Article I.
Name of the Club and Domicile
Section 1. The name of this club shall be The English Club of Gubat National High School. Section 2. The offices of the English club shall be inside the school premises (AVR/ 2nd floor of Pinoy Bldg. 2). Article II. Purpose and Objectives Section 1. The English Club of Gubat National High School, shall be the premier provider of a broad spectrum of meaningful learning opportunities for the improvement of communication skills in English among senior and junior high school students. Section 2. This club shall practice and enjoy full independence in terms of its organizational structure, supervision, implementation of policies and programs (with the approval of club advisers, head of the English department, and the principal), and other concerns. Article III. Moderator and Supervision Section 1. The English Club shall be supervised and moderated by an English faculty member engaged in teaching of language, hereby identified as Club Supervisor or Moderator. Section 2. The Club Supervisor or Moderator shall be appointed by or shall assume the position voluntarily with the approval of the School Principal or any school authority in higher rank. Section 3. The Club Supervisor or Moderator shall have the following responsibilities: Serve as the consultant/adviser of the club; Ensure that all affairs, activities, and programs are aligned with the ideals, goals, and vision of organization; Communicate all club efforts, plans, developments, and concerns to the higher school authority; Coordinate with school authorities and other organizations whenever necessary; Delegate tasks and responsibilities to club officers and members for the successful undertaking of its goals and objectives; Assume responsibilities on the decisions and outcomes of the organization; Decide on the organizational issues and concerns, including but not limited to registration, appointment, termination, and suspension of an officer or member; Preside the meeting, assembly, and any club gathering if no able officer or member is present, and if the situation calls for immediate results or decisions; and, Uphold the highest moral standards and inculcate them among the club officers and members in the light of school’s expected values and behavior;
Article IV. Membership
Section 1. All bona fide junior and senior high school students, irrespective of track, strand and other factors, shall have the opportunity to become members of the club. Section 2. Recruitment of club members shall be conducted in strict compliance with the guidelines established and promulgated by the school; hence, no member shall be enlisted beyond willful expression of interest. Section 3. Having attended the general assembly and accomplished the official membership form, a member shall: Engage oneself actively in the affairs, activities, and programs of the club; Assist the officers and the Club Supervisor or Moderator in the undertaking of the ideals and goals of the club whenever requested and deemed necessary; Help the officers and the Club Supervisor or Moderator in the dissemination of details and information related to the affairs, activities, and programs of the club; Attend club assemblies, meetings, and gatherings whenever attendance is requested; Participate in the election of officers; Contribute ideas and suggestions during assemblies and meetings whenever required; Embody the ideals, goals, and vision of the organization; and, Uphold the highest moral standards in the light of school’s expected values and behavior. Section 4. All members are free of fees during programs that require them, however, those who are not members will pay a small amount of fee depending on what program requires this.
Article V. Election of Club Officers
Section 1. The English Club of Gubat National High School shall at least have fourteen (14) officers: (1) President, (1) Secretary, and (13) Committee Members. Section 2. Selection of officers, strictly applicable for the positions of President and Secretary, shall be made through a formal election during the club assembly. In the absence of able members for the two major positions, the Club Supervisor or Moderator shall have the power to make nominations and/or appointments. Section 3. Thirteen Committee Members shall also be elected. However, in the absence of members qualifying for the positions, the club Supervisor or Moderator, with the decision and approval of the elected officers, shall have the special power to make appointments. Article VI. Duties and Responsibilities Section 1. The English Club of Gubat National High School shall be decided by the majority of the club members in an election preferably during an assembly, or appointed by the Club Supervisor or Moderator; Section 2. General and specific responsibilities of the members of the Executive Board: PRESIDENT a) Observe and uphold the Constitution, By-Laws, and Standing Rules of the English Club. b) Preside over all meetings of the Executive Board and of the general membership. c) Sign all documents pertaining to the affairs, activities and programs. VICE-PRESIDENT a) Perform responsibilities of the President in the temporary absence of the President, or at the specific request of the President. b) Perform responsibilities as assigned by the President. c) Oversees the projects and programs as well as the performance and or attendance of the members. d) Perform such responsibilities as assigned by the President. SECRETARY a) Send all certified or registered mail and all other official correspondence by mail. c) Sign all documents pertaining to the affairs, projects and programs of the club. d) Record minutes of general membership meetings, Executive Board meetings, and all special meetings. e) Maintain files of Organization’s documents to include, but not limited to: 1) Minutes of meetings 2) Financial records such as reports. 