ACCEPT VARIOUS DONATIONS FOR THE KYLE DEPOT PROJECT AND AMEND
THE BUDGET ACCORDINGLY
On November 17, 2015 the Commissioners Court approved submission of a grant application to the Texas
Veterans Commission. The funds will be used to pay court fees associated with the expunction of the veteran
defendants' criminal records upon successful completion of the Veterans treatment court. The term of the grant
is July 1, 2016 to June 30, 2017. Attached is the award and the notice of grant award will be mailed to the
agency directly to execute contract. A motion was made by Commissioner Ingalsbe, seconded by
Commissioner Whisenant to authorize the County Judge to accept a grant award from the Texas
Veterans Commission in the amount of $15,000.00 and amend the budget accordingly. All voting Aye.

approve a transfer request of two vehicles from the Sheriff's Office Fleet to the District Attorney's Office.

Kutsher Holdings is proposing an OSSF to serve a new veterinarian clinic at 131 Coachman Drive. This design
will accommodate up to 60 animals and 8 employees. This property is Lot 1B of the Resubdivision of Lot 1 of
the Coachman Subdivision. The building will be served by a public water supply. The system designer, Andy
Grubbs, R.S., has designed a treatment system, which consists of a pretreatment tank, a flow equalization tank,
an aerobic treatment unit, and a pump tank. After treatment, the effluent will be dispersed to a drip irrigation
field. The system is designed for a daily usage rate of 600 gallons. A motion was made by Commissioner
Whisenant, seconded by Commissioner Ingalsbe to authorize Commercial OSSF Permit at 131
Coachman Drive, San Marcos, Texas, 78666. All voting Aye. MOTION PASSED

RMRB Properties is proposing an OSSF to serve two office/warehouse buildings. This design will accommodate
up to 12 employees and 8 visitors daily. This property is a 10.02 acre tract of land and will be served by a
private well. The system designer, Hugo Elizondo, P.E., has designed a treatment system, which consists of a
pump tank, a flow equalization tank, and an aerobic treatment unit. After treatment, the effluent will be dispersed

Work will be performed at County owned properties located off of Civic Center loop and Clovis Barker in
Precinct 1. A motion was made by Commissioner Ingalsbe, seconded by Commissioner Whisenant to
approve bid award for IFB to Total Demolition/A-1 Demolition, authorize the Development and
Community Services Director and Office of General Counsel to negotiate a contract and authorize the
County Judge to execute the contract and amend the budget accordingly. All voting Aye. MOTION

The grant adjustment notice is to reduce the final grant amount from $23,396.78 to $23,316.63 and to close the
project effective May 31, 2016. All necessary items have been purchased. The grant funds support the Hays
County Community Emergency Response Teams (CERT) as well as regional CERT needs. A motion was
made by Commissioner Jones, seconded by Commissioner Whisenant to authorize the County Judge to
sign a Grant Adjustment Notice (GAN) from the Texas Department of Public Safety, 2014 Homeland
Security Grant Program (HSGP) to adjust the budget and close out the grant. All voting Aye. MOTION

The final plat for the Belterra Subdivision Section 15 has been reviewed under the Interlocal Cooperation
Agreement with the City of Dripping Springs and has been approved by County staff. While the plat has been
approved administratively, formal acceptance of fiscal surety is required by Commissioners Court action. A
motion was made by Commissioner Whisenant, seconded by Commissioner Jones to accept Bond
No.76122809 for street and drainage improvements for Belterra Subdivision Section 15 in the amount of
$529,175.62. All voting Aye. MOTION PASSED

Hays County Commissioners Court recently approved a contract with Halff and Associates to draft the grant
application to the Texas Water Development Board for Low Water Crossing Sensors and the infrastructure to
support the system. This system will allow emergency services personnel to monitor weather events more
closely through low water crossing sensors and detention basin gauges, provide data to the National Weather
Service to provide more timely and accurate predictions, and overall improve the safety of the citizens and
visitors of Hays County. This resolution demonstrates the support that Hays County Commissioners Court have
for the implementation of this project. This will be a 50/50 matching grant. A motion was made by
Commissioner Conley, seconded by Commissioner Ingalsbe to authorize the County Judge to execute a
Resolution and submit a grant application to the Texas Water Development Board for funding to support
the Flood Monitoring System Project. All voting Aye. MOTION PASSED

