The State of the Nation Address ( SONA ) is a constitutional obligation and yearly

tradition, wherein the chief executive reports on the status of the country and unveils the
government’s agenda for the coming year. Our President Rodrigo Roa Duterte gave his
Fifth State of the Nation Address on Monday Afternoon, July 20, 2020 at the Batasan
Pambansa in Quezon City. Which he unveiled the roadmap and guidelines on the
economic recovery amid the county’s battle against the coronavirus disease 2019 or
known as COVID- 19.

He started his speech by saying “We live in a troubled time. Our dream of
prosperity for our country was suddenly snuffed by a pandemic virulent virus. No nation
was spared. Neither rich nor poor were exempt from the onslaught of this deadly
disease.” And I strongly agree with him.

He then went on a tirade against the owners of ABS-CBN. He stated that Media
is a powerful tool in the hands of oligarchs like the Lopezes who used their media
outlets in their battles with political figures.” I am a casualty of the Lopezes during the
2016 election”, he said. In which I also agree because I was aware of the issue about
Duterte’s unaired advertisement for his 2016 presidential campaign. Instead, a negative
political advertisement was aired in ABS- CBN network and had been watched by
people all over the country which was meant to tarnish the reputation of the former
mayor of Davao City.

He reiterated “My administration always believed that freedom from illegal drugs,
terrorism, corruption and criminality, is itself a [human right]. And that’s exactly how I
feel because the government extend much efforts to uphold human rights through
“TOKHANG” the war against drugs in order to protect people from any harm or
desolation brought by drug lords, drug users and criminals.

In his speech, he stressed out that “Until the COVID-19 vaccine is available, I will
not allow the traditional face-to-face teaching or learning” which was I think he’s totally
right about this statement and I’m sure that majority of the Filipino people agreed on it.
The fact that He it would be risky not just for students but also to the teachers, parents,
school personnel as well as the community which will be prone to local transmission of
the covid’19 in anyways. In addition, it is a wise choice for me for the president to
implement the online and modular learning among students in lieu of the face-to-face
teaching until such time that the vaccine will become available or until the health crisis
will be over.

On the other hand, President Duterte endorsed the local travel. “We enjoin our
people to boost the economy by travelling locally,” Duterte then said that the tourism
industry can count on the full support of the national government “to put the fun back in
local travels.” which I could not conform because of the increasing cases of the
COVID’19 in the country. The local transmission will become intractable if the
government will allow people to roam around instead of staying at home. Moreover, this
idea is divergence to the IATF protocol of STAY at HOME policy which urged people to
stay to be safe. In this time of pandemic, the government should also look into the
gravity of motives and the causality of a certain act. The decision may be good but the
outcome might be worst. However, I understand that we need to balance our life. The
government is trying to find ways on how to save the lives of the people as well as the
economy in order to help people survive. Though, I appreciate the way the president
handled or managed the COVID’19 Pandemic because the president prioritized life over
other considerations yet he always considers the general welfare of the Filipino people.
In this case, I would suggest that the government will wait for the vaccine before letting
people go anywhere and give focus on how to reduce cases of covid’19 in the country.
