January 13, 2021 Commission Meeting

Note:  Due to COVID-19 precautions, the Commission’s office is not open to the public.  The meeting was conducted through Zoom video conferencing and streamed to YouTube for the public to access.    

1.  Ratification of the Minutes from the November 18, 2020 Meeting

Motion:  To adopt the November 18 Minutes with friendly amendments.

Vote:  5-0

2.  Rulemaking

The Commission will consider whether to amend its rules to address whether a candidate who has accepted traditional campaign contributions may participate in the Maine Clean Election Act program.

Motion:  To not proceed with the proposed rulemaking that would allow traditionally financed candidates to switch to the Maine Clean Election Act.

3.  Proposed Legislation

The Commission staff will present a revised proposal for statutory changes to the Commission.  If approved, the Commission would submit the changes to the Office of the Revisor to be drafted as an agency bill.

Motion:  That the statutory changes proposed in Agenda Item #3 be presented to the Legislature.