DISCUSSION OF ISSUES RELATED TO THE HAYS COUNTY JAIL, AND THE PLANNING OF
PROJECTS PERTAINING TO THE PUBLIC SAFETY FACILITIES NEEDS WITHIN THE COUNTY
Judge Cobb gave the Hays County Jail report. Hays Countys current maximum jail capacity is 362 inmates. Jail
Standards recommends holding approximately 10% of capacity open. That lowers our capacity to 311.The jails
daily average was 260 and peak was 270 on June 2nd for the week of May 29 to June 4, 2016.The maximum
female capacity is 76 inmates. Last weeks average was 59 and peak was 68 on 6/4/2016.The maximum male
capacity is 256 inmates. Last weeks average was 201 and peak was 213 on 6/2/2016. Inmate at Guadalupe
County: 117; Inmate at Bastrop County: 0; Inmate at Caldwell County: 29; Inmate at Walker County: 0

Out of state travel is needed to send Detective Mark Opiela to attend the Basic Computer Evidence Recovery
Training in Hoover, Alabama on July 17-August 19, 2016. This course is a five week course designed to train Law
Enforcement officers how to process a computer crime scene in a home or business environment. Detective Opiela
will receive hands on training with computer hardware and forensic analysis tools and will also become familiar with
techniques for search and seizures, evidence processing and handling and media imaging. Having Detective Opiela
attend this training will also provide the Sheriff's Office with an additional person to investigate these types of crimes
that occur in Hays County. All fees (registration, hotel and per diem) with the exception of fuel will be funded by the
US Secret Service.

All cameras will be connected to a Network Video Recorder. The NVR will provide storage for 30 days of
video storage. Multiple viewing stations can be connected to the NVR for remote viewing of the cameras.
The NVR will record all camera video. Live video will be viewed from the video review station. Recorded
video can be viewed and exported from the Video Review Station.
Camera cabling will be run free air concealed where ever possible above the ceiling or building
supports.

TDI proposes to replace the cast iron tee in the wall for the lavatory drain.
TDI also proposes to jack hammer up the floor and repair the drain for the toilet from the cast iron 90
upwards.
This is in the restroom behind the reception area. TDI will reset the fixtures after the repairs to the walls
and floor are made.
The concrete slab is to be poured back by us. TDI will not repair any walls or repaint the floor, or any
other repairs. TDI will not repair floors outside the restroom.
TDI will use the existing toilet, flush valve, and lavatory.
TDI will do our best to keep the dust to a minimum, but do to where we are working it's going to be very
difficult.

2. SERVICES
Contractor agrees to perform services for the County in
accordance with the Countys instructions and, in particular,
the instructions of County Engineer and/or legal counsel for the
Hays County Commissioners Court; and in conformance with the
descriptions, definitions, terms, and conditions of this
Agreement.
The Scope of Services shall be limited to those
services and terms attached hereto as Exhibit A, and any
subsections of Exhibit A, if as and when they are attached
hereto and signed by the parties (collectively the Work). If
the parties to this Agreement amend the Work required under this
Agreement (by adding or removing specific services and/or terms
enumerated in Exhibits A and/or C), the Compensation cited
in Section 5 of this Agreement may also be amended to conform
with the change in Scope of Services, as agreed by the parties.
3. ADDITIONAL TERMS
Additional Terms and Obligations of the parties to this

4. DURATION
The parties agree that the Work shall be completed three hundred

PROJECT STATEMENT
Hays County (County) has requested that Dannenbaum Engineering CompanyAustin, LLC
(Engineer) to provide Engineering Services pertaining to the Posey Road Corridor Study. Said
services will include a Design Schematic for Phase 1 and a Conceptual Schematic for Phase 2.
The limits of the schematics are Phase 1: Hunter Road to CR 266, approximately 1.93 miles in
length and Phase 2: CR 266 to SH 123, approximately 2.41 miles in length. The following is a
more detailed description of the specific scope.
PROJECT DESCRIPTION
This project will be divided into two project Phase limits:
Phase 1 will include an analysis of the roadway between Hunter Road and CR 266. Said services
will include Design Schematics for the Interim and Ultimate Projects. The interim project will
include a 3-lane, continuous left turn, rural roadway section with right turn lanes where
appropriate. Efforts will be taken to minimize the right-of-way (ROW) necessary for the interim
improvements. ROW for the ultimate will also be minimized as possible and any takings will be
configured to minimize the impact to the properties. The drainage will be analyzed with the
intention of improving any necessary cross drainage and driveway culverts and determining if the
ditches have excess capacity or are undersized. Intersections will be improved as necessary
including radius returns. Aerial Mapping and topography will be provided. The County shall
provide Right-of-Entry for the properties.
Geotechnical borings will be provided and a pavement design will be prepared based on the Traffic
Analysis.
The Ultimate Project will be based upon the results of the Traffic Analysis to be performed by the
Engineer. It is anticipated at this time that the Ultimate configuration will consist of a 4-lane
divided urban roadway section. Alternates and cost comparisons will be prepared for the Ultimate
and Interim projects.
Phase 2 will include a preliminary analysis of the roadway between CR 266 and SH 123, including
a new location roadway between CR 266 and Center Point Road. The alignment will then follow
Beback Inn Road to SH 123. Said services will include a Conceptual Schematic for the Interim
and Ultimate Projects. The interim project will include a 3-lane, continuous left turn, rural

