1.0 SUMMARY OF THE JOURNAL
The study is about implementation of electronic government (e-government) in
Malaysia, especially at the third tier of government - local authorities. This study
considered progress and challenges faced by local authorities in implementing e-
government. The data were collected through semi-structured interviews with 50
respondents. Those interviews were conducted confidentially and it was transcribed
immediately after the interview. The theoretical overview of this study concluded that e-
government plays vital role in all administrative elements such as planning, controlling,
collaboration, culture and technology. In finding the study shows structural of local
governments in Malaysia, concept of e government in local governments in Malaysia.
Further the challenges and issues were highlighted based few aspects which are on
privacy and security, ICT infrastructure, acceptance of e-government initiatives, financial
barriers and implementation monitoring. This study is an attempt to help government
agencies and departments improve their e-government systems.

2.0 PROBLEM STATEMENT OF THE STUDY
The Malaysian government is moving towards from the conventional and manual
system to a digital and technology based system. This paradigm reformation towards an
administrative reinvents itself to lead the country into the Information Age. As far as
Malaysia is concerned, the implementation of e-government was initiated with the
introduction of the Multimedia Super Corridor (MSC) in 1996. The e-government,
paperless administration, linking government agencies within enhances the convenience,
accessibility and quality of interactions with the public and businesses at large.
Specifically, the objectives of this study are to study the implementation of e-government
in Malaysias local government and to determine the current implementation issues
bedeviling e-government intervention in the local government system and identify policy
interventions for a speedier implementation progress. This study is an empirical
investigation using qualitative methodology was conducted through 50 semi structured
interviews with the management of selected local authorities representing city halls, town
councils and district councils across the country, related state and national agencies and
the public, including businesses.
3.0 FINDINGS OF THE STUDY
. Thus the findings shows incorporated top-down approach to implementation is
imperative for effective e-government implementation. The reformation in e-government
in Malaysia has shown creditable progress but the implementation issues affect the
successful of the project. The barriers and challenges that slows down the implementation
of the e-Government initiative needs to be made known so that it can be tackled at early
stages. The researcher highlighted privacy and security, ICT infrastructure, acceptance of
e-government initiatives, financial barriers and implementation monitoring affect the

implementation of e-government in local government. In the aspect privacy and security,
researcher states that protection of individual information relayed on in the course of
transaction. Thus the technical and policy response are required to address the risk of
security and privacy when establishing and maintaining web sites. In ICT aspect
researcher finds that often system and software were failure in accessing them due to slow
internet connection. Comparison made with South Korea and Singapore e-governments
success indicates effectiveness of ICT infrastructure. Next in acceptance of e-government
initiates shows government sector officers are well trained with ICT skills were able to
adapt this transformation. Next aspect in financial barrier shows even though there were
federal and state government financially support e-government but still the funds were
inadequate to all around local government in Malaysia. Implementing monitoring aspect
shows continuous monitoring is important to guarantee a smooth implementation.
4.0 ADVANTAGES OF THE JOURNAL
The researcher cited clear review of literature of e-government system. The author
specifies e-government system in the local government Malaysia. These literatures
contributed to the overall understanding of the subject and to the reasoning for
establishing the problem statement. The researcher clearly states the methodology of
their study. In this paper researcher had employed semi structure interview. The research
task was best explored through qualitative methods. The researcher had clearly indicated
why particular procedures were used and researcher specified the measurement of
variables used in his study. The findings were well organized, sectioned, and reported
objectively. The tables and framework were well organized.

5.0 DISADVANTAGES OF THE JOURNAL
Although the research paper of. [Link]. M.Z. , Dr. Xavier J.A. (2016), was
carefully prepared, I am still aware of its limitations and shortcomings. First of all, the
analysis of the data was descriptively analysed. Third, results of this study may not be
completely generalizable because the sample was restricted to 50 respondent only.
Moreover the researcher standing of the Malaysian e-Government is to be compared with
more peer countries because this thesis only compared against Singapore and Korea. This
is because many people were concerned about how United Kingdom managed to list
country as number one in e-government implementation. The main challenge the most
countries face, United Kingdom was able to overcome is to get the federal, state and local
government jointly offer services through a single web portal (UN E-Government
survey,2016). A wider view of comparison would result in a more accurate conclusion.
6.0 CONCLUSION
Implementing a successful e-government project is not without any barriers and
challenges during the process. Hence, adopting good strategies are crucial in order to
overcome these barriers. Thus, in order to make right decisions and avoid falling
behind governments must identify and resolve the different issues arise in the
reformation process from traditional to e-government exist.
