=======
The term regional county municipality or RCM (French: municipalité régionale de comté, MRC) is used in Quebec to refer to one of 87 county-like political entities. In some older English translations they were called county regional municipality.
Regional county municipalities are a supralocal type of regional municipality, and act as the local municipality in unorganized territories within their borders. The system of regional county municipalities was introduced beginning in 1979 to replace the historic counties of Quebec. In most cases, the territory of an RCM corresponds to that of a census division, however there are a few exceptions.
Some local municipalities are outside any regional county municipality (hors MRC). This includes some municipalities within urban agglomerations and also some aboriginal lands, such as Indian reserves that are enclaves within the territory of an RCM but not juridically part of it. Where complete territorial coverage is desired, for example for the census, the Indian reserve enclaves are added in to create "geographical RCMs", and the urban agglomerations are considered to be "territories equivalent to an RCM".

A regional municipality (or region) is a type of Canadian municipal government similar to and at the same municipal government level as a county, although the specific structure and servicing responsibilities may vary from place to place. Regional municipalities were formed in highly populated areas where it was considered more efficient to provide certain services, such as water, emergency services, and waste management over an area encompassing more than one local municipality. For this reason, regions may be involved in providing services to residents and businesses.
Regional municipalities, where they include smaller municipalities within their boundaries, are sometimes referred to as "upper-tier" municipalities. Regional municipalities generally have more servicing responsibilities than counties. Typical services include maintenance and construction of arterial roads (including in urban areas, where counties do not), transit, policing, sewer and water systems, waste disposal, region-wide land-use planning and development and health and social services.
Regions are typically more urbanized than counties. Regional municipalities are usually implemented in census divisions where an interconnected cluster of urban centres forms the majority of the division's area and population.

Sovereignty refers to a state's power and freedom to control its affairs without other countries' intervention.

However, the old concept of States' Sovereignty is fading, especially in an era where countries are glad to share powers with international organizations, like the European Union and the Gulf Cooperation Council, or where indebted countries are subject to loan requirements set by international financial institutions, like the International Monetary Fund.
In addition, the Sovereignty of a country is not absolute, as states are not permitted to breach international law, like the unlawful use of armed force or committing international crimes, as sovereign states are still bound to protect human rights and adhere to the principle of self-determination, and they may not unilaterally change their borders.

The Sovereignty of states, international law visualized.
Sovereignty refers to a state's power and freedom to control its affairs without other countries' intervention.
It is reflected in the state's ability to enforce its own laws in its own territory, and object to any type of external intervention.
Self-determination is similar to Sovereignty, while Self-determination theoretically belongs to the peoples of a nation, Sovereignty is vested in the state's government itself.
However, the old concept of States' Sovereignty is fading, especially in an era where countries are glad to share powers with international organizations, like the European Union and the Gulf Cooperation Council, or where indebted countries are subject to loan requirements set by international financial institutions, like the International Monetary Fund.
In addition, the Sovereignty of a country is not absolute, as states are not permitted to breach international law, like the unlawful use of armed force or committing international crimes, as sovereign states are still bound to protect human rights and adhere to the principle of self-determination, and they may not unilaterally change their borders.