roadway section with right turn lanes where appropriate. Efforts will be taken to minimize the
right-of-way (ROW) necessary for the interim improvements. ROW for the ultimate will also be

analyzed with the intention of improving any necessary cross drainage and driveway culverts and

provided, however, the Lidar data will not be processed under this scope and existing CAPCOG
Lidar Data will be utilized. Topography, ROW Mapping and field notes will also not be provided.
The Engineer Will Not analyze the FEMA floodplain crossing east of CR 266. The structure
requirements will be based on the FEMA floodplain map and will be subject to change once a
study is performed.
Geotechnical borings and pavement design will not be provided for Phase 2. The cost estimate
will be based on the pavement design prepared for Phase 1.
A Traffic Analysis will not be performed for Phase 2. It is anticipated at this time that the Ultimate
configuration will consist of a 4-lane divided rural roadway section. Preliminary cost estimates
based on the conceptual schematic will be prepared for the Ultimate and Interim projects.
PROPOSED FACILITY
The project will be designed according to the 2014 TxDOT Standard Specifications and Hays
County guidelines.

Coordination with Hays County, City of San Marcos, TxDOT, Police Department,
Fire Department and Emergency Management Services and sub-consultants.
Coordination will include correspondence, telephone conversations, faxes, and

A.
Cultural Resources
CMEC staff will conduct cultural resource investigations (both archeological and historic) that
will include archival research and field surveys (as appropriate) with findings to be coordinated
per the Antiquities Code of Texas and reported in the various memoranda. Archival searches
shall include the Texas Historical Commissions (THC) Sites Atlas and other data sources to
identify previously documented archeological sites, cemeteries, historical markers, properties
and districts listed on the National Register of Historic Places (NRHP), and State Antiquities
Landmarks (SALs).
If necessary, results of the search will be integrated with soil information, topographic maps,
aerial photographs, and other pertinent data in an application for a Texas Antiquities Permit on
behalf of Hays County for investigations related to the Interim design. Once a valid permit
number is obtained, field investigations will be conducted at the Phase 1 intensive-survey level
(Category 6 under 13 TAC 26.15), consisting of pedestrian examination supplemented by shovel
testing as needed based on ground surface visibility, soil depth, drainage, topography, existing
disturbance, safety concerns, and other field observations/constraints. Field methods will
comply with the requirements of 13 TAC 26, as elaborated by the THC and the Council of Texas
Archeologists (CTA). This investigation will evaluate archeological and historic resources for
their potential eligibility for inclusion in the NRHP per Section 106 (36 CFR 800) of the NHPA or
designation as a SAL under the provisions of the Texas Antiquities Code (13 TAC 26.12). A draft
report of all results, including preliminary NRHP/SAL evaluations of any identified archeological
resources and complying with THC and CTA guidelines will be submitted to THC and the County
for review. Once THC concurrence has been received, a final report will be submitted as per the
terms of the approved archeological permit and all materials collected during the investigation
will be permanently curated to the Center for Archaeological Studies (CAS) in San Marcos per
the Antiquities Code.
The current scope would not include NRHP testing, data recovery excavations, or human
remains evaluation/coordination/removal, which could be undertaken under separate scope
and fee if required by THC.

b.
Water Resources
Data shall be collected on surface water streams and other existing water resources as well as
the potential for pollution during construction and from the completed facility. The 100-year
floodplain, as delineated by Federal Emergency Management Agency (FEMA), shall be identified
and the impacts of the proposed project shall be assessed. Impacts associated with construction
over the Transition Zone of the Edwards Aquifer shall be identified. Potential for impacts to
groundwater and the Edwards Aquifer shall be evaluated.

Wetlands and Other Waters of the U.S. - Evaluations of wetlands and waters of the
U.S. shall be performed in all areas potentially affected by the proposed design.
Wetland field delineations shall also be conducted, if determined necessary during
field investigations. Wetland data sheets shall be prepared and included in the
Technical Memo appendix. All necessary rights-of-entry shall be secured by the
Engineer.
ii.
Biological Resources
A description of the project area biological resources including vegetation communities and
wildlife habitat shall be developed. Ecologically sensitive resources, including potential
threatened or endangered species habitat and migratory bird habitat, shall be identified and
their potential to be affected by project construction and operation shall be assessed and
described in the environmental report. The County will be notified if species-specific surveys or
agency consultation would be required. No federal- or state-listed species presence/absence
surveys are proposed as a part of this scope. This scope does not include preparation of a
Section 10 consultation with the U.S. Fish and Wildlife Service.

shall be included in the Technical Memo.

