Definitions. Provisions concerning Reports on Incidents Involving Harmful Substances. 7uty to )eport% The Master or other person havin$ !har$e of any ship involved in an in!ident shall report the parti!ulars of su!h in!ident without delay and to the fullest e/tent possible# If the ship has been abandoned the owner& !harterer& mana$er or operator of the ship& or their a$ent shall assume the responsibilities of the Master# The report shall be made when an in!ident involves% the dis!har$e or probable dis!har$e of oil& or no/ious li*uid substan!e !arried in bul,& resultin$ from dama$e to the ship or its e*uipment& or for the purpose of se!urin$ the safety of a ship or savin$ life at sea# . dis!har$e or probable dis!har$e of harmful substan!es in pa!,a$ed form& in!ludin$ those in frei$ht !ontainers& portable tan,s& road and rail vehi!les& or ship6borne bar$es# Contents of a report shall in!lude% Identity of the ship involved# Time& type and lo!ation of the in!ident# 8uantity and type of harmful substan!e involved# .ssistan!e and salva$e measures# )eports must be made by the fastest tele!ommuni!ations !hannels available and the hi$hest possible priority to the nearest !oastal state# Annex 1 Regulations for the Prevention of Pollution by il.

7efinitions# Oil; means petroleum in any form in!ludin$ !rude oil& fuel oil& slud$e& oil refuse and refined produ!ts# Oily Mixture; means a mi/ture with any oil !ontent# Oil Fuel; means any oil used as fuel in !onne!tion with the propulsion and au/iliary ma!hinery of the ship# Oil Tanker; means a ship !onstru!ted or adapted primarily to !arry oil in bul, in its !ar$o spa!es and in!ludes !ombination !arriers 9O1O:s; and any <!hemi!al !arrier= New Ship; means a ship% a; 3or whi!h the buildin$ !ontra!t was pla!ed after 31 st 7e!ember 197># b; The ,eel of whi!h was laid after 3?th @une 197A# !; The delivery of whi!h is after 31st 7e!ember 1979# d; Or whi!h has under$one a ma5or !onversion& whi!h is !ompleted after 31 st 7e!ember 1979# Existing Ship; means a ship whi!h is not a new ship# Nearest an!; The term <from the nearest land= means fromB the baseline from whi!h the territorial sea of the territory in *uestion is established#

Special "rea; means a sea area where for re!o$nised te!hni!al reasons in relation to its o!eano$raphi! and e!olo$i!al !ondition and to the parti!ular !hara!ter of its traffi! there are spe!ial mandatory re$ulations for the prevention of pollution# #nstantane$us %ate $f Discharge; means the rate of dis!har$e of oil in litres per hour at any instant divided by the speed of the ship in ,nots at the same instant# Sl$p Tank; means a tan, spe!ifi!ally desi$nated for the !olle!tion of tan, drainin$s& tan, washin$s and other oily mi/tures# &lean 'allast; means ballast whi!h if it were dis!har$ed from a stationary ship into !alm water on a !lear day would not produ!e visible tra!es of oil on the surfa!e& or !ause a slud$e or emulsion to be deposited beneath the surfa!e# If the ballast is dis!har$ed throu$h an O7MCC system the oil !ontent would be below 1> ppm# Segregate! 'allast; means ballast !arried in a tan, whi!h is !ompletely separated from the !ar$o oil and oil fuel system and is permanently allo!ated to the !arria$e of ballast water# Regulation !. Application. Dnless e/pressly provided otherwise& the provisions of this anne/ apply to all ships# Regulation ". Surveys and Inspections. Every oil tan,er of 1>? $t and above and every other ship of -?? $t and above shall be sub5e!t to the followin$ surveys .n initial survey before the ship is put into servi!e to ensure that the stru!ture& e*uipment& systems& fittin$s arran$ements and materials fully !omply with the re*uirements of M.)POF 73G7" . renewal survey at intervals not e/!eedin$ > years to ensure that the ship !ontinues to !omply# .n intermediate survey within 3 months of the se!ond anniversary date or within 3 months of the third anniversary date# This survey shall repla!e one of the annual surveys# .n annual survey within 3 months of the anniversary date# .n additional survey after a repair resultin$ from investi$ations& or any repairs or renewals# .n IOPP !ertifi!ate shall be issued by the fla$ state administration#

