Don't just fail all API methods, return redacted responses

Criteria:

a single $Asset can be unredacted in the title field
clicking redacted fields loads the onboarding page to get people to sign in
shows profile field no problem
images should not show, blocked by Remove summernote images or store on server #698
acts the same as a delayed user if they access an intel link (delayed users need to get redacted intel), and system should also compute what score they need and how much pareto they need to buy to get that
