The 2018 Commonwealth Games (GC2018) will be held during April 2018 at 18 competition venues situated in the Gold Coast,
Brisbane, Townsville and Cairns. Tourism on the Gold Coast will rise significantly during the Games with the events expected to
attract 1.5 million ticketed spectators, 3000 accredited media, 6500 athletes, 1000 technical officials and a significant workforce.
The Department of Transport and Main Roads will provide a public domain transport system that ensures the safe, efficient and
convenient movement of athletes, spectators, and all those involved in administering, managing and reporting on events.
Delivering a successful transport operation is a significant task that requires careful planning and investment to ensure we keep
the Gold Coast and our event cities moving.
In the role of Principal Advisor you will contribute towards a secure, safe and resilient transport system for the GC2018
Commonwealth Games, through providing transport security assurance, analysis of issues and development of a range of
recommendations which enhance counter-terrorism and transport security outcomes for the transport network.
You will participate in the design, development, delivery and implementation of policy, intervention strategies and plans to address
transport security related issues and enhance the security preparedness of GC2018 transport operations. You will support the key
priorities of Transport Network Security and Resilience (TNSR) and the GC2018 program, GOLDOC and Queensland
Government.
Accountabilities include:
Lead the Transport Security (Counter-Terrorism) assurance program for GC2018 and provide high level security and
counter-terrorism advice to ensure effective implementation of the TNSR work program outcomes into the public domain
transport delivery task to GC2018.
Provide advice on alignment of emerging GC2018 safety and security procedures, systems and C3 frameworks with
business as usual TMR practice and State Disaster Management processes.
Consult, liaise, negotiate and maintain effective relationships with Queensland Police Services, GOLDOC, Commonwealth,
State and Local Government to coordinate GC2018 security outcomes. Identification and documentation of strategic and

operational level risk to the Commonwealth Games transport delivery task and manage the risk by coordinating and
overseeing the implementation of risk mitigation strategies through:
o Conducting security risk assessments utilising approved intelligence led, risk-based methodologies.
o Applying an intelligence led, risk based approach to security and counter-terrorism strategy in support of the
Departments security objectives.
o Monitoring business flows and policies to ensure that risks are appropriate, assigned to relevant risk owners and
that the implementation of risk mitigation strategies are delivered and quality checked in a timely manner.
Manage assigned projects and tasks to ensure quality outputs are delivered in a predetermined time-frame, in accordance
with the approved scope, performance indicators and quality standards.
Draft complex correspondence such as ministerial correspondence, briefing notes, security risk assessments and
policy/research papers.
Develop business, operational and program and project plans and refine guidelines and security policies to reflect security
provisions in the Transport Operations Plans and to support the transport security assurance of the delivery of the
Commonwealth Games transport task.
Develop and deliver the security training plan for workforce at key Games transport locations.
This role reports to the Manager, Intelligence, Risk and Strategy (Transport Security).
Mandatory requirements:
Current holder of a Class C drivers licence.
Desirable requirements:
Application of legislation, standards and exercise management experience will be highly regarded.
The position may be required to deal with sensitive information. Demonstrated experience in managing confidential
information in a complex security environment is highly desirable.
Security risk management knowledge and experience in the delivery of transport operations would be highly regarded.

To be eligible for permanent appointment to the Queensland Public Service applicants must provide proof of Australian

In accordance with Section 52(3) of the Public Service Act 2008 and Section 687(3) of the Industrial Relations Act 1999 and
Public Service Commission Directive Early Retirement, Redundancy and Retrenchment, financial penalties apply for
severance benefit recipients who are re-employed by a Queensland Government entity, for greater than twenty days, within
the period covered by the severance benefit.
Voluntary Separation Program (VSP) recipients are not eligible for re-employment by a Queensland Government entity for a
period of three years from the date of termination in accordance with the VSP Deed. Applicants who have been paid an early
retirement, redundancy, retrenchment, severance benefit or VSP payment from a Queensland Government entity within the
applicable periods are required to indicate this in the application form.
Probationary periods apply to successful applicants external to the public sector.
A non-smoking policy is effective in Queensland Government buildings, offices and motor vehicles.