A database search of previously recorded hazardous material sites in the project area shall be
conducted and a summary incorporated into the environmental report. During field visits,

pose a potential hazardous materials risk. A full Phase I Environmental Site Assessment is not
included in this scope of services.

Project planners will map land use in the project area and collect socioeconomic data from the
U.S. Census and the Texas Workforce Commission to determine existing conditions and
potential impacts on the community in the project study area.

Public Involvement (support for Dannenbaum) CMEC would provide two staff members to attend
one public meeting. It is assumed that environmental constraints exhibits would be provided (to the
extent that information can be shared with the public). Additional support for public and/or
technical/stakeholder meetings would take place under a supplemental scope and fee estimate.

Assumptions
This scope is services is based on the assumption that no NEPA triggers will be encountered (federal
funding or permitting).
All necessary rights of entry will be secured by the Engineer/County. If access is not available at the time
of fieldwork, a reasonable and good-faith effort will be made to document inaccessible parcels from
accessible parcels and/or public right-of-way.
Assumes one Antiquities Permit (Interim design).
Assumes digital archeological site registration only (discounted fee) and that no paper site form
submittals would be required.

1=50 scale digital imagery data collected will be converted into three (3) inch ground sample distance
(GSD) orthoimagery.
1 foot accurate DTM will be produced utilizing imagery and LiDAR data collected for Phase 1 and
provided as a deliverable in DGN file format.
LiDAR and imagery acquisition for Phase 1 & 2 will be completed in a single mobilization, as each
segment is to be collected in a single continuous effort.
Dannenbaum will coordinate with SAM to confirm required projection, datum, geoid, coordinate
systems, and units of measure required for data deliverables;
This scope of work and cost proposal does not include the data collection by conventional survey of areas
(by others) that are obscured from airborne LiDAR.
GROUND SURVEY
Prior to the flight, SAM will provide the aerial targeting layout required to control the areas for mapping and
ground truthing. The following ground survey support will be provided by SAM:
Prior to the flight SAM will set ten (10), panels consisting of a cross 4 long from the end of each line (2
each direction from the center of the cross) and being 1 wide with a capped iron. Horizontal and vertical
control will be established with a tolerance of +/- 0.03 feet horizontal,
+/- 0.06 feet vertical.
Rod or nail with metal tag at locations specified on Exhibit A.
SAM will obtain at least 20 ground truthing points within project limits to support QA/QC of process
LiDAR data.
SAM will obtain multiple checks along the route to validate the XYZ accuracy of the LiDAR.
SAM will set two (2) Primary Control Points within the project limits and, simultaneous with LiDAR
acquisition, will provide survey field personnel to position and operate two GPS base stations.

LiDAR ACQUISITION
SAM will acquire LiDAR data at not less than 20 points per square meter average density, and will
simultaneously collect color imagery suitable to generate 3-inch pixel GSD resolution orthoimagery for Phase 1.
Equipment
The following equipment will be used for data acquisition.
Aerial Platform - Helicopter
Trimble Harrier 68i aerial mapping system fully integrated with a Trimble 60MP aerial camera.
Base Stations
Aerial acquisition will be controlled with GPS base stations during the acquisition. Base station data is logged at
2 Hz and merged with GPS and IMU data recorded on-board the helicopter (GPS - 10 Hz and multiple receivers)
using post-processed kinematic techniques to produce a highly accurate position for the laser aperture and
cameras.
LiDAR Acquisition - Quality Assurance/Control Process
Captured LiDAR data will be recorded on removable data storage units onboard the aircraft. After acquisition,
the data will be copied to SATA drives and returned to our offices where it will be copied onto our network
drives. The data will then be post-processed and reviewed to confirm complete data acquisition coverage. Any
seams, holes, or other unwanted artifacts can be quickly identified to assess the need for any data acquisition recapture. Once approved, the data will be archived and prepared for production.
Daily acquisition QC procedures will be utilized to ensure data integrity from the mapping systems. These
procedures include using a current satellite ephemeris for tracking the satellite constellation to plan scanning
operations around the time of GPS Position Dilution of Precision (PDOP) spikes, adequate GPS static collection
for receiver initialization and dynamic flying to initialize the IMU. During data acquisition, technicians
constantly monitor the scanning system, checking the data logging rate, data storage capacity, GPS PDOP and
imagery being collected.
LIDAR DATA PROCESSING
Initial Processing GPS/IMU Geo-referencing and Data Calibration
Once the collected data arrives, it is immediately processed and verified. Inertial measurement unit (IMU) data is
processed and checked for gyro bias, systematic errors, and positional error.
Laser Point Processing
The calibration parameters are systematically checked and refined by estimating the residual boresight angles
(roll, pitch, heading) and scanner scale corrections from overlapping strip areas, minimizing the inter-strip
differences using a least squares approach.
The .las data will then be projected into the required coordinate system. Simultaneously, the elevations will be
transformed from ellipsoidal to orthometric heights by applying the latest GEOID models and all data will be
geo-referenced to appropriate State Plane Coordinate System NAD83.

