MPI opens third Cebu branch


MAYBANK Philippines, Inc. (MPI) opened yesterday its third bank in Cebu, its 56th branch nationwide. The 200-square meter Cebu Downtown Branch (CDB) located on Plaridel St., Cebu City and headed by Marilyn Uy Ty. MPI head for corporate affairs Eric Montelibano, in an interview, said the expansion is spurred by the bullish Philippine economy, especially with the recent investment credit rate upgrades that boosted the confidence of banks. Montelibano said the achievement allowed banks to further channel easier access to funds and credit, as well as lower interest rates. As for Maybank, we are confident to continue our operation in the Philippines because of our strong fundamentals and adequate capital, Montelibano said. Montelibano cited last year as a record year for Maybank, with Cebu as a significant contributor. MPI is a full-service foreign commercial bank established in 1997 when its mother bank, Malayan Banking Berhad in Malaysia, merged with Philippine National Bank. Upscale market Bloomberg Markets Magazine ranked Maybank as top 13 last year in the elite global group of banks with over $100 billion in assets. The ranking is based on the banks strong points, which include capital strength, asset quality, cost efficiency and risk management. The love for breads is innate among Pinoy families. Thus its no wonder that a brand such as Gardenia became an instant hit to every Filipino, especially to the young ones who grew up with it. To them, it was something they happily ate with or without palaman at the breakfast or merienda table. They loved the cream rolls during recess. And muffins were always packed during family picnics. C ATA R M A N , Northern Samar Vice President Jejomar Binay will be the guest of honor and lead administering officer in the oathtaking ceremony of newly- elected provincial officials today. Based on the program, Binay will administer the taking of oath of Governor Jose Ong Jr. and Vice Gov. Gar y Lavin. Ong and Lavin both ran and won under the National Unity Party (NUP) in coalition here with the United Nationalist Alliance (UNA) which Binay co-founded. Quidnuncs may want to insist that this is another matter to be seriously considered by the Leyte Metropolitan Water District. This, about the dirt in the old pipes which today are still the same pipes used by LMWDs high-tech installations connected to its high tech treatment plant, most of them lying along or near dirt ditches or passing through or cutting across ever dirty Tacloban canals , or hardly hidden under concrete walkways and streets, and with water rushing to satisfy the need behind 30,000 connections concessionaires. Who should do the cleaning of LMWD-installed distribution pipes in Tacloban and pipes leading to LMWD-installed water meters? Whose job is this? be a much longer period of time before LMWD will finally be able to clean the existing pipelines and pipes in Tacloban and put on stream a credible information campaign plan that will answer not only watery questions but doubts and confusions. In the first place, LMWD might not have yet thought about it, for instead, it could have just been thinking of flushing out to rivers and creeks the polluted (although chlorinated) water from the treatment sources still via the old pipelines. QN is not aware about any plan related to this thought. Currently, the old pipes are still there. Even pipelines leading to home or building meters are already old. WE need to understand this truth well. For a long while in the history of the Church and of the world in general, the usual idea about holiness, and all the gamut of implications it contains, is that sanctity is reserved only for a few and that it can only be achieved through certain acts and states of life. Yes, sanctity has often been associated with priests and nuns and others who by some peculiar circumstances prefer to lead a religious or consecrated life practically spent in churches or some isolated or special places like caves, deserts, mountains, convents, monasteries, hermitages, mission areas, foreign lands, etc. As a consequence, the ordinary people who stay at home and work in the fields or schools and offices, or those who simply find themselves in the middle of the world, are often considered out of contention for sainthood. The annual feast celebration by the different religion has roots from the ancient times. There were three great festivals, (1) Festival of Unfermented Cakes written in the Book of Exodus, Chapter 23:15; (2) Festival of Weeks or later called Passover (Exodus 23:16); and (3) Festival of Booths (Tabernacles) or Ingathering (Leviticus 23:34-36. People of this highly urbanized city of Tacloban are glad at the news that permit was granted by the City Mayor for the Pintados-Kasadyaan Festival to be held on the day it was originally conducted for years, that is June 29 of every year. It would be recalled that for some years, the festival had been one of the major highlights on the vespers day of the Feast of Seor Santo Nio de Leyte. The festival was organized to fill the fiesta celebration in the city of Tacloban after the dance-parade that was originally dubbed as sayawit which later evolved into sangyaw was not sustained after it was showcased for some years

The Pintados Festival that was participated in by schools and organizations in the city later swelled into a bigger event that was called the Festival of Festivals which was later dubbed as Kasadyaan Festival, drawing participation from various local government units in and outside of the province. The annual parade showcasing painted bodies and decorated floats with merrymakers going into a painting spree along the route of the parade became a regular presentation that entertained visitors and tourists during the fiesta celebration.

