WHEREAS, Regulation Ordinance No. 2014-191 was published on May 2, 2014 and it therefore
took effect on May 12, 2014 but, as of date, it has not been fully implemented for lack of adequate
resources and for failure to attract private partner/s for the implementation, and that accordingly its
envisioned fruits remain unseen;
WHEREAS, giving of rewards will in one way or another encourage private person/entity to
become partners of the City Government in the effective and faithful implementation of Regulation
Ordinance No. 2014-191, thus, a need to amend the same;
NOW, THEREFORE, be it ordained by the Sangguniang Panlungsod of the City oflloilo, that:
Section 1. - Sections 6, 7 and 8 oflloilo City Regulation Ordinance No. 2014-191 entitled "AN
ORDINANCE INCORPORATING THE USE OF WHEEL CLAMP BYWAY OF SUPPLEMENT TO
REGULATION ORDINANCE NO. 2013-318", are hereby amended by renumbering them as Sections
8, 9 and 10 respectively, and by incorporating new Sections 6 and 7 therein1eading as follows:
"Section 6. - A private person or entity owning and possessing modern denver
boot or wheel clamp consisting of 200 units for light vehicles, 200 units for medium
vehicles and 100 units for heavy vehicles, and who has two (2) multi-purpose vehicles to
carry clamps and two (2) motorcycles for the removal thereof, and with at least twelve
(12) personnel may enter into a Memorandum of Agreement (MOA) with the City
Government of lloilo for the enforcement and implementation of this ordinance for a
term of five (5) years subject to renewal. Such MOA will be signed by the City Mayor
for and in behalf of the City Government upon prior authority given by the City Council."
"Section 7 - A private person or entity duly authorized to enforce and implement
this ordinance, by virtue of a MOA referred to in the preceding Section, is entitled to
receive and claim by way of reward seventy percent (70%) of the fine/s referred to
in Section 5 of this ordinance."
Section 2. - All existing ordinances, regulations, executive orders and issuances or any
provision/s thereof which are contrary or in conflict to any of the above provisions are deemed repealed,
amended, and/or modified by virtue hereof
Section 3. - If any of the foregoing provisions is held invalid by a competent court, the remainder
thereof not affected by such declaration shall remain valid.
Section 4. - This ordinance shall take effect ten (10) days from the publication thereof in a
newspaper of general circulation in the City oflloilo.