#hapter III. Re$uirements for %achinery Spaces of All Ships. Regulation 1! &an's for oil residues (Sludge). Every ship of -?? $t and above must have a tan, or tan,s of suffi!ient !apa!ity to re!eive oil residues su!h as those resultin$ from the purifi!ation of 3O& FO& or from lea,s in the ma!hinery spa!e whi!h !annot be dealt with otherwise# Pipin$ to from a slud$e tan, must have no dire!t !onne!tion overboard other than a standard dis!har$e !onne!tion# Ships must be able to dis!har$e the !ontents of the slud$e tan, to shore re!eption fa!ilities# Regulation 1*. il +iltering ,$uipment# .ny of more than -?? $t but less than 1?&??? $t must be fitted with oil filterin$ e*uipment su!h as will ensure that the oil !ontent of any oily mi/ture will not e/!eed 1> ppm# .ny ship of more than 1?&??? $t must be fitted with oil filterin$ e*uipment whi!h is fitted with alarm arran$ements whi!h will ensure that any dis!har$e will be stopped automati!ally if the oil !ontent e/!eeds 1> ppm# Ships en$a$ed on voya$es e/!lusively within spe!ial areas or stationary ships su!h as hotel ships or stora$e vessels or 2SC must have a holdin$ tan, of suffi!ient !apa!ity to retain any oily bil$e on board until it !an be dis!har$ed to shore re!eption fa!ilities# Regulation 1-. #ontrol of perational Discharge of il. Discharges outside special areas. .ny dis!har$e of oil or oily mi/tures into the sea from ships of -??$t and above is prohibited e/!ept where all the followin$ !onditions are satisfied# The ship is pro!eedin$ en6route# The oily mi/ture is pro!essed throu$h Oil 3ilterin$ E*uipment# The oil !ontent of the effluent does not e/!eed 1> ppm# The oily mi/ture does not ori$inate from !ar$o pump rooms on an oil tan,er# The oily mi/ture is not mi/ed with !ar$o residues in the !ase of tan,ers# .. Re$uirements for ships of less than *//gt in all areas except the Antarctic. 3or a ship of less than -?? $t& oil and all oily mi/tures shall either be retained on board for subse*uent dis!har$e to shore re!eption fa!ilities or dis!har$ed into the sea when all the followin$ !onditions are met% The ship is pro!eedin$ en6route# The ship has in operation oil filterin$ e*uipment that ensures that the oil !ontent of the effluent does not e/!eed 1> ppm# The oily mi/ture does not ori$inate from !ar$o pump room bil$es on an oil tan,er# The oily mi/ture is not mi/ed with oil !ar$o residues# 0eneral Re$uirements. Hhenever visible tra!es of oil are observed on or below the surfa!e of the water in the immediate vi!inity of a ship or its wa,e the authorities must promptly investi$ate if there has been a violation of this re$ulation# 0o dis!har$e into the sea shall !ontain !hemi!als or other substan!es in *uantities or !on!entrations whi!h are ha+ardous to the marine environment# Oil residues whi!h !annot be dis!har$ed into the sea in !omplian!e with this re$ulation must be retained on board for subse*uent dis!har$e to re!eption fa!ilities## Regulation 11 il Record .oo'. Part 1 %achinery Space perations. Every oil tan,er over 1>? $t and every other ship of over -?? $t must !arry an O)1 Part 1# Must be !ompleted on ea!h o!!asion whenever any of the followin$ ma!hinery spa!e operations ta,es pla!e# 1allastin$ or !leanin$ of fuel oil tan,s# 7is!har$e of dirty ballast or !leanin$ water from fuel oil tan,s# Colle!tion and disposal of oil residues# )e!eipts for the *uantity of oil residues must be ,ept with the O)1# 7is!har$e overboard or disposal of bil$e water from ma!hinery spa!es# .ny bun,erin$ operation involvin$ fuel oil or bul, lubri!atin$ oil# Transfer on board of fuel oil or lubri!atin$ oil# .ny a!!idental or e/!eptional dis!har$e of oil or oily mi/ture# .ny failure of the oil filterin$ e*uipment# Ea!h operation must be re!orded without delay# Ea!h operational entry must be si$ned by the offi!er in !har$e of the operation# Ea!h !ompleted pa$e must be si$ned by the Master# Must be written in En$lish& 3ren!h or Spanish# Must be available for inspe!tion by shore authorities#

Regulation 12 Segregated .allast &an's. Every !rude oil tan,er of (?&??? tonnes deadwei$ht and above and every produ!t !arrier of 3?&??? tonnes deadwei$ht delivered after 1 st @une 19"( must be provided with se$re$ated ballast tan,s# The !apa!ity of the se$re$ated ballast tan,s shall be determined so that the ship may operate safely on ballast voya$es without havin$ to use !ar$o tan,s to !arry ballast# 2owever ballast water may be !arried in !ar$o tan,s on voya$es where the Master !onsiders that additional ballast is re*uired for the safety of the ship& or in e/!eptional !ir!umstan!es# Regulation !3 Slop tanks 1 Sub5e!t to the provisions of para$raph - of re$ulation 3 of this .nne/& oil tan,ers of 1>? $ross tonna$e and above shall be provided with slop tan, arran$ements in a!!ordan!e with the re*uirements of para$raphs (#1 to (#3 of this re$ulation# In oil tan,ers delivered on or before 31 7e!ember 1979& as defined in re$ulation 1#("#1& any !ar$o tan, may be desi$nated as a slop tan,# (#1 .de*uate means shall be provided for !leanin$ the !ar$o tan,s and transferrin$ the dirty ballast residue and tan, washin$s from the !ar$o tan,s into a slop tan, approved by the .dministration# (#( In this system arran$ements shall be provided to transfer the oily waste into a slop tan, or !ombination of slop tan,s in su!h a way that any effluent dis!har$ed into the sea will be su!h as to !omply with the provisions of re$ulation 3- of this .nne/# (#3 The arran$ements of the slop tan, or !ombination of slop tan,s shall have a !apa!ity ne!essary to retain the slop $enerated by tan, washin$s& oil residues and dirty ballast residues# The total !apa!ity of the slop tan, or tan,s shall not be less than 3 per !ent of the oil !arryin$ !apa!ity of the ship& e/!ept that the .dministration may a!!ept% 1 ( per !ent for su!h oil tan,ers where the tan, washin$ arran$ement are su!h that on!e the slop tan, or tan,s are !har$ed with washin$ water& this water is suffi!ient for tan, washin$ and& where appli!able& for providin$ the drivin$ fluid for edu!tors& without the introdu!tion of additional water into the system # Oil tan,ers of 7?&??? tonnes deadwei$ht and above delivered after 31 7e!ember 1979& as defined in re$ulation 1#("#(& shall be provided with at least two slop tan,s#

