Our Oline - Pollack or Taylor?

I am not CMC or Minich and can't dissect Oline play. But I can look up stats and see with my own two eyes that our Oline doesn't really seem to improve much year after year despite making offseason upgrades. Which naturally makes me leap to the conclusion that Pollack is not doing a good job. However, I did notice what appeared to be an improvement when Browning was playing last year, as they had to change the offense to fit him better. So is it Pollack or Taylor(offensive scheme) keeping this Oline unit at a sub 20 ranking?

PFF Oline Rankings

Note* Burrow has been the 7th most sacked QB since 2019 and he has only been playing since 2020.

2021 - Ranked 20th - Went to Super Bowl (2021/2022 Season) Burrow was sacked a league-leading 51 times. They won games despite the offensive line, not because of them.

2022 - Ranked 29th - "Added Karras & Cappa" (pass-blocking mark was 56.9, which was the fourth-worst in the NFL)

2023 - Ranked 26th - They moved up a whole 3 spots!

2024 - Ranked 21st - Season just starting and they looked better against KC but they aren't a top 10 unit.

They are a bottom 20 unit year after year despite signing upgrades at multiple positions. So is it Pollack or Scheme?
