A simultaneous referendum was supposed to be held in Abyei on whether to become part of Southern Sudan but it has been postponed due to conflict over demarcation and residency rights.
On 7 February 2011, the referendum commission published the final results, with 98.83% voting in favour of independence. While the ballots were suspended in 10 of the 79 counties for exceeding 100% of the voter turnout, the number of votes were still well over the requirement of 60% turnout, and the majority vote for secession is not in question.
The predetermined date for the creation of an independent state was 9 July 2011.
South Sudan (i/ˌsaʊθsuˈdɑːn, -ˈdæn/), officially the Republic of South Sudan, is a landlocked country in northeastern Africa that gained its independence from Sudan in 2011. Its current capital is Juba, which is also its largest city. It is planned that the capital city will be changed to the more centrally located Ramciel in the future. South Sudan is bordered by Sudan to the north, Ethiopia to the east, Kenya to the southeast, Uganda to the south, the Democratic Republic of the Congo to the southwest, and the Central African Republic to the west. It includes the vast swamp region of the Sudd, formed by the White Nile and known locally as the Bahr al Jabal.

Carter also told journalists today that he believed international creditors should forgive most if not all of Sudan's crippling debt, to give both north and south access to fresh funds after the referendum.
