Describe the issue linked to the documentation

Given there are so many inquiries such as "How do I get started with scikit-learn?" let's add a resource to the FAQ here:

+1 for linking to the MOOC material, but I would rather link to the main page rather than the appendix dedicated to exploratory data analysis of the datasets used elsewhere in the MOOC.
