On RHCOS, s390x Secure Execution must disable Ignition logging to maintain system integrity. The current code (from coreos/fedora-coreos-config#1939) must add a drop-in to each of the Ignition stages:

Environment=IGNITION_ARGS=-log-to-stdout
StandardOutput=null
StandardError=null

and that requires hardcoding the list of stages. Consider providing a unified mechanism to disable logging across an entire Ignition run.
