Sanitary districts were established in England and Wales in 1875 and in Ireland in 1878. The districts were of two types, based on existing structures:
Urban sanitary districts in towns with existing local government bodies
Rural sanitary districts in the remaining rural areas of poor law unions.
Each district was governed by a sanitary authority and was responsible for various public health matters such as providing clean drinking water, sewers, street cleaning, and clearing slum housing.
Sanitary districts were formed under the terms of the Public Health Acts 1873 and 1875. Instead of creating new divisions, existing authorities were given additional responsibilities.

Oro Loma Sanitary District: Improving Our Sewer System
The Oro Loma Sanitary District and our board of directors have embarked on a proactive goal to replace 40 miles of sewer line infrastructure in the next ten years. Much of our infrastructure throughout our District has been in place for over 70 years and now requires repairs and replacement.
These sewer instrastructure projects are your tax dollars at work to prevent sewer overflows and blockages from broken pipe and to protect the public health of our community. Here’s a look at what we’re doing.
When the work crew arrives in your neighborhood to repair or replace the sewer line, the first step is to disconnect your house sewer lateral from the main sewer pipe we are replacing. Next, the crew will move on to pipebursting, a very quick and efficient way to replace sewer pipes. And la...