To be holy does not mean that we only spend time praying, going to church, availing of the sacraments, etc. To be sure, prayer, the sacraments, the doctrine of our faith, obedience to the Church hierarchy are important, even indispensable, but these would hang on thin air if they are not supported and made as the goal and expression of a sanctified life that is consistent to the teachings and the spirit of God. To be holy also means that we have to use our ordinary work, all the things of the world, like the sciences, arts, politics, technologies, etc., properly purified, and all the other circumstances that define our daily life as an occasion and means to look for God, then find, love and serve him. Theres a need to cultivate a unity of life that is inspired by love of God and neighbor and oriented toward the definitive eternal life with God in heaven. We cannot divide our life in two disparate partsone meant for holiness, and another meant only for some worldly affairs. We only have one life that is both human and

meant to be supernatural with God. We just have to learn how to blend the different aspects of our life without erasing the legitimate distinctions among them. What is material and natural should remain material and natural. But we need to know how to infuse them with the spiritual and the supernatural proper of us as Gods creatures made in his image and likeness and meant to share in his divine life. We can do this spiritualizing and supernaturalizing of what is material and natural in us by simply sanctifying the latter, that is, offering them to God since they all come from God and also belong to him. Because of that, we do them as best as we can at any given moment, even if our best can always be made better later on. A work sanctified in this way always sanctifies us and the world itself as well. Obviously, to sanctify our work by offering it to God and by doing it very well involves uniting our work with the supreme sacrifice of Christ on the Cross. We just cannot sanctify our work by having the best intentions and doing it well. That work has to be made an integral part of the supreme offering of our Redeemer, Christ himself. Otherwise, that work would not be truly sanctified. Dureza elected PPI head, Macasaet is chair emeritus


With only two publishers coming from the provinces who were elected chairman and president since 1964, Atty. Jesus Dureza, publisher of Mindanao Times based in Davao City where he also writes a regular column, is now the third one to be elected head of the Philippine Press Institute after Atty. Zoilo Dejaresco Jr. from Bohol in 1989 and Leonilo Claudio from Davao 1993. Dureza was former cabinet secretary during Gloria MacapagalArroyos administration. Now on his third year as member of the PPI Board, he was first elected trustee for Mindanao in 2011. He now joins the illustrious list of past PPI leaders such as Ramon Roces, Chino Roces, Raul Locsin, Zacarias Nuguid, Eugenio Lopez Jr., and Isagani Yambot. For his contribution as long-time chairman-president of the Institute, Amado Jake Macasaet, publisher of Malaya has been bestowed the recognition chairman emeritus, the first-ever title for a past president. He was chairman and president for sixteen years. He still represents Malaya in the PPI Board. Also during the Annual Membership Meeting of the 17th National Press Forum on June 14, two other positions in the PPI Board are now in the hands of Ruevivar Reyes, publisher of Southern Leyte Times from Maasin City as vice-chairman and trustee for Visayas, and May Anne Cacdac, editor-in-chief of Sun. Today, Gorio is expected to reach the vicinity of Alabat, Quezon. The morning street parade of the Pintados-Kasadyaan Festival of Festivals on Saturday was canceled due to Gorio. Radio reports also said that the parade for the Sangyaws Parade of Lights was also cancelled and is slated today (Sunday). The parades of these three local festivals is in connection to the 124th annual fiesta of Tacloban.

