Since its formation in 1957, Miami-Dade County has had a two-tier system of government. Under this system, Miami-Dade comprises a large unincorporated area and 35 incorporated areas or municipalities. Each municipality has its own government and provides such city-type services as police and zoning protection.
History
State voters amended the State of Florida’s Constitution in 1956 to allow for a Home Rule Charter. Dade County was granted the power to create commission districts, pass ordinances, create penalties, levy and collect taxes to support a centralized metropolitan form of government. The Board of County Commissioners may create municipalities, special taxing districts and other boards or authorities as needed. The Home Rule Charter for Miami-Dade County was adopted by referendum on May 21, 1957.
On November 13, 1997 voters changed the name of the county from Dade to Miami-Dade to acknowledge the international name recognition of Miami.
Overview
Unlike a consolidated city-county, where the city and county governments merge into a single entity, these two entities remain separate. Instead there are two "tiers", or levels, of government: city and county. There are 35 municipalities in the county, the City of Miami being the largest.
Miami-Dade County (commonly called Dade County, Dade, Metro-Dade or Greater Miami) is a county located in the southeastern part of the State of Florida and is the southeasternmost county on the U.S. mainland. According to the 2014 census, the county had a population of 2,662,874, making it the most populous county in Florida and the seventh-most populous county in the United States. It is also Florida's third-largest county in terms of land area, with 1,946 square miles (5,040km2). The county seat is Miami.
A county commission (also known as a board of county commissioners) is a group of elected officials charged with administering the countygovernment in some states of the United States. County commissions are usually made up of three or more individuals. In some counties in Georgia and New Hampshire however, a sole commissioner holds the authority of the commission.
The commission acts as the executive of the local government, levies local taxes, administers county governmental services such as prisons, courts, public health oversight, property registration, building code enforcement, and public works such as road maintenance. The system has been supplanted in large part as disparate sparsely settled regions become urbanized and establish tighter local governmental control usually in municipalities, but in many more rural states the county commission retains more control and even in some urbanized areas may be responsible for significant government services.

Wrong-way crash leaves 5 dead in Miami-Dade County
A man driving the wrong way on a busy South Florida highway early Saturday crashed into another car, killing all five women in the other vehicle, authorities said.
The man was airlifted to a trauma center with serious injuries, according to the Florida Highway Patrol. His condition wasn't immediately known.
“Our crews had to use the jaws to cut out one victim that was trapped in his vehicle,” Miami-Dade Fire Rescue Division Chief Marc Chavers told local reporters. “Unfortunately, in the other vehicle there was nobody alive to be saved.”
