How Cayuga County reduced overdoses, defying national trend

In the field of substance use, you don’t often get to be the bearer of good news. That’s why I am especially pleased to share that since the height of the COVID-19 pandemic, overdoses and fatalities have decreased in Cayuga County, and for the first time, reached pre-pandemic levels in 2023. Annual overdoses are well below 200 and overdose fatalities are in the single digits again. This is mainly due to agencies and the county working better together, distributing life-saving tools to residents so they can render first aid during an overdose emergency, making treatment and recovery services more accessible for people, and collecting and sharing local data and information. Cayuga County sees decline in suspected overdoses in 2023

Cayuga County reported a significant decrease in suspected overdoses in 2023, with figures dropping below 200 for the first time in recent years. The county’s overdose dashboard revealed a total of 163 suspected overdoses last year (updated since this article was published), including 7 fatalities. This signifies a 41% reduction in non-fatal overdoses and a 61% decrease in fatal overdoses since the height of the pandemic in 2021. In 2023 for the first time in recent years, overdoses and overdose fatalities were below pre-pandemic levels.

Cayuga County uses data to reduce overdoses and launches public dashboard

I often start my presentations with a blank slide, because that’s what I looked at when I started this work at the end of 2019. There was fragmented local information available, and state data that told us what the overdose situation was in our county over a year ago. If we wanted our residents who experienced overdoses to count and be helped in real time, we had to build local data infrastructure from scratch so we could respond and prevent more overdoses and deaths. With grant resources from the HEALing Communities Study, we contracted with an epidemiologist who led the charge of developing a framework for collecting, analyzing and disseminating countywide data from local stakeholders to guide data-driven initiatives aimed at reducing overdose deaths. Healing Cayuga Project Director Monika Salvage hopes the dashboard will become an important tool in bringing conversations about overdoses and addiction into the open as a way to end the stigma around seeking help.
