While we have FDO and ignition for a lot of usecases they are both quite complex to deal with for first time users, in the past we've used initial-setup but that is being sunset, so we should investigate the use of systemd-firstboot and related tools

The use of systemd-firstboot as a fallback to FDO and ignition

We can stay with zezere or consider initial-setup, there may be others.

We need to make sure FDO, ignition and systemd-firstboot don't negatively affect each other
