IRR 2.0 QUALIFICATIONS
IRR 2.1 The competitions in the 2019 UPVTC Division of Management Days Academic Events
are open to accountancy and management, where applicable, students who are bona
fide students of the University of the Philippines Visayas Tacloban College.
IRR 2.2 For accountancy students, 5th years and 4th years shall be given the privilege to join a
maximum of 5 academic events.
IRR 3.0 CONTEST RULES AND MECHANICS
IRR 3.1 Contestants are advised to be at the designated place at least 30 minutes before the
time schedule.
IRR 3.2 Contestants must sign the attendance sheet before proceeding to the competition
proper.
IRR 3.3 Late contestants are still allowed to join the competition. However, he/she shall no
longer be allowed to answer the questions he/she have missed. For MAS Case Study
Competitions, late contestants are still allowed to join the competition. However, the
team shall not be given any time extension to answer the case.
IRR 3.4 Failure to show up on the agreed schedule will automatically disqualify the contestant.
IRR 3.5 For the purpose of presenting an independent and intelligent decision, there should be
a designated set of judges or arbiters for each academic competition.
IRR 3.6 Any designated judge and the Event Head shall be vested with the power to give
sanction to any contestant he/she has witnessed violating any of the said provisions in
this IRR.
IRR 3.7 The judges shall have the sole and exclusive authority to clear or answer any
protest/clarification made by the contestant or the respective adviser. Any question
raised shall limit to a 5-minute discussion only to protect the proceedings of the time of
the contest. Judge/s’ decision is final and irrevocable.
IRR 3.8 The contestant is the only person who has vested rights to raise concerns, protests,
and/or clarifications.
IRR 3.9 Contestants shall be provided with a copy of the question for every item. The
contestants must not flip the copy of the question until the quizmaster gives the
signal to do so. After the quizmaster announces the question number, the
contestant may start reading the question provided. Warning shall be given for
the 1st offense. On the 2nd offense, the contestant shall be given sanction of
accumulating only 50% of his total score garnered in all rounds. 3rd offense
entails disqualification from the competition.
IRR 3.10 All questions, whether theory or problems requiring computation, shall be read
only once. Request to repeat a question shall not be entertained unless there is
an approval from the Event Head.
IRR 3.11 For questions requiring computations, contestants are allowed to manipulate
their calculators only after the quiz master says “GO.” For theoretical questions,
contestants are allowed to write their answers only after the quiz master says
“GO.” Warning shall be given for the 1st offense. On the 2nd offense, the
contestant shall be given sanction of accumulating only 50% of his total score
garnered in all rounds. 3rd offense entails disqualification from the competition.
IRR 3.12 The contestants should have written their answer before the time allotted has
elapsed. The contestants must raise their answer board once the quizmaster
declares so. Any contestant who fails to comply will receive a warning and his
answer may be forfeited depending upon the decision of the judges.
IRR 3.13 Contestants should write their answers clearly and legibly on the provided answer
boards.
IRR 3.14 Abbreviations are highly discouraged to be used unless specifically allowed by the
quiz master in a particular question.
IRR 3.15 Contestants who shall insist in writing the answers ambiguously, abbreviated or
illegibly may still claim points for correct answers only upon the discretion of the
judges or the Event Head.
IRR 3.16 Before proceeding to the next question, contestants shall be given an allotted
time of 10 seconds to raise a protest/clarification, to request for new marker or
scratch paper, to change their calculator if it encounters a technical problem, or other
concerns. After the allotted time has elapsed, the quizmaster shall read the next
question, thus, protest, clarification, or any concerns shall no longer be entertained.
Contestants should not erase their answers during the 10-second time allotment to
allow validation of their answers when protests/clarifications have been raised for that
particular question.
IRR 3.17 In case where a question was voided upon the recommendation of the judges,
another question shall be asked coming from the Do or Die questions to replace
the voided question. The question shall be read twice by the quiz master.
IRR 3.18 Any contestant caught cheating shall be disqualified in the competition. He/she
shall no longer be allowed to participate in the other academic events.
IRR 3.19 In case of a tie at the end of the three rounds, tie breaker questions shall be
asked until the deadlock is broken. Tie breaker question/s shall have NO bearing
on the cumulative score of the contestants. Whoever gets the right answer and
raises his answer board first shall be advance to the next round or otherwise be
declared as the winner.
IRR 3.20 After reading the contest rules and mechanics, contestants are given the chance
to raise questions/clarifications regarding the said rules and mechanics.
IRR 3.21 In case of any concern, clarification, or protest which is not governed by the
Implementing Rules and Regulations (IRR) of the said provision, the Chairman of
the said competition shall have the absolute power to decide, upon consultation
to the JPIA and/or JPMAP President and/or JPIA and/or JPMAP Adviser, on matters
which are deemed necessary to preserve and protect the integrity of the event.
His decision is final and irrevocable.
IRR 4.0 BA QUIZ BEE
IRR 4.1 Any kingdom who will be represented by less than four teams will not be allowed
to participate in the said event.
IRR 4.2 Each kingdom will be given the privilege to determine whom among their qualified
kingdom members will compose each team, but such decision shall be
communicated to the event organizers 2 days before the contest proper.
IRR 4.3 The Basic Accounting Quiz Bee shall be comprised of three rounds namely: EZiest,
EZier and EZ. In case of a tie after the difficult round, Do or Die questions shall
be given to the contestants until the deadlock is broken. Time allotment, number
of items and corresponding points are as follows:

