[Bug]: Hide Crawler Proxy Server setting if no proxies are available #2168

What did you expect to happen? What happened instead?

On the browser settings tab the Crawler Proxy Server option is always available, even if no proxies have been configured for the org. This looks like a bug for users that don't have access to any proxies

Reproduction instructions

  1. Open a new crawl workflow form for an org that has no proxies, navigate to the Browser Settings tab
  2. Attempt to add a proxy - you can't!
