The Employment and Training Department operates under the Workforce Innovation and Opportunity Act (WIOA) and is co-located with the New York State Department of Labor at the Cayuga Works Career Center.  WIOA is landmark legislation that is designed to strengthen and improve our nation’s public workforce system and help get Americans, including youth and those with significant barriers to employment, into high-quality jobs and careers and help employers hire and retain skilled workers.

Employment and Training offers services to Adults, Dislocated Workers, and Youth:

WIOA Adult Program: Improves the quality of the adult workforce, reduces temporary assistance dependency, and enhances the productivity and competitiveness of the local workforce. This program provides adults with workforce preparation, career services, training services, and job placement assistance needed to increase occupational skill attainment, obtain industry recognized credentials, and secure a good job that provides earnings that lead to self-sufficiency.

WIOA Dislocated Worker Program:  Designed to help workers get back to work as quickly as possible and overcome barriers to employment. Included in WIOA services, Rapid Response is provided to respond as quickly as possible following an announcement of a permanent closure, mass layoff, or natural or other disaster which results in mass job loss. Through Rapid Response, the state or designated entity delivers services to enable dislocated workers to transition to new employment as quickly as possible. The purpose of Rapid Response is to promote economic recovery and vitality by developing an ongoing, comprehensive approach to identifying, planning for, or responding to layoffs and dislocations, and preventing or minimizing their impacts on workers, businesses, and communities.

WIOA Supportive Services and Training Opportunities for Adults and Dislocated Workers: Employment, Education, and Supportive Services are available to eligible candidates.  Training may include classroom, online, customized, and on the job (OJT).  WIOA defines supportive services as services such as transportation, child care, dependent care, housing, and needs-related payments that are necessary to enable an individual to participate in activities authorized under this Act.

WIOA Youth Program: Delivers a comprehensive array of youth services that focus on assisting out-of-school youth ages 16-24 and in-school youth ages 14-21 with one or more barriers to employment prepare for post-secondary education and employment opportunities, attain educational and/or skills training credentials, and secure employment with career/promotional opportunities.
