The org home page (/orgs/<slug>) should show a list of an org's public collections, accessible by anyone not logged in.

Requirements

• Org admins can enable public page from org settings
• If enabled, public page shows public collections, accessible to anyone
• Users can access current logged-in home page under /dashboard