Appearing in a simple white tank-top, tight jeans, Converse sneakers and long, ponytailed hair, Kitchie Nadal, together with her band, amazed her local fans with her old classic voice and serenaded them with her original music and song covers like Ligaya, Same Ground, Wag na wag mong sasabihin, and Bulong, among other songs. Kitchie, a true blooded Waray who is a native of Dagami, Leyte, delighted the huge crowd by giving away special limited editions of her video compilation featuring a number of hit songs and collaborations with Barbie Almalbis and other local artists titled as Kitchie and Barbie, as prizes for the games prepared by the Coca-Cola Tacloban organizer, headed by the Coca-Cola Tacloban Customer Marketing Associate, Mary Ann Pacia, during their night. NGCP prepares for TS Gorio, monitors transmission facilities


The National Grid Corporation of the Philippines (NGCP) has implemented the necessary preparations and precautions to minimize the impact of Tropical Storm Gorio on NGCP operations and facilities. As of 8:30 AM today, the storm has made landfall over Hernani, Eastern Samar. Preparations included ensuring the reliability of communications equipment, availability of hardware materials and supplies necessary for the repair of damages to facilities, as well as the positioning of line crews in strategic areas, to facilitate immediate restoration work. NGCP, through its Integrated Disaster Action Plan (IDAP), continuously implements these and other necessary preparations and precautions to ensure the readiness of all power transmission facilities expected to be affected disasters like typhoons, earthquakes, floods, landslides, tsunami, volcanic eruptions, and fire emergencies. Its Overall Disaster

Command Center monitors all power restoration activities, reports and updates from the Regional Command Centers in North Luzon, South Luzon, Visayas and Mindanao, whichever is directly affected by the weather disturbance. NGCP will issue updates as soon as reports from the field come in. (PR)

The drinking water at home comes from 3 5-gallon mineral water plastic jugs delivered weekly by a nearby supplier. The other finding was only probably true at that time, because by 6 p.m. of that same day, the water that filled my testing bottles still showed, [visible to my eyes when the bottle was placed against a CFC bulb light (which I normally do when examining the clear water output from the faucet after the meter)], a tiny yellowish fiber about 1/8-inch long, and a very small and very thin, whitish and filmlike matter. If the crew just examined the Coke bottles (2 near the kitchen egress and 1near the water meter), or thought about the clear (filled Wednesday evening) water in those bottles, they could have seen the floaters with their own eyes. I dont think they even thought of the probability that the water in the glass that they used for testing and tasting had those tiny dirt matters.

In a text message he added, We contemplate in the context of our faith how to live it to the full as St. Irenaeus puts it The glory of God is man fully alive. A meaningful and fruitful fiesta celebration goes beyond mere merrymaking, he said, emphatic of the fact that pomp and lavishness in the celebration are but trimmings which are just secondary being simply a human expression. He added in the text message that the celebration is meant to help us grow more mature in faith as persons and as a community and allow the same to take hold of our lives. ON HER last workday in office, Cebu Gov. Gwendolyn Garcia told incoming governor Hilario Davide III his administration will have about P791 million cash and P28.1 billion in assets when it starts on Monday. But he also faces the challenge of developing some Capitol-owned properties, like a sprawling former military camp in Lahug, and collecting from thousands of families occupying provincial lots in Cebu City. Garcia delivered a detailed presentation, following to the letter a memorandum about the transition in local governments, which Interior and Local Government Secretary Mar Roxas issued last April 18. Before she addressed the mayors, Capitol officials and family members in the social hall, Garcia also gave Davide the provincial seal and a personal gift, a painting of the Sto. Nio. Davide surprised the crowd with the brevity of his remarks. Thank you very much Governor Garcia, he said. God bless all of us and God bless you. Also yesterday, 26 checks for a total of P72.9 million, intended for second district towns, were processed but eventually cancelled. Dumanjug would have received the biggest share, at P38.9 million. The amounts were supposed to be sourced from the Priority Development Assistance Fund of Rep. Pablo Garcia. Detailed Governor Garcia, who began her first term in 2004, succeeding her father who served for nine years, presented a detailed report in yesterdays turnover ceremony.

