain an animal friendly community.

Methodology
This concept projects intends to use interview as a way to determine the level of
awareness on the current situation of treatment to animals’ right. The study will

interview authorities in Cauayan City relevant to the subject of this project. Mainly we
will interview authorities from the Local Government of Cauayan, Cauayan City Police
Station, and the Provincial Veterinary Office. The study will collect secondary and
primary data and the qualitative information generated will be analyzed using thematic
analysis which will identify the different concepts of information provided by the
interviewees. The qualitative data from this project will undergo transcription and
reported in themes and sub-themes. The relationship of different factor and themes will
be explained through the analyzed results.

Project Needs and Cost

The project of an Animal Pound in Cauayan City will need the budget for a vacant lot
where the building and pond for animals will be established. This requires construction
materials as for the construction of separate animal cages, a veterinary office, an open
playground for dogs, a separate room for domestic animals undergoing treatments from
diseases, staff office and a visitor lobby to cater volunteers of visitors for the pound.

The estimated budget for this animal pound would be composed of the price of a lot to
be purchased which is estimated one million, the price of construction materials for the
buildings which the projects estimates to be around eight hundred thousand, the price
for the supplemental foods and healthcare items, vaccines etc. for sheltered animals
estimated to be five hundred thousand, the salary of the people to work here to be
estimated by the Local Government Unit of Cauayan. So to sum it all, it would cost
around 3 million. This may be a huge amount but for the government to govern it, it
would be a great improvement for animal welfare in the community. This project will
take at least a year to be fully constructed and operated. Six months for the construction
of the facilities, three months for the purchasing or commodities needed in the operation
of the pound , another three months for preparation and hiring of officers for the city
pound.

The officers’ qualification to be hired will vary. For lower ranks they must be at least a
citizen of Cauayan, able to read and write and knows the basics in handling animal
situations. For those that will administer healthcare activities for animals, they must be a
graduate or practitioner of any medical allied field but it would be better if related to
animal healthcare. And for those that will work in the pound’s office for transaction and
other related issues, they must be a graduate of any course, have a pleasing
personality, and knows how to handle things right on various situations. Their salary,
benefits and other things will be identified and provided by the City’s Local Government
Unit as this will be under their jurisdiction.

This project is essential and will be beneficial for the animal and the society. Through
providing a place to cater the healthcare needs and welfare of abused and neglected
animals, we will be an animal friendly community where human rights and animal rights
are both attained for the good of the society. We may not be able to change the world
for these animals, but for that animal their world will change because of us.