IRR 4.4 Each question in the EZIEST ROUND will be answered by each team member
individually. Other team members are not allowed to coach their co-member in
play. Each team must choose their representative before the next question is
flashed on the screen and read by the quiz master. All members of the team
must have answered a question first before any repetition of representatives.
(Alternations must occur after every question, while repetition of a team
representative may occur only every after three rounds. The 10th question will
be answered by a member of their choice. Each question in the EZ round will be
answered by the members as a team.
IRR 4.5 At the end of the EZIER round, the top seven (7) teams with the highest
accumulated scores will be the only teams to qualify for the EZ round. In case of
a tie position on the 7th place, all the teams in the 7th place will be included in the
EZ round.
IRR 4.6 The scores for all the rounds will still be cumulative until the end of the quiz.
IRR 4.7 The top three (3) contestants accumulating the highest points shall be declared
as the 1st place, 2nd place and 3rd place, respectively.
IRR 5.0 FAR, AFAR, MCCA, AUDITING, TAXATION, AND RFBT QUIZ BEE
IRR 5.1 The aforementioned quiz bees shall be comprised of three rounds namely: Easy,
Average and Difficult. In case of a tie after the difficult round, Do or Die questions shall
be given to the contestants until the deadlock is broken. Time allotment, number of
items and corresponding points are as follows:

IRR 5.2 For the easy and average round, each of the questions provided is to be answered
by the designated member from each group. The assignment of which is to be
done solely by the Board of Director(s) tasked to head the event, provided that
such assignment is reasonably based on the member’s level of familiarity to the
question. For the difficult round, questions are to be answered as a group.
IRR 5.3 The judges or the Vice President for Academic Affairs may extend time prescribed
depending on the complexity of the question.
IRR 5.4 The top five (5) teams accumulating the highest shall be declared as the 1st
place, 2nd place, 3rd place, 4th place and 5th place, respectively.
IRR 6.0 MAS CASE STUDY COMPETITION
IRR 6.1 Participants are not allowed to bring their own materials in the contest proper except
for calculators, laptops, pens and papers. Browsing the internet and bringing in any
reference books will strictly not be allowed. Bringing and using the same by any of the
group’s members may render disqualification of the group.
IRR 6.2 Participants must strictly be in corporate attire during the competition proper.
IRR 6.3 The MAS Case Study Competition shall be divided into two parts, namely the:
Discussion and Preparation Stage and Oral Defense Round.
Discussion and Preparation Stage – Participants will be given two hours to study and
discuss the case among themselves, as well as to prepare for their final output, which is
the oral report. Participants are required to submit their Powerpoint presentations to
the assigned officers 15 minutes before the lapse of the allotted time.
Oral Defense Round - In order to determine the final ranking, the participants shall
present their report in a PowerPoint format in front of the panel of judges for 15
minutes and another 15 minutes shall be allotted for question and answer portion. The
medium for presentation must be English.
IRR 6.4 The following criteria shall be used to evaluate the oral presentation:

IRR 7.0 THE ACCOUNTING PROJECT PROPOSAL
IRR 7.1 Each team is required to present one (1) project that should tap on one or more
of the following categories: Community/Human Development, Education,
Environment, Health, and Culture.
IRR 7.2 During the presentation, the participants are expected to be in their corporate
attire.
IRR 7.3 No project shall aim primarily to raise revenues/profits for the organization.
IRR 7.4 The project shall be constrained to a budget of P10,000.
IRR 7.5 Each team is required a Paper Output and an Oral Presentation.
Paper Output – Three days before the presentation, each team will be given
forms to be filled up tackling the details of the project. This will serve as the
“paper output” of the team. This must be submitted three days before the presentation
to allot enough time for the Council to review the project, and for the judges to have a
preview prior to the actual oral presentation. No other w rite-ups shall be
submitted by any team.
Presentation- Each team shall be given strictly 15 minutes to present, through but not
exclusively a PowerPoint presentation, their proposal before a panel of judges. An
officer will be designated as the timer who will give signals on the time left. A team that
lapses the 15-minute limit will have a deduction of 1 point per 10 seconds or any
fraction thereof.
IRR 8.0 VIOLATIONS AND SANCTIONS GUIDELINES
IRR 8.1 The above-mentioned Implementing Rules and Regulations are for JPIA, JPMAP,
and related persons’ information exchange only. The council maintains the
relevance and reliability of this document through the strict implementation of its
rules and regulations.
IRR 8.2 Any questions raised by the contestants that are not included in the IRR shall be
subjected to the jurisdiction of the JPIA and JPMAP Executive Officers. The
decision of the JPIA and JPMAP Executive Officers will be final and irrevocable.
IRR 9.0 ENFORCEMENT OF THE IMPLEMENTING RULES AND REGULATIONS
IRR 9.1 It shall be the primary duty of the JPIA and JPMAP Executive Officers to effectively
enforce the provisions of this Implementing Rules and Regulations. The Executive
Officers also has the sole right to interpret the contents of this Implementing
Rules & Regulations and their decision will be binding and irrevocable.
IRR 9.2 The JPIA and JPMAP Adviser or their duly designated representatives shall act as
legal adviser to the JPIA and JPMAP Executive Officers and shall render legal
assistance as may be necessary in carrying out the provisions of this
Implementing Rules and Regulations.
IRR 10.0 SEPARABILITY CLAUSE
IRR 10.1 If any clause, provision, paragraph or part of this Implementing Rules and
Regulations shall be declared unconstitutional or invalid, such judgment shall not
affect, invalidate, or impair any other part hereof, but shall be merely confined to the
clause, provision, paragraph or part directly involved in the controversy in which such
judgment has been rendered.
IRR 11.0 REPEALING CLAUSE
IRR 11.1 Any rule and regulation or part(s) thereof inconsistent with the provisions of this
Implementing Rules and Regulations are hereby repealed or modified accordingly.
