Chapter I
Introduction
Background of the Study
As the basic political unit, the barangay serve as the primary planning and
implementing unit of government policies, plans, programs, projects and activities in
the community, and as a forum wherein the collective views of people may be
expressed, crystallized and considered. Though this is the small unit of government
unit it plays a crucial role in our society.
Barangay units are surely experiencing different problems such as, shortage of
budgets, lack of experiences officials, etc.
The main objective of this research is to know the factors that affecting the
implementation of Barangay Ordinance in Tua Magallanes, Cavite.
Implementation is the act of obeying the set rules and regulation. It is an object
used to do work.
Statement of the Problem
This study strives to determine the factors that affects the implementation of barangay
ordinance.
1. What is the demographic profile of Barangay Officials?
2. What are their educational background, occupation before selected?
3. What are the roles and responsibility of a Barangay Official?
4. What are the problems that had been experienced in relation to the implementation
of barangay ordinances?
Chapter II
Review of Related Literature
In order to unravel the different problems encountered in assessing competency
measures of Barangay Ordinance, descriptive method was used. Descriptive
investigation include those studies that purport to present facts concerning the nature
status of anything- a group of persons, a number or objects, a set of conditions a class
of events, a system of thought or any king of phenomena which one way wish to
study (Orcullo, 2000). In essence, the proponent ised such method to understand and
interpret easily the respondent’s view point. It was through this method that the
respondents had easily answered the question on the interview.
In the most Barangays in the Philippines, effects of the observance of competency
mearsure of barangay officials are monitored rarely and insome cases it is measured
subjectively thru intuition or feelings. This method does not provide effective measure
of competenct of elected local goverment officials (Callo, 2003)
Sorenson’s (2006) study in Norway describes political transaction costs as
obstacles to consolidation. The central government has promised o maintain grant
levels in local government, which are generous, to compensate for dis-economies of
scale. However, the promises may not be credible. Property rights had been nullified
after consolidation, prompting municipalities with high revenues to oppose merger
with proper neighbors.
Summary of Findings and Conclusion
A triangulation method of research was employed using the questionnaire to
gather pertinent information which was corroborated with information gathered from
the guided ind=formal interview with appointed Barangay Secretary and Treasurer.
Cut across of these data, the journal of the researcher was used to validated the
veracity and genuineness of information gathered from two sources.
The findings showed that majority of the respondents are male, aged 58 and above,
married; college level,; their primary occupation prior to be elected were farming and
self-employed of which of them continued even after election as additional sources of
income.
It was also found the majority are in their first term of office. On the awareness of
their duties and responsibilities, most of the respondents showed have the same level
of awareness pertain to health and social services, garbage collection, administration
of barangay court for mediation and maintenance of peace and order. However, they
are not fully aware on taxation and authority to receive contribution from private and
the Barangay Secretary and Treasurer have no idea about it. On the trainings attended
to improve performance of duties and responsibilities was affirmed that they had no
training attended while they had no idea whether their officials had attended any
training, the rest of the respondents affirmed participation in different training. The
expressed the following problems, such as: lack of funds, complaints regarding
penalties imposed by Barangay and lack of participation among constituents. The rest
of the respondents were awkward to share their problems instead declared that they do
not have problem encountered.
Recommendation
Based on the result of the study, researchers recommended the following: elected
officials should attend more training, especially on enhancing their knowledge in
performing their duties and responsibilities; have a higher educational attainment to
be effective and functional leaders; more training on formulation of Barangay
Ordinance, facilitation of meeting, good leadership and Barangay level administrative
management. Participation workshop values on client-centered performance and
management to improve their dealing with constituents and guests.
