As capitalism's popularity wanes among the American population and the economic system begins to show signs of impending collapse, we should expect more kneejerk measures like these to try to rally support around a failing system.

McCarthyism and the Legacy of the Federal Loyalty Program
The Red Scare is one of the few events in the history of the United States that has repeated itself twice. The First Red Scare, offset by a post-WWI America and fear of communism in the wake of the Bolshevik Revolution, concluded in 1920, only to become reinstated in the late 1940s through the early 50s. In this video we look at the influence of Republican senator Joseph McCarthy of Wisconsin, and his effect on America in the opening phases of the Cold War.

9th February 1950: Joseph McCarthy starts the Second Red Scare claiming Communist infiltration
Joseph McCarthy was a Republican politician from Wisconsin who was elected to the U.S. Senate in 1946. However, he only gained significant national attention after delivering a Lincoln Day speech in Wheeling, West Virginia, on 9 February 1950.
In his address to the Ohio County Women’s Republican Club, McCarthy claimed to possess a list of 205 State Department employees with Communist affiliations. This assertion marked the start of what became known as McCarthyism or the Second Red Scare. McCarthy’s speech played into the existing fears of the Cold War era, fuelling suspicions of communist infiltration. His dramatic accusations set the stage for a wave of investigations, interrogations, and hearings by the separate House Un-American Activities Committee (HUAC).

In February of 1950, Senator Joseph McCarthy produced a list of 205 names. He claimed that all of these were people who worked within the State Department and were also Communists. Following this revelation, Senator McCarthy began a series of Congressional investigations in which countless accusations were made towards many individuals.
Senator McCarthy's investigations, as well as those of the House Un-American Activities Committee (HUAC), helped create the atmosphere of fear and resentment towards communists that would dominate the next two decades. Because of Senator McCarthy's efforts, the phrase “McCarthyism” was used to describe the act of accusing someone, with little or no evidence.
In the early 50s, there were also several pieces of legislation passed that increased the paranoia against communism. The best example was the Internal Security Act of 1950. This law required Communist organizations to register with the Attorney General's office. Members of these organizations were not allowed to become citizens of the US (if they already were they could possibly lose their citizenship).
There was also a “Federal Employees Loyalty Program”. This was a review board that determined the “Americanism” of federal employees. The board recommended that any employee suspected of being “Un-American” should have their employment terminated. Across the nation, many states, communities, and even private businesses also established “Loyalty Review Boards”. It is estimated that by the end of the 1950s around 20% of all employees had to pass some sort of loyalty review.
If an employee was discharged because they were deemed to be “disloyal” to the nation, their life could potentially be ruined. No other employer would be willing to hire someone with this type of speculation in their background. Some industries even developed “blacklists” to prevent “disloyal citizens” from being hired. “Blacklisting” is a term used to describe the informal exclusion of a certain group from employment. Blacklisting was especially prominent in high profile fields such as the entertainment industry (television and movies) and government employment.
Throughout this time period, thanks to the anticommunist hysteria, thousands of honest and loyal Americans were accused of being Communists, or communist sympathizers.

Right after World War II as the Cold War was coming to dominate the minds of Americans, the fear of communism led to the Second Red Scare (not to be confused with the first Red Scare after WWI). So in order to ferret out communists in America, the House of Representatives created the UnAmerican Activities Committee (HUAC) to aid in this effort. This committee was responsible for blacklisting a group of Hollywood Directors (known as the Hollywood Ten) as communist sympathizers.
But the height of the Red Scare came at the hands of Senator Joseph McCarthy who claimed to have knowledge of hundreds of communists working at the highest levels of government. These allegations turned out to be false, but because of his national agitation, the Red Scare is often referred to as McCarthyism.

Organizations like the House Un-American Activities Committee and the Loyalty Review Boards were not the only reasons that fear of communism spread throughout the nation in the Post WWII era. So, what other factors helped to spread the fear among the American public?
Nearly all of the popular forms of media (television, radio, movies, and print) featured anti-communist propaganda in some way. Most of this content was geared towards younger audiences in an effort to raise a generation that would both despise communism and be terrified by it.
Many early television programs of the 1950s had an anti-communist theme as a regular part of their programming. Shows such as The Man Called X and I Led Three Lives featured characters who were spying communists attempting to undermine the government, or the American way of life. Radio programs like I was Communist for the FBI featured similar themes.
The movie industry was not to be outdone. Throughout the 1950s, there were many films made with anti-communist messages. The most well-known include; I Married a Communist and The Red Menace. Science fiction films were a popular outlet for this fear as well. Many science fiction films featured plots involving “un-American” and inhuman aliens attempting to infiltrate American society and change the way of life.
Comic books were a popular pastime for America's youth in the 1950s and ‘60s. Therefore, the comics were also filled with stories about spies and Communist villains. Publications such as paperback novels also commonly presented Communists in the role of villain.
The Cold War anti-communist hysteria even drifted into professional sports. The Major League Baseball team known as the Cincinnati Reds temporarily changed their mascot to the “Redlegs” in an effort to avoid a connection with communism (the term “Reds” was often used as a synonym for communists).

Dec. 21 (Tuesday): The Second Red Scare— With the fear of the Soviet Union came a related fear of communism at home. While often associated with Senator Joseph R. McCarthy, an anti-Communist movement took shape, influencing politics, Hollywood, labor unions, and the daily lives of Americans worried about the influence of communism all around them. This class will examine how this time period could both be an age of economic security as well as heightened paranoia about the “Red Menace.”
Instructor: Dr. Hal Gorby
Teaching assistant professor of history and director of undergraduate advising at West Virginia University, Dr. Gorby teaches courses on West Virginian, Appalachian, and American immigration history. He consulted on the research and script editing for the Emmy-nominated PBS American Experience documentary "The Mine Wars" and hosted and researched the podcast "Henry: The Life and Times of Wheeling's Most Notorious Brewer." His book, "Wheeling's Polonia" was published by WVU Press in 2020

Joseph McCarthy was a Republican politician from Wisconsin who was elected to the U.S. Senate in 1946. However, he only gained significant national attention after delivering a Lincoln Day speech in Wheeling, West Virginia, on 9 February 1950.
In his address to the Ohio County Women’s Republican Club, McCarthy claimed to possess a list of 205 State Department employees with Communist affiliations. This assertion marked the start of what became known as McCarthyism or the Second Red Scare. McCarthy’s speech played into the existing fears of the Cold War era, fuelling suspicions of communist infiltration. His dramatic accusations set the stage for a wave of investigations, interrogations, and hearings by the separate House Un-American Activities Committee (HUAC).
The Second Red Scare was marked by an intensified focus on eradicating perceived communist influences. Loyalty oaths, blacklisting of suspected individuals, and a general atmosphere of fear swept through American society. McCarthy’s unsubstantiated claims nevertheless led to a climate of suspicion across sectors as diverse as government, entertainment, and academia.
While McCarthy’s influence declined from the mid-1950s onwards, the broader repercussions of the Second Red Scare left an indelible mark on American history. It ruined the lives and careers of countless individuals, while the fear of being labelled a communist or sympathizer created an environment of self-censorship and conformity that persisted for years.