Accuracy Testing
Once the LAS files are created for a line, the data is tested to ensure it meets accuracy standards for the project.
The ground survey information collected will be for use as an independent check of the LiDAR accuracy
(minimum 10 pts. required). SAM recommends not less than 10 well distributed check points throughout the
project. The survey test points should be on hard surfaces that are well defined features. Using the conventional
survey data, a statistical comparison test will be run to verify that the geodetic positioning of the LiDAR data
meets the accuracy standards required for the project. The absolute vertical accuracy of the project is +/-.25 ft.
vertically, and 90% of the points tested shall be within this accuracy.

Aerial imagery is thoroughly reviewed by our digital imaging discipline lead for clarity, contrast, shadow
detail, and sun spots.
The DEM is evaluated using various isometric views to check for any "spikes." DEM data are merged
for given block and the elevation data is graphically displayed relative to the project boundary to ensure
that all areas will be correctly rectified.
Ortho technicians validate that the DEM blocks overlap to ensure that there are no data gaps between
blocks of imagery.
Ortho technicians review the location of seam lines and manually modify them to avoid height objects
and to place them in monotone areas (through open field, along road centerlines, etc.)
Ortho Technicians review the block-wide image characteristics and modify a histogram as necessary to
adjust the overall tonal balance. Tonal balancing on a project-wide basis is reviewed to ensure consistent
imagery and to specifically identify any breaks or processing failures.
A final visual inspection of each tile is completed for aesthetics and anomalies. Visible control points are
measured on the final orthoimages and are compared against the values of the survey control coordinates.
An RMSE is calculated for all measured control points and compared against the accuracy standards for
the project.
PROJECT DELIVERABLES
SAM will provide all files via secure ftp site and/or on a portable hard drive. Applicable electronic files shall be
fully compatible with the States MicroStation GeoPak system without further modification or conversion.
Phase I, only:
Digital Orthophotography Image files (both TIF/TFW and ECW/EWW formats)

The following assumptions were made for the preparation of this Scope of Services. If these assumptions do not
prove correct, a modification to the scope and budget for this project may be required.
SAM will obtain elevations where there are obscured areas due to dense tree canopy, or where tall
vegetation / grass existed at the time of the aerial flight that impaired the visibility of the LiDAR.
Obtain sufficient cross sections from the edges of the existing pavement to the existing rights-of-way of
Posey Road, along with grade breaks, to prepare a DTM with 1-foot contour intervals.
Location of all visible utilities, culverts, bridges and other improvements.
Obtain invert elevations of all visible manholes, inlets, culverts and bridges
SAM will obtain elevations within the UPRR right-of-way from the existing northern right-of-way line of
Posey Road to approximately 100 southerly of the existing southern right-of-way line of Posey Road.
SAM will locate all railroad equipment, top of rail, ditches, swales and visible utilities within said area.
SOIL BORINGS
SAM will located a maximum of twenty-five (25) soil borings located within Phase 1 and no more than
two (2) mobilizations.
SUBSURFACE UTILITY ENGINEERING (SUE)
ASSUMPTIONS
The following assumptions were made for the preparation of this Scope of Services. If these assumptions do not
prove correct, a modification to the scope and budget for this project may be required.
SAM will provide only QL-C & QL-D services within the ROW of the Phase 1 project boundary shown
in Exhibit A. Total length (assumed) of ROW is 1.93 miles.
The Client will provide SAM with record information and profile drawings of all the utilities within the
project site the Client has already collected.
SAM will rectify the field observed utilities with those defined by those collected in QL-D.
SCOPE OF SERVICES
SAM will provide all the following Subsurface Utility Engineering (SUE) services to the standard of care
applicable in the Subsurface Utility Engineering (SUE) profession.
Quality Service Level D (QL-D) Collect existing utility records information (as-builts) from utility providers,
municipalities, counties, and other agency suppliers within the area of investigation.
SAM will rely on records provided by the client, Texas One-Call systems, and via vehicle reconnaissance
and inventory of utility marker posts along adjacent roadways. The sole purpose of this activity is to
collect existing record information of utility systems that may have an impact on this project.

