The Federal Highway Administration's Bicycle and Pedestrian Program promotes safe, comfortable, and convenient walking and bicycling for people of all ages and abilities. We support pedestrian and bicycle transportation through funding, policy guidance, program management, and resource development.
The following guidance is recommended as a resource for State and local governments to support the implementation of best practices.
Federal surface transportation law provides tremendous flexibility to States and MPOs to fund bicycle and pedestrian improvements from a wide variety of programs. Virtually all the major transportation funding programs can be used for bicycle and pedestrian-related projects.
Federal legislation in Title 23 of the United States Code § 217 provides the funding mechanisms, planning requirements, and policy tools necessary to create more walkable and bicycle-friendly communities.