3) Inventories 4) Information on traditional programs f) Perform such responsibilities as assigned by the President TREASURER a) Shall keep funds of the club. b) Will pay all obligations of the organization as authorized by the members and/or President with the club’s funds. c) Keep a clear, detailed and documented record of all financial transactions. d) Collect all membership dues, fees of the English Club and issue receipts for such funds when required. e) Data on funds shall be shared to the auditor for further reviews. f) Will reimburse members for any authorized expenditure on behalf of the Club, but only when the Treasurer receives a legitimate vendor or store receipt for expenditure. g) Perform such responsibilities as assigned by the President. AUDITOR a) Ensures compliance with established internal control procedures by records, reports, operating practices, and documentation. b) Verifies funds and materials used. c) Communicates audit findings by preparing a final report; discussing findings with auditees. d) Prepares special audit and control reports by collecting, analyzing, and summarizing operating information and trends. e) Perform such responsibilities as assigned by the President. SERGEANT-AT-ARMS a) Keep a record of all members that attend meetings. b) Consult with the President regarding the attendance of any non-members at any of the meetings. c) Physically verify the count and eligibility of members before each voting. The count shall be recorded by the secretary. d) Perform such responsibilities as assigned by the President. BUSINESS MANAGER a) Help prepare and to approve organization budgets. b) Approve all vouchers for expenditures. Each student treasurer must also approve each voucher for that organization. c) Aid each student treasurer in reconciling the organization's accounts with the accounts of the Business Office. d) Prepare an annual report of all student organizations. PUBLIC RELATIONS DIRECTOR (PIO) a) Will be responsible for the content of information released to the public. b) Will formulate a public relations plan indicating what is to be done, when it is to be done, and how often it needs to be done, to keep the name of the Polish Club in front of the Polish Community and prospective members. c) Perform such responsibilities as assigned by the President. REPRESENTATIVES a) Dissemination of information to their fellow batch mates. b) Suggestion of plans. c) Represent their own grade level d) Perform such responsibilities assigned by the President. MEMBERS a) Contribute ideas and suggestions to the committee during meetings and assemblies whenever required; b) Attend committee meetings and sessions related to planning, decision-making and others upon request of attendance; c) Assist other officers, members, and the Club Supervisor or Moderator during school events and activities whenever requested; d)Embody the ideals, goals, and vision of the organization; and, e) Uphold the highest moral standards in the light of school’s expected values and behavior. Article VII. Meetings and Assemblies Section 1. The English Club of Gubat National High School shall conduct assemblies at least once a month and or during convenient times, scheduled and facilitated by the Club Supervisor or Moderator. Section 2. The general assembly shall have the following objectives: Acquaint new members on the identity, ideals, and vision of the club; Allow members, new and existing, to get to know each other; Make participants official members of the club by accomplishing club membership forms; Review accomplishments of the club during the previous terms; Elect new set of officers; and Discuss and deliberate on proposed club activities and programs. Section 3. The Club Supervisor or Moderator, the President or Representative, or the Secretary shall be the one allowed to preside the meeting. Hence, in the absence of these officers, Committee Members shall not have the chance to convene. Section 4. In the absence of the Secretary, any of the Committee Members shall temporarily assume the responsibility of taking minutes of the meeting. Section 5. Before every start of the meeting, the Secretary or any of the Committee Members who took the minutes of the previous meeting shall be in-charge of reading the minutes. Section 6. The Club Supervisor or Moderator, the President or Representative, or the Secretary shall have the power to adjourn the meeting. Article VIII. Activities and Projects Section 1. All activities of the club shall be aligned with the ideals, goals, and vision of the English Club. Article IX. Method of Amending Bylaws This constitution and by-laws of The English Club of Gubat National High School, is hereby ratified by a quorum or more than fifty percent (50%) of the total number of official members. With the affirmation, let it be known: That this constitution and by-laws shall take effect upon its adoption and approval. That further amendments, revisions, and ratifications shall be made possible only with the approval of the quorum of the committee or seven (7) members.
