Describe the bug
Hyperlink for Special History Help Page in modal not linked.

To Reproduce
Steps to reproduce the behavior:

  1. Go to existing Proponent, Proponent name, Project name, Work Lead, EPD
  2. Click on the LOCK icon
  3. Scroll down to the text "Click this link for detailed instructions"
  4. See error

Modals with errors include:

  • (Proponent tab) Proponent name
  • (Project tab) Project name & Proponent
  • (All Work tab) EPD & Work lead

Expected behavior
The hyperlink should link to https://intranet.qa.gov.bc.ca/eao/digital-services/support-for-epic-system/support-for-epic-track/reports#specialhistory