Quality Service Level C (QL-C) SAM survey crew will provide this service consisting of field surveying to
obtain accurate horizontal position of visible utility surface features associated with the underground utility
systems located within the project limits.
PROJECT DELIVERABLES
QL-C & QL-D Services:
A 2D AutoCAD or DGN file depicting the QL-C & QL-D locations for utilities investigated within the project
area will be prepared for this project. The utilities will be referenced by the type of utility, color coded to
American Public Works Association standards, utility company or agency name, address, telephone number and
contact person. scanned utility records collected, and utility contact information will be created for this project.

ADDITIONAL SERVICES:
In addition to the services outlined above, SAM will provide additional services as requested on a time and
materials basis, based upon the attached Hourly Rate Schedule. If requested, a scope of work and estimated fee
will be provided in writing prior to SAM proceeding with any additional service. These additional services
include but are not limited to the following:
Obtaining right of entry from the adjoining landowners beyond that scoped herein .
Records research to abstract title, easements and other encumbrances of record beyond the scoped
herein.
Preparing of descriptions and plats for temporary construction easements and surveying to stake such
easements if required.
Quality Level B (QL-B) Designating Service (Horizontal Location of Utilities Only) this service is to
designate / indicate, by marking with paint, the presence and approximate horizontal location of
subsurface utilities using geophysical prospecting techniques including, without limitations,
electromagnetic, sonic and acoustical techniques.
Quality Service Level C (QL-C) this service consisting of field surveying to obtain accurate horizontal
position of visible utility surface features associated with the underground utility systems beyond the
scope defined herein.
Quality Service Level D (QL-D) Collect existing utility records information (as-builts) from utility
providers, municipalities, counties, and other agency suppliers within the area of investigation beyond
the scope defined herein.

The foregoing day rates reflect that the excavated material will be re-compacted within the test hole. If specialized backfill and/or

Paved areas may require coring to perform vacuum excavation services. In such cases SAM will provide a Core Rig and Operator. Core rig
rate includes Operator and materials & equipment to replace and set core (keyhole) following vacuum excavation completion.
Pothole or Test Hole Option:
Potholes are strictly the excavation and exposure of the subject facility with a measurement of depth and notation of facility size, type
and composition painted on the ground and/or provided in a non-certified report. This report will be provided by Vac Crew onsite upon
completion of potholes and typically is handwritten.
Test holes provide the same level of information and are surveyed for a precision x,y & z coordinate and are provided in a test hole report,
signed and sealed by an Engineer. Test Holes require survey and Engineer review. Vac Crew, Survey and Engineer fees will be in
accordance with the above rates.
UNDERSTANDING OF SUE SERVICES:
1.
Normal traffic control, for Quality Service Levels A and B, is considered standard placement of traffic cones, freestanding
warning signage and vehicle-mounted traffic directional sign. Traffic control requiring lane closures, traffic detouring,
flagpersons, police, etc, is considered special traffic control. If special traffic control is to be provided by SAM, LLC, this
service will be subcontracted to an approved subcontractor and billed to the Client at cost plus 10%.
2.
The subsurface utility engineering service assumes that all project survey control required for performing this service is preexisting. Establishing project survey control will be provided at a cost pre-approved by the Client.
3.
It is assumed that no contaminated materials are encountered. If contaminated materials or soils is encountered the client
will be notified immediately and any remediation will be the clients responsibility and at the clients cost.
4.
Right of Entry will be provided by the client and all locations must be able to be accessible to the vac truck prior to work
beginning. If access issues are encountered, SAM, LLC will notify the client immediately to determine alternatives for
accessing the required location and resolved in 24-hours. If unable to resolve access issues in 24-hours, Vac Crew may be
demobilized and require a remobilization fee to return to the site once access is established.
Travel:
Cost of mileage on company-owned vehicles, excluding vacuum excavation vehicle, is computed at the current I.R.S. mileage allowance.
Purchased Services:
All purchased services are invoiced at actual cost plus ten percent (10%) handling. These include but are not limited to reproduction, computer time,
long distance telephone, consultants, subcontract services, rented or leased equipment, expendable supplies, and project required special supplies.