il Discharge %onitoring and #ontrol System.

Oil tan,ers of 1>? $t and above must be e*uipped with O7MC e*uipment approved by the administration# The system shall be fitted with a re!ordin$ devi!e to provide% . !ontinuous re!ord of the dis!har$e in litresGper nauti!al mile# The total *uantity of oil dis!har$ed# Must be identifiable by time and date# Must be retained on board for a period of three years# The e*uipment must !ome into operation when there is any dis!har$e of effluent into the sea# Must ensure that any dis!har$e of effluent is stopped automati!ally when the instantaneous rate of dis!har$e e/!eeds 3? litres per nauti!al mile# The dis!har$e must be stopped automati!ally if the O7MC e*uipment fails# The O7MC may be fitted with a manually operated alternative method of stoppin$ dis!har$e# If the e*uipment fails it must be repaired as soon as possible# There must be an operatin$ manual available on board# Regulation 4!. il 5ater Interface Detector.

Every oil tan,er of 1>? $t and above shall be provided with an effe!tive oil water interfa!e dete!tor approved by the .dministration for a rapid and a!!urate determination of the oil water interfa!e in slop tan,s and shall be available for other tan,s from whi!h it is intended to dis!har$e effluent to the sea# Regulation 44. #rude il 5ashing.

Every !rude oil tan,er of (?&??? tonnes deadwei$ht and over delivered after 1 st @une 19"(& shall be fitted with a !rude oil washin$ system that !omplies with the re*uirements of the administration# Ships must have an <Operations and E*uipment Manual= whi!h $ives details of the system# Regulation 4*. #ontrol of perational Discharges of il. (#argo space tan'ers)

.ny dis!har$e into the sea of oil or oily mi/tures from the !ar$o area of an oil tan,er is prohibited e/!ept when all the followin$ !onditions are satisfied# The tan,er is not in a spe!ial area# The tan,er is more than >? nm from the nearest land#

Regulation 41 Shipboard oil pollution emergency plan E(ery $il tanker $f )*+ gr$ss t$nnage an! ab$(e an! e(ery ship other than an oil tan,er of -?? $ross tonna$e and above shall !arry on board a shipboard oil pollution emer$en!y plan approved by the .dministration# Su!h a plan shall be prepared based on $uidelinesI developed by the Or$ani+ation and written in the wor,in$ lan$ua$e of the master and offi!ers# The plan shall !onsist at least of% The pro!edure to be followed by the master or other persons havin$ !har$e of the ship to report an oil pollution in!ident& as re*uired in arti!le " and Proto!ol I of the present Convention& based on the $uidelines developed by the Or$ani+ation The list of authorities or persons to be !onta!ted in the event of an oil pollution in!ident . detailed des!ription of the a!tion to be ta,en immediately by persons on board to redu!e or !ontrol the dis!har$e of oil followin$ the in!ident and the pro!edures and point of !onta!t on the ship for !o6ordinatin$ shipboard a!tion with national and lo!al authorities in !ombatin$ the pollution# In the !ase of ships to whi!h re$ulation 17 of .nne/ II of the present Convention also apply& su!h a plan may be !ombined with the shipboard marine pollution emer$en!y plan for no/ious li*uid substan!es re*uired under re$ulation 17 of .nne/ II of the present Convention# In this !ase& the title of su!h a plan shall be <Shipboard marine pollution emer$en!y plan=# .ll oil tan,ers of >&??? tons deadwei$ht or more shall have prompt a!!ess to !omputerised& shore6based dama$e stability and residual stru!tural stren$th !al!ulation pro$rams

Reception +acilities. Outside spe!ial areas all ports and terminals must have re!eption fa!ilities for residues and oily mi/tures# If ships !allin$ at the port have !ompleted a ballast voya$e of 7(hrs or 1&(?? nm# If !rude oil or oil produ!ts are loaded into ships at a rate of 1&??? tonnes per hour or more# .t ship repair yards or tan, !leanin$ fa!ilities# If the terminal handles ships provided with slud$e tan,s#
