Negative liberty is freedom from interference by other people. Negative liberty is primarily concerned with freedom from external restraint and contrasts with positive liberty (the possession of the power and resources to fulfil one's own potential). According to Thomas Hobbes, "a free man is he that in those things which by his strength and wit he is able to do is not hindered to do what he hath the will to do" (Leviathan, Part 2, Ch. XXI; thus alluding to liberty in its negative sense).
An idea that anticipates the distinction between negative and positive liberty was G. F. W. Hegel's "sphere of right" (furthered in his Elements of the Philosophy of Right), which constitutes what now is called negative freedom and his subsequent distinction between "abstract" and "positive liberty." In the Anglophone tradition the distinction between negative and positive liberty was introduced by Isaiah Berlin in his 1958 lecture "Two Concepts of Liberty." According to Berlin, the distinction is deeply embedded in the political tradition. In Berlin's words, "liberty in the negative sense involves an answer to the question: 'What is the area within which the subject—a person or group of persons—is or should be left to do or be what he is able to do or be, without interference by other persons'." Restrictions on negative liberty are imposed by a person, not by natural causes or incapacity. Helvetius expresses the point clearly: "The free man is the man who is not in irons, nor imprisoned in a gaol, nor terrorized like a slave by the fear of punishment ... it is not lack of freedom, not to fly like an eagle or swim like a whale."

Isaiah Berlin: Two Concepts of Liberty
An introduction and overview of the British/Latvian philosopher, Isaiah Berlin's 1958 classic lecture on Two Concepts of Liberty.
Berlin thought that where philosophers, politicians, and commentators had talked about the idea of freedom as one definable concept, throughout the history of modern thought you could identify two different ideas about what freedom or liberty meant.

Negative freedom (or negative liberty) consists of freedom from something whereas positive freedom (or positive liberty) consists of the ability to do something. Negative freedom therefore consists of laws to combat discrimination whereas positive freedom enables those on limited incomes to lead a more fulfilled and meaningful existence. .
The distinction between positive and negative freedom is a significant one in terms of the proper role of the state. The goal of negative freedom demands a limited role for the state, whereas positive freedom results in a larger role for the state. Following on from this, the role of the state is an absolutely key dividing line within liberal thought between those on the right of the libertarian axis and those on the left.

An introduction and overview of the British/Latvian philosopher, Isaiah Berlin's 1958 classic lecture on Two Concepts of Liberty.
Berlin thought that where philosophers, politicians, and commentators had talked about the idea of freedom as one definable concept, throughout the history of modern thought you could identify two different ideas about what freedom or liberty meant.
He called them negative and positive liberty. And in short, they’re the freedom from, and the freedom to.
Negative freedom is the freedom from coercion, interference, authority.
But positive liberty, he writes, 'derives from the desire on the part of the individual to be his own master. I wish my life and my decisions to depend on myself and not on external forces of whatever kind.’
It’s the desire to Self-directed, self-determined, independent, competent; it's the the will to self-mastery, to autonomy. I want to be the master of my own life, to choose for myself.
I also look briefly at critiques, including Gerald MacCallum's triadic formulation of liberty.

J. S. Mill On Liberty
On Liberty is one of Mill’s most famous works and remains the one most read today. In this book, Mill expounds his concept of individual freedom within the context of his ideas on history and the state. On Liberty depends on the idea that society progresses from lower to higher stages and that this progress culminates in the emergence of a system of representative democracy. It is within the context of this form of government that Mill envisions the growth and development of liberty.
Negative & Positive Liberty
Negative freedom (or negative liberty) consists of freedom from something whereas positive freedom (or positive liberty) consists of the ability to do something. Negative freedom therefore consists of laws to combat discrimination whereas positive freedom enables those on limited incomes to lead a more fulfilled and meaningful existence. .
The distinction between positive and negative freedom is a significant one in terms of the proper role of the state. The goal of negative freedom demands a limited role for the state, whereas positive freedom results in a larger role for the state. Following on from this, the role of the state is an absolutely key dividing line within liberal thought between those on the right of the libertarian axis and those on the left.

Negative liberty is freedom from interference by other people. Negative liberty is primarily concerned with freedom from external restraint and contrasts with positive liberty (the possession of the power and resources to fulfil one's own potential). According to Thomas Hobbes, "a free man is he that in those things which by his strength and wit he is able to do is not hindered to do what he hath the will to do" (Leviathan, Part 2, Ch. XXI; thus alluding to liberty in its negative sense).
An idea that anticipates the distinction between negative and positive liberty was G. F. W. Hegel's "sphere of right" (furthered in his Elements of the Philosophy of Right), which constitutes what now is called negative freedom and his subsequent distinction between "abstract" and "positive liberty." In the Anglophone tradition the distinction between negative and positive liberty was introduced by Isaiah Berlin in his 1958 lecture "Two Concepts of Liberty." According to Berlin, the distinction is deeply embedded in the political tradition. In Berlin's words, "liberty in the negative sense involves an answer to the question: 'What is the area within which the subject—a person or group of persons—is or should be left to do or be what he is able to do or be, without interference by other persons'." Restrictions on negative liberty are imposed by a person, not by natural causes or incapacity. Helvetius expresses the point clearly: "The free man is the man who is not in irons, nor imprisoned in a gaol, nor terrorized like a slave by the fear of punishment ... it is not lack of freedom, not to fly like an eagle or swim like a whale."