The DILG memo required that during the ceremony, the outgoing governor or mayor should present a report on the local governments financial performance and key challenges for the incoming administration. Garcias report showed that in her nine years in office, the Province of Cebus income increased by about P514 million and its total assets rose by P22.9 billion, much of it in real properties. The ceremony began at 10:07 a.m., when the two governors entered the Capitol social hall, both of them smiling. In her presentation, Garcia said that when she took the Capitols reins in 2004, its total income was P101.3 million while its total assets amounted to P5.2 billion. After her three terms, total income has jumped to P615.4 million and its total assets increased to P28.1 billion. Zero debt The Capitols P791 million cash in bank includes a dollar account with $517,728, about P351.069 million in its general fund, P118.977 million in its special education fund and P321.4 million in a trust fund. Capitol has no outstanding obligation, zero debt to any financial institution, said Garcia. One of her complaints after she was suspended last Dec. 19 was that Vice Gov. Agnes Magpale, whom DILG designated as acting governor, referred to the Capitols payables as debts. Magpale was not seen in the turnover ceremony. The presentation also included the amounts spent for each item in Garcias agenda, which started with 12 points in 2004 and has since evolved to 12 plus two. It showed, for example, that for infrastructure, the Capitol has spent P5.53 billion; for waterworks, P134.45 million; for the provision of electricity to 1,204 barangays, about P64.8 million; and for the Philhealth insurance premiums of some 400,000 families, P268.5 million. She also pointed out that P152.9 million was spent to build classrooms. But the Garcia administration also hands over some key challenges for Davide, like the development of 80 hectares the Province had turned over to the Armed Forces but eventually took back when the donation terms were violated. Sale The uncompleted sale of Capitol lots (about 34.5 hectares) to the families occupying them in Cebu City is another challenge. The transfer of these lots began with the passage in 1993, during the administration of then governor Vicente de la Serna, of Ordinance 93-1. The Capitol is projected to get P1.5 billion from the sale of the 93-1 lots. But part of the P524.762 million from 19 homeowners associations who entered a memorandum of agreement with Capitol still has to be transferred from the Home Mutual Development Fund to the Province. And theres a pending P976 million from 13 homeowners associations that have yet to enter into an agreement with Capitol. The governor also left it to Davide to decide on the fate of the P1.2-billion La Ciudad project in Banilad, which got stalled when relations between Cebu City and the Province soured in 2006. She said the Capitol can look forward to more income from public-private joint ventures, like Filinvests development of a business process outsourcing complex in Lahug and the development of a bulk water supply project. Also pending: the fate of the former Balili property in Naga City, which was intended to host a waste-to-energy project that would have brought in P1.46 billion in rent and a percentage of earnings for 25 years. Her choice Garcia said she is hoping the Davide administration will push through with the upgrading and improvement of the San Francisco and Bantayan airports. Garcias term officially ends at noon on June 30, and she will then begin her first term as congresswoman of the provinces third district.

She had hoped to turn over the Province to a younger brother, Rep. Pablo John Garcia. But Davide, who lost to Gwen in 2010, defeated Pablo John last May 13. A probable factor in that loss was the governors suspension for six months, which coincided with the campaign period. DILG enforced the suspension as a penalty in an administrative case that then Vice Gov. Greg Sanchez filed in 2010, but which got resolved after his death. After Garcias formal turnover yesterday, the Capitols internal audit services released 26 checks to the accounting office, intended for Cebus second district local government units. The checks, issued by the Office of the Governor, pass through the budget office, then internal audit, before these go to the Provincial Accounting Office. From there, these were supposed to go to the cash disbursement division, before being deposited in the Capitols banks. to page 19

The Sangyaw Parade of Lights was cancelled yesterday by the organizers after Tacloban and the rest of the region was hit by typhoon Gorio. He was found with a gunshot wound in the chest and was rushed to the New Era Hospital in Quezon City. When Barangay Captain Alfredo Albaladejo of Tiza, Roxas City, Capiz heard about mobile service provider Talk N Texts Anibersaya fair coming to their locality, he immediately called a local radio station to invite his constituents to attend the event. He was determined to win Barangay Hakot, a contest in the Anibersaya celebration where the barangay with the most members joining the fair gets a cash grant to help support a local community project. Through the barangay chairmans persistence, his barangay did end up as the winner of the contest. The prize they will receive, he said, will be used to buy equipment for their health center.
