It has been taken care of in https://bugzilla.redhat.com/show_bug.cgi?id=2131852 and will hopefully be included in Fedora 39 which is already frozen and due very shortly!

https://pagure.io/fedora-qa/blocker-review/issue/1382 will hopefully make the fix make the Fedora 39 final iso deadline!
For fixing Fedora 37 & 39, I created a quick and dirty shell script: https://gist.github.com/thias/22efc28196e26fa5ce7fecfc04e189f2
I tried applying the same to AlmaLinux 9.2, but it doesn't work. It's also stuck in a loop waitinf for the dev-by-label to appear....

Today I just tried Solus 4.4, and it seems to be affected by the same bug. Since it was fixed upstream in dracut, the fix should be included in a subsequent release.
