Ticktock supports TAI but not TT2000. Supporting TT2000, while nice in its own right, would make handling of modern CDF files much smoother. It's a small difference, ~1.5ms sinusoid with a periodicity ~1 year, so we really just need to express the offset as a function of both TT2000 and TAI.