Corsair Consulting LLC proposes to provide geotechnical engineering design services as they relate to
pavement design, for the Posey Road Corridor study Phase 1 from Hunter Road to CR 266 located in
Hays County, TX. The following is our proposed scope of services:
Geotechnical Investigation:
A. Obtain and review existing and available geotechnical and geologic information. Perform
field reconnaissance of project limits. Attend coordination meeting.
B. Perform borings, obtaining a boring sample at approximately 500 foot intervals to a
proposed depth of 10 feet below existing grade. Borings are estimated to consist of the
following:
Deliverables:
1) Draft report for review by Dannenbaum and the County
2) Address review comments and submit a final report.
3) Pavement design options:
a. Flexible base section
b. Full depth HMAC section
c. Optional widening and full depth repairs (if needed) and overlay of the existing
pavement
d. Temporary pavement section for traffic control
4) Life cycle and maintenance cost for all pavement design alternatives in the report.

Perform laboratory testing to classify soil strata, evaluate plasticity and shrink/swell potential and
evaluate the compressive strength. Tests may include moisture contents, atterberg limits, unconfined
compressive strengths, sieve analyses, absorption swell tests, lime-series tests, resilient modulus test
and sulfate content tests depending on our evaluation of the materials.
Develop a recommended pavement design following TxDOT methodology and prepare a Geotechnical
Report to include the summary of field investigations, laboratory testing results and recommended
pavement design.
Our anticipated schedule is as follows:
Commence field work 2-3 weeks from NTP
Duration of drilling 2-3 days
Soils classification and lab testing 6-8 weeks
Draft report 4 weeks from completion of field work

WHEREAS, the City of Wimberley applied for and received STP-M M funding from the Capital
Area M etropolitan Planning Organization (CAM PO) for engineering design and ROW purchases to
add turn lanes and pedestrian crossing at RM 12 and FM 3237; and
WHEREAS, the Hays County Commissioners Court approved an I LA (interlocal agreement) with
the City of Wimberley on M ay, 17, 2016 to undertake the design of improvements; and
WHEREAS, Hays County will enter into a Local Project Advance Funding Agreement (LPAFA)
with the Texas Department of Transportation (TxDOT) to secure the STP-M M funds awarded by
CAM PO for the project; and
WHEREAS, Hays County intends to procure consultant services to carry out the scope of services
outlined in the Local Project Advance Funding Agreement in accordance with established Hays
County procurement practices; and
NOW, THEREFORE, BE I T RESOLVED that the Hays County Commissioners Court authorizes
Hays County Judge Bert Cobb to execute a Local Project Advance Funding Agreement with
TxDOT for the proposed design services for RM 12 and FM 3237; and;
BE I T FURTHER RESOLVED that the Hays County Commissioners Court Directs Hays County
staff to continue with the procurement of professional consultant services upon signing the LPAFA

5. COMPENSATION
Contractor will be compensated for the Work on an hourly-charge
basis, the terms of which are cited in Contractors rate
schedule, which is attached hereto as Exhibit B. Despite any
reference to Contractors rate schedule, which shall be used to
calculate monthly invoice amounts under this Agreement or a
change in the Scope of Services (i.e. Amendment), the parties
agree that the County shall pay Contractor a total fee not to
exceed Fifty-two Thousand, Seven Hundred and Forty dollars
($52,740 USD) for the Work under this Agreement.
6. PAYMENT
Contractor shall invoice the County for the Work performed under
this Agreement on a monthly basis, beginning at the end of the
first full month following the Effective Date.
The County
agrees to promptly pay all invoices by sending payment to
Contractors address stated in Section 8, below.
The County
shall owe Contractor an additional one percent (1%) per month on
any unpaid balance, beginning at the end of the first full month
following the Countys receipt of said invoice(s) and accruing
monthly thereafter.
7. NOTICE OF COMPLETION
Upon completion of the Work, Contractor shall send a Notice of
Completion to the County in writing, and the County shall have
the option to inspect the Work (or the product thereof) before
it is considered complete under this Agreement.
If the County
is satisfied that the Work under this Agreement is complete, the
County shall send Contractor an Acceptance of Completion in
writing.
If, after inspection, the County does not agree that
the Work is complete or believes that the Work is of deficient
quality, the County shall send Contractor a Deficiency Letter,
stating the specific aspects of the Work that are incomplete
and/or deficient.
If, after ten (10) business days from the
Countys receipt of Contractors Notice of Completion, the
County does not send Contractor either an Acceptance of
Completion or a Deficiency Letter, the Work under this Agreement
shall be considered complete.

