The Bureau of Ocean Energy Management (BOEM) is a relatively small agency in the U.S. Department of the Interior that is responsible for development of energy from resources over, in, and under the ocean. From deep beneath the Pacific Ocean’s Outer Continental Shelf, oil and gas have been pumped and piped into the U.S. economy and hydrocarbon life-style for most of our lives.

The Bureau of Ocean Energy Management (BOEM) is a relatively small agency in the U.S. Department of the Interior that is responsible for development of energy from resources over, in, and under the ocean. From deep beneath the Pacific Ocean’s Outer Continental Shelf, oil and gas have been pumped and piped into the U.S. economy and hydrocarbon life-style for most of our lives.
As petroleum reserves mature and production eventually ceases, California society may turn from hydrocarbons to cleaner sources of ocean-based energy. Offshore renewable energy installations convert wave or wind energy to electricity and transfer the power to shore through transmission cables laid on or buried beneath the seafloor. While still a nascent industry in the U.S., installation of offshore wind farms started over 25 years ago in Europe where turbines now supply about 10% of the EU energy needs.
Dr. Bull a career employee for the Department of the Interior in environmental research and assessment, and has been with Bureau of Ocean Energy Management, Pacific Region since 2001. Dr. Bull’s research interests center on the ecological influence and effects, on both a local and regional scale, of offshore energy installations and artificial reefs.

What is Continental slope and Continental shelf: Definition of continental shelf and Slope
A continental shelf is a portion of a continent that is submerged under an area of relatively shallow water, known as a shelf sea. Much of these shelves were exposed by drops in sea level during glacial periods.
Continental slopes are regions of steeply sloping seafloor that lie between continental shelves and the deep ocean basins. Regional gradients are typically 2–5°, but local slopes may be much steeper.

Description: A continental shelf is a portion of a continent that is submerged under an area of relatively shallow water known as a shelf sea. Much of the shelves were exposed during glacial periods and interglacial periods. The shelf surrounding an island is known as an insular shelf. The continental margin, between the continental shelf and the abyssal plain, comprises a steep continental slope followed by the flatter continental rise. Sediment from the continent above cascades down the slope and accumulates as a pile of sediment at the base of the slope, called the continental rise. Extending as far as 500 km from the slope, it consists of thick sediments deposited by turbidity currents from the shelf and slope. The continental rise's gradient is intermediate between the slope and the shelf. Under the United Nations Convention on the Law of the Sea, the name continental shelf was given a legal definition as the stretch of the seabed adjacent to the shores of a particular country to which it belongs.

Continental slopes are regions of steeply sloping seafloor that lie between continental shelves and the deep ocean basins. Regional gradients are typically 2–5°, but local slopes may be much steeper.
