“The Department is facing a significant staffing crisis, with only 14 personnel in our CCW Unit, yet we have successfully approved 15,000 CCW applications. Currently, we are diligently working through approximately 4,000 active cases, striving to meet this unfunded mandate.”

The CCW has proposed a single system of support for customers across Wales and England.

A survey by CCW found that a quarter of households with a water meter were cutting back on what was considered "essential" water use.

The CCW said this was the largest rise in water bills since the privatisation of the water industry 36 years ago.

CCW chief executive Mike Keil warned significant price increases would put an "intolerable strain" on the finances of millions.