EXHIBIT A
Scope of Work
Purpose:
Hays County has requested that LAN conduct a preliminary drainage analysis to determine the
feasibility of the design and construction of a large regional detention pond to mitigate the
potential for structural flooding along Hog Creek within and adjacent to the City of Woodcreek.
Due to the anticipated size of the pond, it is expected that the proposed structure will be
classified and regulated as a Dam thus triggering TCEQ regulatory design and maintenance
guidelines. The purpose of this project will be to determine the preliminary hydrologic and
hydraulic sizing of the dam, potential permitting associated with construction, potential for state
and federal grant funding opportunities, and recommendations for moving forward with design.
Scope of Work:
1. Project Management
a. General project management will be ongoing through the period of the contract
and include items such as participation in the development of a Project
Management Plan, developing and updating the project schedule, preparing
contract correspondence, transmitting deliverables, documenting the quality
control process, and other project oversight activities.
b. Working meetings with County staff shall be held to discuss study related issues,
review the progress of the work effort, or to address issues which may arise. The
Engineer shall prepare and deliver meeting minutes to the County within five (5)
working days after each meeting. Monthly meetings with County Staff are
anticipated, in addition to as-needed conference calls for the duration of the
project. A total of six (3) meetings is anticipated.
c. Quality Control Plan - LAN prepares Project Work Plans for all projects. As part
of this, a detailed Quality Control Plan will be established that will outline how all
QA/QC procedures will be completed during project execution. At a minimum,
this will include scheduled reviews of all deliverables, detailed project scheduling,
and assigned Quality managers assigned to the various tasks.
2. Data Collection
a. Document Collection - LAN will collect, review and organize the relevant
information related to storm water in the Hog Creek region. This will include but
not be limited to LiDAR information, existing conditions FEMA models, most
current USACE/GBRA studies & models, and other relevant GIS information.
b. Site visits will be performed to visually inspect specific problem areas and
drainage features identified in the initial review and data collection. LAN will
document the site visit with field observation reports and organized photos.
c. Field Survey - It is not anticipated that detailed field survey will be necessary for
this preliminary analysis. If determined it is needed it will be considered
additional services outside of this agreement.
3. Hydrologic Analysis
a. Utilizing the USACE/GBRA hydrologic model (HEC-HMS), confirm and update
basin parameters to be site specific for the proposed analysis.
b. Utilizing the updated USACE/GBRA hydrologic model, compute flow rates for a
range of flood frequencies including the 10%, 4%, 2%, and 1 % events.
c. Utilizing the updated USACE/GBRA hydrologic models compute flow rates for
the Probable Maximum Flood (PMF).
d. Simulate proposed regional detention pond (dam) to preliminarily size spillways,
embankment, and inundation limits to meet TCEQ Dam Safety regulations.
4. Hydraulic Analysis
a. Build HEC-RAS model for Hog Creek utilizing HEC-HMS peak flowrates for
existing conditions.
b. Utilize HEC-RAS model to simulate proposed conditions (with pond) utilizing
peak flowrates from proposed HEC-HMS model.
c. Utilize HEC-RAS models to compute flood profiles for a range of flood
frequencies including the 10%, 4%, 2%, and 1% events for both existing and
proposed conditions.
d. Assess potential structures to be removed from 1% flood event.
e. Evaluate and minimize upstream and downstream impacts in proposed conditions.
f. Evaluate and maximize potential for flood reduction to Cypress Creek in proposed
conditions.
5. Dam Constructability Review
LAN will conduct preliminary assessments to determine what will be required to ensure
that the proposed construction will comply will all relevant regulatory agencies as well as
other potential engineering and land acquisition design requirements. Each of the
following anticipated requirements will be documented in the Preliminary Engineering
Report:
a. TCEQ Dam Safety Requirements
b. Geotechnical Engineering Requirements
c. Environmental Impacts Assessment
i. Texas Parks & Wildlife Requirements
ii. USACE ordinary high water mark regulations
d. FEMA Requirements
e. Potential Right-of-Way Assessment
6. Preliminary Engineering Report
a. Meet with County staff to discuss results preliminary engineering analysis.
b. Develop flood mitigation options for the 1% flood event that will satisfy all TCEQ
dam requirements (passing 75% PMF).
c. Documentation of Dam Constructability Review.
d. Prepare opinion of probable cost for preliminary dam design.
e. Quantify benefits based on preliminary proposed design.
f. Recommendations on potential for federal or state funding based on the
benefit/cost analysis.
g. Develop report that summarizes H&H analysis results, costs, impacts, benefits,
potential funding sources, and final recommendations as to next steps on the
potential flood mitigation project.
Deliverables:
1. Hydrologic models and hydraulic models
2. Preliminary Engineering Report that details the methodologies, assumptions, and results
of the analysis, as well as recommendations and next steps based on project feasibility.
